REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, August 12, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read and adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Ward introduced the following and asked that same be spread upon the Minutes: " "On the resolution introduced by the Superintendent of Police for the dismissal from the service, of J. D. Platt, Chief of Police, and George Clary, Sergeant, of the City of Austin, I vote aye for the following reasons: 1st: Because the dismissal of these two officers was requested by the Head of this Department; 2nd: Because it was stated by the Head of this Department that the continuance of these two men in the service would in his judgment greatly cripple the efficiency of his Department; 3rd: Because he alone is responsible to the people for the proper conduct of his office and should the Council undertake to force upon him his assistants, it would readily be seen that all discipline in his Department would be done away with." Woodward, Chief of the Fire Department, Councilman Alford nominated for appointment in the Fire Department, Felix Williams, an axeman for Hose Company No. 5, and S. C. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, August 19, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The minutes of the last meeting were read and upon motion of Councilmen Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Mayor Yett moved that the regular order of business be suspended and that several parties be heard. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Mr. Turbyville appeared before the Council to explain his method of exterminating rats and asked that the Council grant him a permit to practice his method in the City of Austin. After a discussion of the matter, Councilman Haynes moved that the Mayor be instructed to take up the matter with the State Health Office and after such investigation to grant said permit if , in his judgment, same should be granted. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. A communication from Dickens & Dickens, Attorneys for Mrs. Lucy Hammond in regard to the limb of an oak tree on her premises which projects over the sidewalk was read. Councilman Haynes moved that the matter be referred to Councilman Graham and that he be instructed to take some up with the City Engineer and report back to the Council. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The monthly report of Lyman J. Bailey, Probation Officer, was read and ordered filed. A communication from Dr. G. W. Goddard, asking that the City include in its proposed Building Code a rat-proofing clause for all new construction, was read, and after a discussion of the same, Councilman Graham moved that the City Attorney, together with the City Electrician, City Engineer and Chief of the Fire Department , be instructed to draw up a proper Building Code for the City of Austin. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none.
