301 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, January 29, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward; absent, none. The Minutes of the last meetings were read and upon motion of Councilman Graham were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Councilman Haynes moved that the Assessor and Collector be authorized to make correction in the assessment of C. G. Hailey in accordance with the affidavit of the said C. G. Hailey. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Upon the recommendation of J. D. Platt, Chief of Police, Councilman [handwritten: Aufg. von Rosenberg] Alford nominated August H. Von Rosenberg to be a motorcycle policeman of the [handwritten: V/v[illegible] Police] City of Austin. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes, and Ward, 4; nays, none, Councilman Alford present but not voting. Councilman Haynes introduced the following resolution and statement of Fred Sterzing, Assessor and Collector: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That whereas, the tax rolls for 1919 having been completed and show a grand total of valuations of $615,389.49, as per statement of Mr. Fred Sterzing, City Assessor and Collector, herewith submitted for approval of the Council, Therefore, BE IT RESOLVED BY THE CITY COUNCIL: That the said rolls be and are hereby approved. The above resolution was adopted by the following vote: Ayes, Mayor [handwritten: Jan. Kelly] Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. "Austin, Texas, January 24, 1920 Hon. H. L. Haynes, Superintendent Receipts, Disbursements & Accounts, Austin, Texas. The Council then recessed until 3:00 P. M. AFTERNOON SESSION: The Mayor laid before the Council the budget of the City for the year 1920 , and after hearing the same read the first time, Councilman Haynes moved that same lie over until the next regular meeting, February 5th, 1920. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham,Haynes, and Ward; 5, nays, none. The Mayor laid before the Council the following resolution: WHEREAS, the General Budget of the City of Austin for the year 1920 has this day been submitted by the Mayor to the City Council for its approval and adoption; and WHEREAS, the City Charter requires that every ordinance or resolution appropriating money shall be complete in the form in which it is finally passed and remain on file with the City Clerk for public inspection at least one week before the final passage or adoption thereof, unless a public emergency exists for the suspension of such rule; and for this reason said General Budget will not be finally acted upon and can not become effective before February 5, 1920; and WHEREAS, it will be necessary to pay the salaries and wages of the various employees of the City on January 31, 1920, and other debts of the City must be discharged before the effective date of said General Budget, all of which creates an emergency requiring the suspension of the rule that resolutions appropriating money shall not be finally passed until at least one week after same are offered and it is declared that the resolution to follow shall be effective and in full force immediately upon the passage thereof; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: 1. That the sum of $50,000.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of the Earnings Fund of the Water, Light and Power Department to defray the expenses of said department for the month of January, 1920; 2. That the sum of $2,200.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of the General Street Fund to defray the expenses of said department for said month; 3. That the sum of $800.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of the Sanitary Sewer Earnings Fund to defray the expenses of said department for said month; and 4. That the sum of $500.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of the General Fund to defray the expenses of the Fire Department for said month; Be it further resolved that any and all expenditures, under authority of this resolution, be charged against the proper items respectively in the General Budget of 1920, when same has been adopted; --- Page break --- 303 and Be it further resolved that the salaries of the various officials and employees, as same appear in the proposed General Budget this day presented to the Council by the Mayor, and the wages of the employees as shown by the payrolls of the various departments, be and the same are hereby declared to be the salaries and wages for said officials and employees for the month of January, 1920. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. The Council then adjourned. Jas. Shanley City Clerk. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, February 5th, 1920; The Council was called to order by the Mayor. Roll call showed the following members present : Mayor Yett, Councilman Alford, Graham, Haynes and Ward; absent, none. The minutes of the last meetings were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Council- man Alford, Graham, Haynes and Ward, 5; nays none. Councilman Haynes move that the regular order of business be suspended and Mr. A.O. Watson be heard. A.O. Watson appeared before the Council in connection with the curbing at the S.W. Corner of West 6th and Lavaca Streets. Councilman Ward moved that the matter be referred to Councilman Graham with full power to act in the premises. Motion was adopted by the following vote Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. W.L. Ayres appeared and asked permission to put in curbing at his place of business situated at the corner of West 6th and Lavaca Streets. Permission was granted provided the work be done under the supervision of the City Engineer. Motion carried by the following vote, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward. The Monthly Reports of the following named were read and ordered filed Fred Sterzing Assessor and Collector; A.S. Anderson Public Weighter; Miss Dorsey Spiller Municipal Nurse, and Mrs. R.C. Walker Pure Food Inspector. Councilman Haynes introduced the following Resolution: RESOLUTION. Whereas. The Board of Equalization through error raised the valuation of improvements on the West two-thirds of Lot 6, in Block 87 from $900 to $1500.00 for taxes of 1919, as per the statement of Mr. James Belger President of the Board herewith attached. Therefore be it resolved by the City Council of the City of Austin that the Assessor and Collector be and he is hereby authorized to correct said assessment making same $900 and to take credit for amount of reduction.
