REGULAR MEETING OF THE CITY COUNCIL:
Austin, Texas, December 31, 1919.
The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The minutes of the last meeting were read and, upon motion of Councilman Haynes, were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Councilman Haynes moved that the regular order of business be suspended and that a committee be heard. W. T. Mayne and C. W. Wroe, representing the property owners in the neighborhood of West Seventeenth Street, West Avenue and Rio Grande Street, appeared before the Council and complained of conditions on those streets. No action was taken. The application of R. R. Haehnel to operate a service car was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Councilman Ward introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Two Thousand, Seven Hundred and Fifty Dollars ($2,750.00) be and the same is hereby transferred from the Earnings Fund of the Water, Light and Power Department to the Park Fund to cover overdraft occasioned by the purchase of dirt, etc., for the Avenue Bridge Park. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. The communication of C. L. Woodward, Chief of the Fire Department, was read and referred to the City Engineer, Chief of Police and City Attorney for their consideration, by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. The Council then adjourned.

Councilman Haynes moved that the regular order of business be suspended and that the application of W. W. Horing to operate a service car be taken up. After hearing the facts of the case, as presented by his attorney, Henry Faulk, Councilman Graham moved that action on the same be postponed until Saturday, ten o'clock A. M., January 3, 1920. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; nays, none, Councilmen Alford and Ward being absent. The following were granted licenses to operate service cars:

Councilman Haynes moved that the bid of the Austin American for newspaper printing for the City of Austin for the period of six months beginning January 1st, 1920, be awarded. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; nays, none, Councilmen Alford and Ward absent.
Bid awarded to S.t. Hosengren
Councilman Haynes moved that the bid of S. E. Rosengren for ambulance service and pauper coffins for whites be accepted for the six months beginning January 1st, 1920. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; nays, none, Councilmen Alford and Ward absent.

Councilman Haynes moved that the bid of William H. Tears for ambulance service and coffins for colored paupers for the six months beginning January 1st, 1920, be accepted. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; Nays, none, Councilmen Alford and Ward absent.
Councilman Graham moved that the bid of the Calcasieu Lumber Company Calcasieu Lbr. Co. for cement lots accepted. to furnish cement in small lots to the City of Austin for the six months beginning January 1st, 1920, be accepted. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; nays, none, Councilmen Alford and Ward absent.
Spalding Drug Co. prescriptions & drugs accepted. Councilman Haynes moved that the bid of Spalding Drug Company to furnish prescriptions and drugs to the City of Austin for the six months beginning January 1st, 1920, be accepted. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; nays, none, Councilmen Alford and Ward absent.
Robinson Bros. for feed accepted. Councilman Haynes moved that the bid of Robinson Bros. to furnish feed for the City teams for the six months beginning January 1st, 1920, be accepted. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Graham and Haynes, 3; nays, none, Councilmen Alford and Ward absent.
All bids on lumber and hardware were opened and referred to Councilman Graham. All bids on merchandise, milk and groceries were opened and read and referred to Councilman Alford.
The Council then recessed until Saturday, January 3rd, 1920.
