261 of this City, to burn any shavings or other combustible matter, or to light or cause to be lighted or made, any fire in any street, alley, square, thoroughfare, public or private place, outside of any building; or to build, light, or make any fire, deposit any ashes or hot embers, or to do anything on any premises liable to cause fire in the surrounding buildings, or cause or authorize the same to be done; or to carry, or cause to be carried in any public place any fire, burning coals or brand unless the same be shut up in a covered vessel; or to carry or cause to be carried in any place containing hay, straw, shavings, or other combustible material any lighted candle or brand, unless the same be securely enclosed against all accidents; provided, however, that such refuse, including weeds, grass or brush may be burned only on a permit from and under the supervision of the Chief of the Fire Department or the Fire Marshal. The ordinance was read the first time, and upon motion of Councilman Alford that the rule be suspended and the ordinance be placed on its second reading; said motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. The ordinance was then read the second time and Councilman Alford moved a further suspension of the rule and asked that same be placed on its third reading and final passage. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; Nays, none. The monthly reports of Miss Kellie Hall, Secretary of the United Charities, were read and ordered filed. The Council then recessed. Fires Ordinance Amendment RECESSED SESSION Austin, Texas, September 22, 1919. The Council met with all members present. The application of Ernest Bargaley to operate a service car was granted by a vote of 5 ayes, no nays. Jas. E. Yett, Mayor The Council then adjourned. Application Ernest Bargaley to Operate Service Car REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 25, 1919. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. Absent none. The Minutes of the last meetings were read and on motion of Councilman Graham the Minutes were adopted by a unanimous vote of the Council. The Mayor moved that the regular order of business be suspended and that the Committee from the United Charities be heard. Mr. Sternenberg, Mr. Rightor and Mr. J. R. Reed then addressed the Council in the matter of an increase in the salary of the Assistant Secretary of the United Charities. Committee from United Charities The petition of Billy Ebner was read and Councilman Haynes moved that the petition be referred to the City Electrician for his report back to the Council. The motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. Billy Ebner Petition Councilman Alford nominated L. Shropshire for the position of --- Page break --- 262 Hoseman of Hose Company No. 1 to succeed Ed Smith resigned. The nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward; Nays, none. Councilman Alford not voting. The petition of the City Hall Office Employees was read, asking Petition of City Hall for a half holiday on Saturdays throughout the year. Councilman Alford Office Employees. moved that action on same be deferred and that the Mayor be instructed to communicate with the Mayors of other Texas cities to learn their customs with regard to vacations and holidays. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. The following ordinance was introduced: "AN ORDINANCE REQUIRING PARTIES WHO FURNISH GAS TO INSTALL CUTOFFS ON SERVICE LINES, AND PRESCRIBING A PENALTY FOR THE VIOLATION THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Section 1. That any person, corporation or association of persons, who shall deliver gas to any premises situated in the City of Austin, under and by virtue of any franchise heretofore or hereafter granted, shall install at the curb in front of or at some point outside of the entrance of such premises, a cutoff, with iron box and cover, on every service line hereafter connecting such premises, and such cutoffs shall be so placed that firemen may have convenient access thereto, in case of fire. Section 2. That any person violating the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined in any sum not less than $25.00 nor more than $200.00, and each day that such person shall so violate same shall constitute a separate offense. The above ordinance was read the first time and Councilman Haynes made a motion, seconded by Councilman Ward, that the rule be suspended and the ordinance be placed on its second reading. The motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. The ordinance was then placed on its second reading. Councilman Haynes then moved a further suspension of the rule and the ordinance be placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. Nays, none. The Council then adjourned. [signature]
