REGULAR MEETING OF THE CITY COUNCIL:
Austin, Texas, November 20, 1919.
Roll call was ordered by the Mayor and the following members answered present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward.
The Minutes of the last meeting were read, and upon motion of Councilman Ward, they were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
The Mayor moved that the regular order of business be suspended, and W. R. Canion then presented a claim against Trotte, Moore & Prentice, Contractors, in the amount of $43.50, for hire of dump wagons. Councilman Haynes moved that the claim be received and filed for further consideration. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
Judge D. H. Doom and others appeared before the Council in the matter of paving West Fifth Street between Rio Grande and Nueces Streets. Councilman Ward moved that the matter be deferred for further consideration. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
Ernest Bargsley & Cabaniss Transfer Co. The applications of Ernest Bargsley and Cabaniss Transfer Company Granted Permits to operate service cars , upon motion of Councilman Graham, were granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none.
The petition of Mrs. S. J. Thomas and others was read and referred to Councilman Graham, by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Councilman Alford introduced the following resolution: Whereas, on the 4th day of November, 1919, in Cause #13778 in the Corporation Court of the City of Austin, Texas, Miss Stella Brown was convicted of fast driving of an automobile and fined in the amount of Twelve Dollars and Eighty Cents ($12.80); and Whereas, in consideration of the youth of the defendant, and the further fact that the Council believes the young lady has been taught a lesson by her experience, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That one-half of the fine and costs, amounting to Six Dollars and Forty Cents ($6.40) be and the same is hereby remitted, and the City Clerk be instructed to draw warrant out of the General Contingent Fund in the amount of Six Dollars and Forty Cents ($6.40).
The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Policemen to be appointed. Appointed. Councilman Alford nominated Wade H. Stubbs and J. R. Sexton to be policemen of the City of Austin to fill the vacancies in the Police Department caused by the resignations of Steve Lightsey and W. H. Grizzard. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward; nays, none - Councilman Alford present but not voting.

276 Mayor Yett introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the office of Assistant City Clerk of the City of Austin, Texas, be and the same is hereby created. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Mayor Yett then nominated Miss Hallie McKellar to be assistant city clerk of the City of Austin. Nomination was confirmed by the following vote: Ayes, Councilmen Alford, Graham, Haynes and Ward; nays, none. Mayor Yett present but not voting. The official notice of the School Board of the City of Austin, of date November 14th, 1919, fixing the rate of the school tax for the year 1919 at fifty-nine (59) cents on the one hundred dollars' worth of taxable property in the City of Austin, was read and ordered filed. The Council then recessed.
SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, November 21, 1919. The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. Councilman Haynes submitted the following statement: "Austin, Texas, November 19, 1919. "To the Honorable Mayor and City Council, Austin, Texas. Gentlemen: I beg to hand you herewith bills of Messrs. Potts, Moore and Prentice, Contractors for the Austin Sewage Disposal Plant, with statements of the Sewer Department for the amount due the contractors on these bills, to-wit: November 14th, for refund on account of bills of contractors 71 and 81, inclusive - $5,256.88 Less credit by bill #82 - 47.24 $5,209.64 November 14th, for balance due on Contractors' fee for construction of Disposal Plant, final settlement in full - 5,406.85 Making a total amount of - $10,616.49 As there only remains at this date a credit balance on account of the Sewage Disposal Plant Fund of about - 1,400.00 The Overdraft will amount to - $ 9,216.49 I can not approve these accounts, and, therefore, submit them for such action as the Council may desire.
