271 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, November 06, 1919. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Haynes and Ward, Councilman Graham absent. The Minutes of last meeting were read and upon motion of Councilman Haynes, seconded by Councilman Ward, same were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Haynes and Ward; Councilman Graham absent; nays, none. Upon motion of Councilman Ward, the regular order of business was suspended and the application of the Magnolia Petroleum Company to erect a gasoline filling station was presented by S. R. Fulmore. Upon motion of Councilman Haynes, the petition was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Haynes and Ward, 4; nays, none, Councilman Graham absent. Wm. M. Tears and Dr. E. W. D. Abner appeared before the Council, asking that the Washburn Shows be permitted to show for one week beginning November 10th, at or near the intersection of East Avenue and East Sixth Street under the auspices of the Metropolitan Church, Colored. Councilman Haynes moved that said shows be allowed to show, provided they make the customary deposit of either cash or certified check with the Mayor, to be refunded if the streets are left in good, clean condition. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Haynes and Ward; nays, none, Councilman Graham being absent. The monthly reports of Fred Sterzing, Assessor and Collector, Mrs. H. C. Walker, Pure Food Inspector, Dr. S. A. Woolsey, City Health Officer, Jno. H. Maxwell, Sealer of Weights and Measures, A. S. Anderson, Public Weigher, Jno. E. Woody, Fire Marshal, and Mrs. Dennis Quinn, Child Welfare Nurse, were read and ordered filed. The following communication was laid before the City Council: "Austin, Texas, November 3, 1919. To the Honorable Mayor and City Commissioners, Austin, Texas. Dear Sirs: This is to notify you of the appointment of Mrs. Dennis H. Quinn as Welfare Nurse on October the tenth, hoping she will receive the co-operation of our city nurses and physicians, so as to relieve to the fullest extent the suffering of our city and help make our city one of the best in the world, I remain, Very respectfully, Jodie M. Roberdeau (Mrs. H. C. Roberdeau) Chairman of the Welfare Committee of the Housewives League. Mrs. T. J. Leilay President Housewives League, Austin, Texas." The resignation of S. M. Lightsey, mounted policeman, was accepted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Haynes and Ward, 4; nays, none, Councilman Graham absent. --- Page break --- 272 The petition of Wesley Fincher to install a gasoline pump (Petition of Wesley Fincher Gasoline Pump) was read and on motion of Councilman Ward was referred to C. L. Woodward, Chief of the Fire Department, by the following vote: Ayes, Mayor Yett, Councilman Alford, Haynes and Ward; nays, none, Councilman Graham absent. The Council then adjourned. Jno. D. Sommerville City Clerk REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, November 13, 1919. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Haynes and Ward, absent, Councilman Graham. The Minutes of the last regular meeting were read. Motion of Councilman Haynes, seconded by Councilman Ward for the adoption of the Minutes prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Haynes and Ward, nays, none, Councilman Graham absent. Councilman Haynes moved that the regular order of business be suspended and that the Committee be heard. W. R. Long and others then addressed the Council on behalf of property owners in the vicinity of West 33rd Street between Guadalupe and King Streets, asking that certain improvements be made in order to properly drain their properties. The Council agreed that relief would be furnished as soon as practicable. The petition of L. W. Sackett, et al., was presented and ordered filed. Howard McKenn appeared before the Council and asked that the date for the Worsham Shows be changed and permission be given for their shows to appear from November 24th to November 30th, inclusive. Councilman Haynes moved that the dates be changed, as requested. Motion pre- vailed by a vote of 4 ayes, no nays; Councilman Graham being absent. (Resignation of W. H. Grizzard Motorcycle Policeman) The resignation of W. H. Grizzard, Motorcycle Policeman, was read and accepted by a vote of 4 ayes, no nays, Councilman Graham absent. Mrs. Ethel Parsons appeared before the Council and made some very valuable suggestions as to the manner of conducting child welfare work. Mrs. W. R. Long and Miss Virginia Williams made short talks in the interest of the Young Women's Christian Association, making the indorsement and aid of the City Council in having the conference grounds located in Austin. Councilman Haynes moved that the application of Wesley Fincher to install a gasoline pump be granted upon the recommendation of C. L. Woodward, Chief of the Fire Department, to be erected under the supervision of the City Engineer and City Electrician. Motion carried by a vote of 4 ayes, Mayor Yett, Councilmen Alford, Haynes and Ward, no nays, Councilman Graham being absent.
