Austin Officers Suspended: Jail Misconduct

338 SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, July 10, 1920. The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. T. G. Eisenlohr, Court Reporter, was called to take additional testimony in the alleged mistreatment of a city prisoner, and the hearing was closed at 12:50 P.M. Councilman Alford then introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That after a full and free investigation into the facts in connection with the alleged mistreatment of Douglas Childress while a prisoner in the city jail, it is the sense and judgment of the City Council that City Marshal J. D. Platt and Sergeant of Police George Clary be and they are each suspended from official service, without pay, for a period of thirty days, effective instanter, for permitting certain parties to enter and to remain in the city jail without the presence of an officer. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Alford then nominated J. D. Copeland to be City Marshal pro tem . Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes, and Ward, 4; nayes, none. Councilman Alford present but not voting. Councilman Alford then nominated R. E. Nitschke to be Sergeant of Police pro tem. Nomination was confirmed by the following vote: Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none. Councilman Alford present but not voting. Councilman Alford then nominated C. M. Browne to be Clerk of the Corporation Court pro tem. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none. Councilman Alford present but not voting. The Council then recessed. SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, July 12, 1920. The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham and Ward, absent. Councilman Haynes. Councilman Graham moved that $100.00, or so much thereof as may be necessary, be appropriated out of the General Contingent Fund to be disbursed in bounties for the killing and delivering to the City Health Officer of rats found within the city limits for the purpose of determining whether the same are infected with bubonic plague, and the City Health Officer was instructed to give public notice of same and to arrange all necessary details for such examination. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, and Ward, 4; nayes, none. Councilman Haynes absent.
