374 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 23, 1920. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read and adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Graham moved that the regular order of business be suspended and that a committee composed of A. J. Eilers and others be heard. This Committee asked that certain improvements be made on West Sixth Street and Dam Boulevard, and after a discussion of the matter, same was referred to Councilman Graham by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Jack McKeown and other railroad officials appeared before the Council, protesting against service cars being allowed to congest traffic at the depots. Councilman Ward moved that the matter be referred to the City Attorney, with instructions to draft an ordinance amending the present ordinance and submit same to the next regular meeting of the City Council. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. J. W. Ezelle appeared before the Council and explained the working of an automatic fire alarm system. The Council then recessed. AFTERNOON SESSION: Councilman Alford introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the following schedule of salaries is hereby established for the employees of the Fire Department of the City of Austin, effective September 1, 1920, and continuing until December 31, 1920, to wit: Chief of Fire Department --------------$200.00 per month Assistant Chief and Fire Marshal ------ 150.00 " " Captains ------------------------------ 135.00 " " Firemen Class "A" --------------------- 125.00 " " Firemen Class "B" --------------------- 115.00 " " Firemen Class "C" --------------------- 105.00 " " Firemen Class "D" --------------------- 102.50 " " Firemen (Probationary) ---------------- 100.00 " " BE IT RESOLVED FURTHER, that the Chief of the Fire Department is hereby delegated with the discretion and authority of classifying employees of the Fire Department according to their efficiency and periods of service, and to place them in the above positions solely upon standards of merit; provided, however, that the acts of the chief in so doing may be subject to review by the Superintendent of Police and Public Safety and the City Council. BE IT RESOLVED FURTHER, that the monthly pay roll, as compiled by the Chief of the Fire Department, shall be conclusive only for the past month as --- Page break --- 372 to the classification of and the salaries earned by the respective employees during said month, and shall not prevent the Chief from making changes in the classifications of said employees for any subsequent month, if the interest of the Department should demand such changes. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Ward moved that the salary of W. A. Aliff, City Sexton, be fixed at Seventy-five Dollars ($75.00) per month until December 31, 1920, same to become effective September 1st, 1920. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Judge Houghton Brownlee appeared before the City Council and presented for payment two city warrants, Nos. A-1304 and A-1305, dated April 1st, 1895. Councilman Ward moved that the matter be referred to the City Attorney. Motion carried by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Judge Houghton Brownlee presented the application of O. T. Childress to operate a service car. Councilman Graham moved that a hearing on said application be set down for Wednesday, September 29th, 1920, at ten o'clock A. M. Motion carried by the following vote: Ayes ,Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The resignation of T. J. Cole as a policeman of the City of Austin was accepted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Upon the recommendation of C.L. Woodward, Councilman Alford nominated F. C. Verrell as captain of Hose Company No.7 to succeed W. D. Neyland, resigned. Nomination was confirmed by the following vote: Mayor Yett, CouncilGraham, Haynes and Ward, 4; nayes, none, Councilman Alford present but not voting. Judge J. D. Moore presented a petition asking for the remission of the fine and costs assessed against W. N. Begley in the Corporation Court of the City of Austin, Texas, on the 8th day of September, A. D. 1920, in Cause #14456, amounting to $19.80. Motion of Councilman Alford, seconded by Councilman Graham, that the fine and costs in the above styled and numbered cause be remitted, was carried by the following vote: Ayes, Mayor Yett, Councilmen Alford , Graham, Haynes and Ward, 5; nayes, none Councilman Alford nominated E. L. Young to be one of the detectives of the City of Austin. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none, Councilman Alford present but not voting. The application of Rufus B. Wright to operate a service car was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The report of Dr. C. H.Brownlee was read and ordered filed. The Council then adjourned. J. D. Moore City Clerk.
