339 SPECIAL MEETING OF THE CITY COUNCIL: AUSTIN, TEXAS, April 29, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5 ; absent, none. Upon motion of Councilman Ward, L. A. Palmer, Plumbing Inspector, was instructed and empowered to act in conjunction with the City Engineer and Fire Marshal in the inspection of all oil tanks in the City of Austin which may hereinafter be installed, by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5 ; nays, none. The Council then adjourned. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, April 29th, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read, and upon motion of Councilman Ward, the same were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5, nays, none. Councilman Haynes moved that the regular order of business be suspended and that a committee be heard. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. L. D. Lyons, colored, and others then appeared before the Council, asking that the City set aside a plot of ground as a burial ground for the colored population of this City. Upon the recommendation of C. L. Woodward, Chief of the Fire Department, the petition of Bohn Bros. for permission to erect a corrugated iron shed in the rear of #517 Congress Avenue was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward,5; nays, none. Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of One Hundred Seventy-nine Dollars and Forty-four Cents ($179.44) be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin, Texas, in payment of the amount due and owing by the City Assessor and Collector for the School Fund's share of interest and penalties collected on taxes during the months of January, February and March, 1920, and said amount is hereby made payable to the Treasurer of the Austin Public Schools; itemized statements of amounts under this appropriation being attached hereto, same being certified as correct by Fred Sterzing, Assessor and Collector, and made the basis of this resolution. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. --- Page break --- 340 Councilman Ward introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the salaries of the keepers of the various parks of the City of Austin be increased as follows: Foreman of Park Force and Keeper of Wooldridge Park, from $90.00 to $95.00 per month.................................. $ 60.00 Keeper of Pease Park from $75.00 to $80.00 per month------ 60.00 Keeper of North East Avenue Park from $75.00 to $80.00 per month------------------------------------------------ 60.00 Keeper of South East Avenue Park from $75.00 to $80.00 per month------------------------------------------------ 60.00 Keeper of Second Ward Park from $75.00 to $80.00 per month --------------------------------------------------- 60.00 Keeper of University Avenue Park from $75.00 to $80.00 per month ------------------------------------------------ 60.00 Keeper of Brush Park from $75.00 to $80.00 per month ----- 60.00 Keeper of 12th Street Park from $75.00 to $80.00 per month ---------------------------------------------------- 60.00 Keeper of Congress Avenue Park from $75.00 to $80.00 per month ---------------------------------------------------- 60.00 Total ---------------------------------------------------$540.00 and BE IT FURTHER RESOLVED: That the following transfers from the various parks be made to cover such increases: From 12th Street Park - Salary ----------------------------$150.00 " Congress Avenue Park ------------------------------------- 300.00 " General Assistant Labor upon all Parks ------------------ 90.00 Total -----------------------------------------------------$540.00 The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Councilman Ward introduced the following resolution: That the salary as provided for payment of janitor at the City Hall in the Budget for 1920, to-wit, $70.00 per month, be increased $5.00 per month - there being no need of any further appropriation for this purpose as there is sufficient amount appropriated to cover this increase. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Councilman Ward introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Eight Hundred Fifty-five Dollars ($855.00) be and the same is hereby appropriated out of the Earnings Fund of the Water, Light and Power Department to pay the salary of Fred Dees as assistant to the storekeeper, from April 1st to December 31st, 1920, nine months, at $95.00 per month, and that the further sum of Nine Hundred Dollars ($900.00) be appropriated out of said Earnings Fund to pay the salary of all-time painter in said Department for nine months at $100.00 per month; and that the further sum of One Thousand, One Hundred Twenty-five Dollars ($1,125.00) be appropriated out of said Earnings Fund to pay part salary of the City Health Physician and --- Page break --- 341 Bacteriologist for nine months at $125.00 per month. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Upon the recommendation of C. L. Woodward, Chief of the Fire Department, Councilman Alford nominated Edward Thiebald to be hoseman for Hose Company No. 7, to succeed Henry Ford, resigned. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nays, none, Councilman Alford present but not voting. Upon the recommendation of C. L. Woodward, Chief of the Fire Department, Councilman Alford nominated E. W. Bargeley to be hoseman for Hose Company No. 7, to succeed James Pinget, resigned. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nays, none, Councilman Alford present but not voting. The Council then recessed. SPECIAL MEETING OF THE CITY COUNCIL: AUSTIN, TEXAS, MAY 4th, 1920. The Council met with all members present: Councilman Ward introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the President of the Austin Street Railway Company be requested to furnish the City Council with the following information, under oath: 1. Value of property as shown by the books of said Company on January 1st, 1915, and how ascertained; 2. Betterments and extensions made by said Company since said date; 3. Operation and maintenance expenditures since said date; 4. Gross earnings from January 1st, 1915, to January 1st, 1920; 5. What amount has been charged depreciation during said time; 6. Present valuation of said plant, etc., and how ascertained. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nays, none. Councilman Alford moved that the regular order of business be suspended and that a committee be heard. Mr. R. Mueller and others appeared before the Council and complained of the house at No. 610 Wood Street. Upon motion of Councilman Haynes, the City Attorney, Chief of the Fire Department City Engineer and Chief of Police were instructed to make an inspection of
