REGULAR MEETING OF THE CITY COUNCIL:
Austin, Texas, October 23, 1919. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward.
The minutes of last meeting were read and upon motion of Councilman Graham, were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward.
Councilman Alford moved that the regular order of business be suspended and that the Committee be heard. Drs. Gilbert, Maxwell, Woolsey and Kreisle addressed the Council in the matter of establishing a clinic in the City for the treatment and prevention of venereal diseases. The Council expressed itself in accord with the movement, but deferred action upon same until a working plan could be decided upon.
Property Owners W. 5th St. Property owners were then heard, relative to the paving along West Fifth Street between Nueces and Rio Grande Streets. Councilman Graham moved that action be deferred for a period of three weeks, or until a survey could be made of this and other streets proposed to be paved.Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford,Graham, Haynes and Ward; nays, none.
Petition of Sam T. Stone et al- The petition of Sam T. Stone, et al., was read. Councilman Graham moved that petition be referred to the City Attorney. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
Appointment of Leslie Fox Hoseman Councilman Alford recommended the appointment of Leslie Fox to be hoseman for Hose Company No. 2, to succeed Ed Smith, resigned, and Otis Scarbrough to be hoseman for Engine Company No. 1, to succeed Lawrence Hanley, resigned. Both nominations were confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward; nays, none Councilman Alford not voting.
J. W. Graham granted 3 week leave Councilman Alford moved that Councilman Graham be granted a three weeks leave of absence. Motion carried by a unanimous vote of the Council, Ayes, Mayor Yett, Councilmen Alford, Haynes and Ward; Councilman Graham present, but not voting.
Amendment to Council Food Regulations Councilman Alford introduced the following ordinance: "An Ordinance amending an ordinance entitled 'An Ordinance defining 'Food Products' and 'Food Product Establishments', requiring a permit for the operation for such establishments, providing for sanitary regulations of same, and prescribing penalties', passed and approved May 30, 1918."
Councilman Ward moved that the rule be suspended and the ordinance be placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilman Alford, Graham, Haynes and Ward; nays, none.
Councilman Ward moved that the rule be further suspended and the ordinance be placed on its third reading. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
Councilman Ward moved the final passage of the ordinance. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford,Graham, Haynes, and Ward; nays, none.

268 Councilman Ward introduced "An ordinance amending Title IX Chapter II Article 21 of the Revised Ordinances of the City of Austin" was read the first time. Councilman Graham moved that the rule be suspended and that the ordinance be placed on its second reading. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
Councilman Graham moved a further suspension of the rule and the ordinance be placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
Councilman Ward moved that the liability insurance now carried by the City on the Water, Light and Power Department be converted into compensation insurance and that the Superintendent of Parks and Public Property and the City Attorney be instructed to make such arrangements. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. The Council then recessed.
RECESSED SESSION OF CITY COUNCIL:
Austin, Texas, October 27, 1919. The Council met with the following members present: Mayor Yett, Councilmen Alford and Haynes; Absent, Councilmen Graham and Ward.
The Board of Equalization
The report of the Board of Equalization was received, read and ordered filed. The Mayor was then instructed to give proper notice to the property owners of time allowed under the law for appeal to the Council from the decisions of the Board. The Council then adjourned.
