  • Early Auto Regulations:

    Approved a permit for Fred Fischer to install a gasoline station with detailed rules for an underground tank, curbside pump, specific evening lighting hours (6-12 PM), and proper hose storage, all under city supervision.
  • New Transportation & Business Permits:

    Granted a permit to Pleas Bryant to operate a "service car" (an early taxi or rideshare service) and allowed the Majestic Show House to erect an electric sign, pending city electrician approval.
  • Public Infrastructure & Budget:

    Directed the City Engineer to estimate costs for improvements to West Seventh Street and approved a $500 supplemental budget for the Sewer Earnings Fund, covering salaries and supplies.

240 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, July 17, 1919. Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. All present. The Minutes of the last meeting were read and adopted by a vote of 5 ayes, no nays. Petition of J.M. Benson Jno. E. Shelton presented the petition of J. M. Benson, which was read and taken under advisement. Councilman Ward moved that the City Engineer be instructed to make an estimate of the cost of making certain improvements of that portion of West Seventh Street beginning at Lot 19 and extending west to Blanco Street. Motion carried by a vote of 5 ayes, no nays. Pound Fee $3.50 refunded to Meyer Minchen Councilman Graham moved that the pound fee of $3.50 heretofore paid by Meyer Minchen be refunded and the City Clerk be instructed to draw warrant out of General Contingent Fund for said amount. Motion carried by a vote of 5 ayes, no nays. Councilman Graham introduced the following resolution: Supplemental Budget BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Sewer Earnings Fund. That the following supplemental budget, payable out of the Sewer Earnings Fund, be and the same is hereby adopted for the six months ending December 31st, 1919: OFFICE SALARIES Salary of Cashier, at $15.00 per month..................$90.00 " " Clerk, at $10.00 per month...................60.00 Total Salaries .................$150.00 OFFICE SUPPLIES For printing, Stationery and Postage....................$150.00 INCIDENTALS. For incidentals and unforeseen expenditures.............200.00 Total Appropriations...............$500.00 The above resolution was adopted by a vote of 5 ayes, no nays. Councilman Ward moved that the petition of Pleas Bryant to operate a service car be granted. Motion carried by a vote of 5 ayes, no nays. Appointment of L. H. Layton Board of Equalization Councilman Haynes named L. H. Layton, in place of Ben F. Wright, resigned, to be a member of the Board of Appraisers of the City of Austin, for a term of two years, ending April 30th, 1921. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Alford and Ward. Councilman Graham absent, and Councilman Haynes not voting. --- Page break --- 241 Councilmen Graham introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Petition of Fred Fischer for Gasoline Station Granted. That a permit is hereby granted to Fred Fischer to install and maintain a 150 gallon gasoline tank, to be approved by the Superintendent of Police and Public Safety, under the sidewalk in front of 1310 East Sixth Street in the City of Austin, Texas. RESOLVED FURTHER: That in connection with this gasoline tank hereby authorized to be installed by the said Fred Fischer, he is likewise authorized to install and maintain a Bowser gasoline pump to be located at the curb line in front of No. 1310 East Sixth Street, in a position to be designated by the Superintendent of Streets and Public Improvements, said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Superintendent of Police and Public Safety. RESOLVED FURTHER: That the said Fred Fischer shall install and maintain at the top of and upon the gasoline pump hereby authorized an electric light of not less than 40 watt power and placed in a globe of not less than ten inches in diameter, which electric light must be kept illuminated not less than three hours daily, between the hours of 6 and 12 O'clock P. M., during the existence of this permit. RESOLVED FURTHER: That the hose through which air, water, gasoline or any other oil or volatile substance is conveyed by pumping or otherwise from the storehouse at 1000 East Sixth Street, or from the pump hereby authorized to be placed in front of same,must be kept,when not in actual use, neatly coiled and stored in a receptacle provided for such hose in the pump authorized to be installed, or suspended from a suitable bracket attached to the pump. RESOLVED FURTHER: That the work under this resolution authorized to be installed and maintained, where not otherwise assigned, must be under the immediate supervision of the City Engineer of Austin, Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done. RESOLVED FURTHER AND FINALLY: That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for hose underneath the sidewalk and this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. The above resolution was adopted by a vote of 3 ayes, no nays. The petition of Jno. L. Martin to place certain plumbing fixtures referred to M. A. Palmer, Plumbing Inspector, for his report back to the Jno. L. Martin 2/16/24 Council. The report of Miss Dorsey Spillar, City Public Health Nurse, was read and ordered filed. The Council then recessed. --- Page break --- 242 MEETING OF THE CITY COUNCIL Austin, Texas, July 22, 1919. The Council was called to order by the Mayor. Roll call showed all members present, except Councilman Ward. Upon the recommendation of C. L. Woodward, Chief of the Fire Department, the petition of J. Buckhannon to erect a corrugated iron shed at the corner of Fourth and Trinity Streets, adjoining a rock building, was granted by a vote of 4 ayes, Councilman Ward being absent. Petition of J. Buckhannon granted. The petition of T. Seth Hull for the Majestic Show House, asking permission to erect an electric sign was read, and upon motion of Councilman Haynes, the permit was granted, with the understanding that the same be acceptable to the City Electrician and to be installed under his supervision. Motion carried by a vote of 4 ayes, no nays; Councilman Ward being absent. Petition of T. Seth Hull for Majestic Show House Sign granted. The Council then adjourned. Jno. W. Hornsby City Clerk
