Downtown Carnival Approved:
The Wortham Carnival Shows received permission to set up attractions at various street intersections near Congress Avenue for a week in December. This approval was granted on the condition that they provide a bond for street restoration and that police could close any exhibition as needed.Early Taxi Regulation & Refund:
A permit was granted to Jno. M. Benson to operate a "service car" (an early taxi). Separately, half of a $29.80 fine was refunded to A. N. Hicks for previously operating a service car without the required license.School Funding:
An appropriation of $365.82 was approved for the Austin Public Schools, representing their share of interest and penalties collected on taxes during the months of July, August, and September.

REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, October 16, 1919.
The Council was called to order by the Mayor. Roll call showed the following present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. The Minutes of the last meetings were read. On motion of Councilman Haynes the Minutes were adopted by the following vote: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward - 5 ayes; no nays. Councilman Haynes moved that the regular order of business be suspended and that the Committee be heard. F. E. Rightor and others, representing the Wortham Carnival Shows. Ben Hur Patrol and Band, appeared before the Council for the purpose of getting the privilege for the Wortham Carnival Shows to use certain street intersections during the week beginning December 1st. Councilman Haynes moved that upon the above application, the Wortham Carnival Shows be given the privilege to use all streets intersecting Congress Avenue for one-half block from said Avenue for the purpose of exhibiting their shows from December 1st to December 6th, inclusive, except East and West Fifth Street, East and West Sixth Street, and West Eighth Street, upon the conditions: (1) That the management of said shows execute and file with the Superintendent of Streets and Public Improvements a good and sufficient bond con- ditioned that they restore the streets used to as good condition as before; and (2) that any exhibition or concession in connection with said shows be closed out any time during said week upon the demand of the Police Department.
The above motion was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Appropriation to That the sum of Three Hundred and Sixty-five Dollars and Eighty-two Cents Sch. Fund of our ($365.82) be and the same is hereby appropriated out of the General July to Sept. Contingent Fund of the City of Austin in payment of the amount due and ($365.82) by owing by the City Assessor and Collector for the School Fund's share of School's Cont. interest and penalties collected on taxes during the months of July, Share of Interest August and September, 1919, said amount is hereby made payable to the and Penalties Treasurer of the Austin Public Schools. Itemized statements of the amounts under this appropriation are attached hereto, same being certified as correct by Fred Sterzing, Assessor and Collector, and made the basis of this resolution. Above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Councilman Alford introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Remit. of fine That for good and sufficient causes unto the City Council shown, & Cost one-half of the fine and costs, amounting to Twenty-nine Dollars and refunded Eighty Cents ($29.80), assessed against A. N. Hicks in Cause No. 13675 in the Corporation Court of the City of Austin, Texas, on the 19th day of September, A. D. 1919, for operating a service car without a license, be and the same is hereby remitted; and BE IT FURTHER RESOLVED:

That the sum of Fourteen Dollars and Ninety Cents ($14.90), or one-half of the above fine and costs, be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin, Texas, and made payable to the said A. N. Hicks. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Officer Reports The monthly reports of J. D. Platt, Chief of Police, C. L. Woodward, Chief of the Fire Department, J. W. Graham, Superintendent of Streets and Public Improvements, and Miss Nellie M. Hall, Secretary of the United Charities, were read and ordered filed. Jno. M. Benson The application of Jno. M. Benson to operate a service car was Granted Permit granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, A Service Car Graham, Haynes and Ward. The Council then adjourned.
