Mayor Yett introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the office of Assistant City Clerk of the City of Austin, Texas, be and the name is hereby created. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. Mayor Yett then nominated Miss Hallie MacKellar to be assistant Appointment of Miss Hallie MacKellar Asst. City Clerk City Clerk of the City of Austin. Nomination was confirmed by the following vote: Ayes, Councilmen Alford, Graham, Haynes and Ward; nays, none. Mayor Yett present but not voting. The official notice of the School Board of the City of Austin, of date November 14th, 1919, fixing the rate of the school tax for the year 1919 at fifty-nine (59) cents on the one hundred dollars' worth of taxable property in the City of Austin, was read and ordered filed.
The Council then recessed.
SPECIAL MEETING OF THE CITY COUNCIL:
Austin, Texas, November 21, 1919.
The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. Councilman Haynes submitted the following statement: "Austin, Texas, November 19, 1919. "To the Honorable Mayor and City Council, Austin, Texas. Gentlemen: I beg to hand you herewith bills of Messrs. Potts, Moore and Prentice, Contractors for the Austin Sewage Disposal Plant, with stateBills from Moore & Prentice ments of the Sewer Department for the amount due the contractors on these bills, to-wit: November 14th, for refund on account of bills of contractors 71 and 81, inclusive - $5,256.88 Less credit by bill #82 - 47.24 ---------- $5,209.64 November 14th, for balance due on Contractors' fee for construction of Disposal Plant, final settlement in full - 5,406.85 Making a total amount of - $10,616.49
As there only remains at this date a credit balance on account of the Sewage Disposal Plant Fund of about - 1,400.00 The Overdraft will amount to - $ 9,216.49
I can not approve these accounts, and, therefore, submit them for such action as the Council may desire.

Sewage Disposal Plant, have tendered same to the City as completed and ready for operation; and Whereas, the City Council has made an inspection of said Plant and found same in a satisfactory and completed condition; and Whereas, the accounts of said contractors have been carefully audited and it has been ascertained that there is now due said contractors the sum of Ten Thousand, Six Hundred Sixteen Dollars and Forty-nine Cents ($10,616.49); and Whereas, there is now a balance in the Sewage Disposal Plant Fund of One Thousand, Four Hundred Dollars ($1,400.00), and it becomes necessary to make an additional appropriation to pay said contractors in full, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the Austin Sewage Disposal Plant be and the same is hereby accepted from Potts, Moore and Prentice, contractors of same, and BE IT FURTHER RESOLVED: That the sum of Nine Thousand, Two Hundred Sixteen Dollars and Forty-nine Cents ($9,216.49) be and the same is hereby appropriated out of the Sewage Disposal Plant Fund, for payment of the balance due said contractors for said work, and the City Clerk be and he is hereby instructed to issue a warrant for said amount as aforesaid, payable to said contractors, and to deliver same to them and take their receipt in full of their account against the City. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. The Council then recessed.
SPECIAL MEETING OF THE CITY COUNCIL:
Austin, Texas, November 22, 1919. The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; absent, none. Councilman Ward moved that the City Attorney be instructed to notify the Houston & Texas Central Railway Company to open Attoyac Street where the railroad tracks cross same and to discontinue use of public property. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; nays, none. The Council then adjourned.
