248 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, July 24, 1919. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. All present. The minutes of the last regular meeting were read and adopted by a vote of 5 ayes, no nays. On motion of Councilman Graham, the petition of Ram Archer to operate a service car was granted by a vote of 5 ayes, no nays. L.J. Bailey The report of Lyman J. Bailey, Probation Officer, was read and Report. ordered filed. The application of J. I. Benson to operate a service car was taken up. A motion was made that action on same be deferred until ten o'clock of Friday morning, July 25th, 1919, and that J. I. Benson be cited to appear before the Council. The motion prevailed by a vote of 5 ayes, no nays. Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Appropriation That the sum of Seven Hundred, Eighty-four Dollars and Fifty-two for School Funds Cents ($784.52) be and the same is hereby appropriated out of the General Share of Penalties Contingent Fund of this city in payment of the amount due and owing by the Int. Collected City Assessor and Collector for the School Fund's share of the interest and penalties collected on taxes during the months of April, May and June, 1919. Said amount is hereby made payable to the Treasurer of the Austin Public Schools. An itemized statement of the amount owing under this appropriation is attached hereto, certified as correct by Fred Sterzing, Assessor and Collector, and made the basis of this resolution. The above resolution was adopted by a vote of 5 ayes, no nays. Report of C. E. Leonard, City Engineer, read his report on certain contemplated C.E. Leonard improvements on Bell Street, and upon motion of Councilman Alford, seconded by Councilman Haynes, that the Superintendent of Streets and Public Improvements be and he is hereby instructed to grade and excavate Bell Street from Baylor Street to a point 350 feet west of said Baylor Street, the grade of said street to be in accordance with the grade as submitted by the City Engineer and adopted by the City Council, said grade and profile being on file in the office of the Superintendent of Streets and Public Improvements. Motion carried by a vote of 5 ayes, no nays. Council then recessed. Austin, Texas, July 25, 1919. Council met after recess, with all members present. -------------------- Application The application of J. I. Benson for a service car license refused, of J.I. Benson as set out in the following: Refused. Whereas, J. I. Benson has heretofore filed with the City Clerk his application for a license to operate an automobile engaged in the business of carrying passengers for hire, said automobile being a Ford touring car,

begin. State Highway License No. 33832; and Whereas, the City Clerk has referred said applicant to the City Council and said Council has made inquiry and investigation in regard thereto and has given said applicant a full and fair hearing thereon and has found that said applicant has at this time in his employ as chauffeur, one O. T. Childress, who has frequently been convicted in the Corporation Court for various offenses, including vagrancy and violation of the traffic laws, and that said applicant, after warning from the Chief of Police, has continued to keep said Childress in his employ; and Whereas, said City Council has further found that said O. T. Childress has, while in the employ of said applicant, been driving an automobile owned by said applicant without having a chauffeur's license therefor, and that said applicant knew, or ought to have known, of such violation of the law and ordinances by said Childress; and Whereas, the City Council has further found that said applicant has been guilty of violation of the City ordinances in that he changed the license number from a certain automobile legally entitled to bear same to one not legally entitled thereto, and continued to violate said ordinance after warning by the Chief of Police, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That, for the reasons enumerated above, and for other reasons considered sufficient, it is deemed that said applicant is not a fit person to whom such license should be issued, and, therefore, said application is hereby refused. The above resolution was adopted by a vote of 5 ayes, no nays. The Council then recessed. RECESSED MEETING OF THE CITY COUNCIL: Austin, Texas, July 26, 1919. Nathaniel Shaw. Granted permission to operate Service Car. The application of Nathaniel Shaw to operate a service car was granted by a vote of 5 ayes, no nays. The Council then recessed. RECESSED MEETING OF THE CITY COUNCIL: Austin, Texas, July 28, 1919. The Council met with all members present, except Councilman Graham. Merks- Grain Co. Granted The petition of the Merks- Grain Company to remove corrugated iron stables on Colorado Street to the corner of Brazos and San Jacinto Streets was granted, upon the recommendation of C. L. Woodward, Chief of the Fire Department, by a vote of 4 ayes, no nays. Councilman Graham being absent. James Ryonos Granted permission to operate Service Car. The application of James Ryonos to operate a service car was granted, upon motion of Councilman Alford, by a vote of 4 ayes, no nays. Councilman Graham being absent. The Council then recessed.
