The following bids for supplies for city, for period of six months from July 1st, 1919, to December 31, 1919, were read: Bids Awarded. S. E. Rosengren, Undertaker's Supplies for white charity patients; Tips Foundry and Machine Company, Castings; Austin Builders and Supply Company, Cement; W. H. Richardson, Hardware; Kuntz-Sternenberg Lumber Company, Lumber; Robinson Bros., Feed (except corn) Spalding Bros., Drugs and Prescriptions; J. C. Bryant's Creamery, Sweet Milk, Buttermilk and Butter; Wm. Wellmer, Groceries; Wm. Ulit, Meat; Austin Laundry and Dry Cleaning Company, Laundry. The above bids were awarded by a vote of 5 ayes; no nays. The Council then adjourned. Chas. C. Hornsby, City Clerk.
REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas. July 3rd, 1919.
The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. All present. The Minutes of the last regular meeting were read and adopted by a vote of 5 ayes, no nays. Councilman Alford introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: S. W. Johnson License Revoked That the license heretofore issued to S. W. Johnson to operate an automobile for hire, as evidenced by City License #90, said automobile so authorized to be operated being one seven passenger Jeffrey Car, State License #131985, be and the same is hereby revoked, and BE IT FURTHER RESOLVED: That the sum of Six Dollars and Twenty-five Cents ($6.25) be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin for the purpose of refunding to the said S. W. Johnson the unearned portion of the license fee that he has heretofore paid to the city for the operation of said car, and the City Clerk is authorized to issue a warrant to the said S. W. Johnson for said amount. The above resolution was adopted by a vote of 5 ayes, no nays. Councilman Alford introduced the following resolution: Whereas, on January 23, 1919, the City Council of the City of Austin adopted its General Budget for the current fiscal year, and in making the appropriations therein based same, in part, upon the estimated income to be derived from miscellaneous sources in the amount of $19,616.65; and Whereas, since the adoption of said Budget and the estimation of said income from said sources, it has become evident to the City

236 Council that the income from said miscellaneous sources will probably amount to the sum of $25,000.00; and Whereas, certain employees of the Fire Department of the City of Austin have requested the City Council that their respective salaries be increased, and it is the opinion of this Council that such request is meritorious, in view of the increased cost of living, and therefore should be granted ; Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Four Thousand One Hundred and Ten Dollars ($4,110.00) be and the same is hereby appropriated out of the General Fund of the City of Austin for the purpose of paying additional salaries to certain employees of the Fire Department, this appropriation being supplemental to and in addition to such salaries already appropriated in the General Budget, and that the said sum hereby appropriated shall be distributed as follows: . BE IT RESOLVED FURTHER: That the additional salaries herein appropriated shall be effective from and after July 1st, A. D. 1919, and shall be continued for the remaining six months of the current fiscal year; and BE IT FURTHER RESOLVED: That the Chief of the Fire Department by and with the advice and consent of the Superintendent of Police and Public Safety be and he is hereby authorized to employ persons for service in the various positions in the Fire Department herein above stated, at a salary, in any such caseless than the aggregate salary heretofore appropriated in the General Budget and the additional salary herein appropriated for such positions, if said Fire Chief deems it wise and expedient so to do; and the monthly pay roll of the employees of the Fire Department, as prepared by said Fire Chief and approved by said Superintendent, shall determine the respective salaries to be paid to the employees of said Department affected hereby; provided, that in no event shall any employee of the Fire Department be paid a salary of less than $100.00 per month. Maxwell, were read and ordered filed. Report of The report of Councilman J. W. Graham, Superintendent of Streets J.W. Graham and Public Improvements for the month of June was read and ordered filed. Councilman Graham submitted to the Council a report of L.A. Palmer, Plumbing Inspector, showing certain property owners who had failed to connect with the sanitary sewers, after having received a proper legal notice. Said report was received and ordered filed. Councilman Alford moved that the City Attorney be instructed to proceed against the parties shown in said report for the purpose of compelling them to connect as required by law, provided that sanitary sewers are in the streets or alleys abutting on the premises, as set out in the report. Motion was adopted by a vote of 5 ayes; no nays. Council then recessed until 2:30 P. M.

The Minutes of the last regular meeting were read and adopted by a vote of 5 ayes; no nays. Nick Linz granted Permit to install Gasoline tank. The petition of Nick Linz to install a gasoline storage tank and make repairs in the rear of No. 611 Congress Avenue, was granted upon the recommendation of C. L. Woodward, Chief of the Fire Department, and J. E. Woody, City Fire Marshal, by the following vote: yeas, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. The petition of J. W. Ebner to install electric signs at several places on Congress Avenue, after investigation by W. L. Eyres, City Electrician, and upon his recommendation the petition was granted by a vote of 5 ayes, no nays. The petition of Messer & Hatcher to erect a gasoline filling station at No. 205 West Fifth Street was read and upon motion of Councilman Haynes was referred to the City Attorney for him to draw proper resolution. Motion prevailed by a vote of 5 ayes, no nays. $200.- appropriated U.S. Employment Agency Councilman Graham introduced the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of Two Hundred Dollars ($200.00) be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin, Texas, and made payable, at the rate of Fifty Dollars ($50.00) per month, to the United States Employment Agency. The above resolution carried by a vote of 5 ayes; no nays. Monthly Reports The monthly reports of J. D. Platt, City Marshal, C. L. Woodward, Chief of the Fire Department, John E. Woody, Fire Marshal, C. M. Leonard, City Engineer, Mrs. H. C. Walker, Pure Food Inspector, Dr. A. A. Biebel, Meat and Dairy Inspector, and Secretary of the United Charities Association, were read and ordered filed. Councilman Alford, at the request of C. L. Woodward, Chief of the Fire Department, submitted the following named for positions in the Fire Department: (1/2 payment) Appts.
