Commissioner by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes laid before the Council: "An Ordinance amending Title II, Chapter IV, Article 34 of the Revised Ordinances of the City of Austin relating to the keeping of hogs within the city limits." Having been read the first time on August 19th, this ordinance was read the second time and laid over until the next regular meeting. The monthly report of Dr. C. H. Brownlee, City Health Officer, was read and ordered filed. The petition of the Mackay Telegraph Company for a change of route was received and upon motion of Councilman [illegible] name was referred to the City Attorney and City Engineer, who were instructed to report back to the Council, by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the minimum scale for day labor on city work be and is hereby fixed at three dollars ($3.00) per day from September 1st, 1920, to December 31,1920. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The application of Ray H. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 2, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Alford moved that the regular order of business be suspended and that the committee from the East Austin Civic Improvement Club be heard. Councilman Alford nominated J. D. Copeland to be City Marshal of the City of Austin, Texas, he having heretofore been appointed City Marshal Pro Tem. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none, Councilman Alford present but not voting. Councilman Alford then nominated A. H. Hitschke to be Sergeant of Police, he having heretofore been appointed Sergeant of Police Pro Tem. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none, Councilman Alford present but not voting.

The Council met with Mayor Pro Tem Haynes presiding. Roll call showed the following members present: Mayor Pro Tem Haynes, Councilmen Alford, Graham and Ward, 4; absent, Mayor Yett.
The Minutes of the last meeting were read and upon motion of Councilman Alford were adopted by the following vote: Ayes, Mayor Pro Tem Haynes, Councilmen Alford, Graham, and Ward, 4; nayes, none. Resignation J.A. Woody Filed The communication of Henry Orsay was read and referred to Councilman Graham.
The resignation of J. A. Woody as a policeman of the City of Austin upon motion of Councilman Alford, was accepted by the following vote: Ayes Mayor Pro Tem Haynes, Councilmen Alford, Graham and Ward, 4; nayes, none.
The petition of Sam R. Davis and others, complaining of a nuisance at No. 704 West 22nd Street, was read, and upon motion of Councilman Ward, was referred to Mayor Pro Tem Haynes, by the following vote: Ayes, Mayor Pro Tem Haynes, Councilmen Alford, Graham and Ward, 4; nayes, none. Monthly Reports Filed The monthly reports of Fred Sterzing, Assessor and Collector, Miss Nellie M. Hall, Secretary of the United Charities Association, Miss Elizabeth M. Seymour, Public Health Nurse, Jas. H. Maxwell, Sealer of Weights and Measures, Mrs. E. Schulz, Superintendent of Nurses at City Hospital, J. A. Warren, Cashier and Bookkeeper of the Street and Sewer Department, J. E. Woody, Fire Marshal, and the detailed report of C. E. Leonard, City Engineer, and Dr. E. P. Schoch, pertaining to the sewage disposal plant, were read and ordered filed.
The Council then recessed.
