REGULAR MEETING OF THE CITY COUNCIL:
Austin, Texas, December 09, 1920.
The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none.
The Minutes of the last meeting were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none.
The regular order of business was suspended and Geo. W. Walling appeared before the Council and made a verbal protest against the action of the Board of Equalization in the matter of the assessment of the Texas Trust Company.
The petition of H. G. Grant, et al., in the matter of the assessment of their church property was read and referred to the City Attorney.
The following monthly reports were read and ordered filed: J. W. Graham, Superintendent Streets and Public Improvements; Mrs. E. Schulz, Superintendent of Nurses of the City Hospital; J. D. Copeland, City Marshal; Jas. H. Maxwell, Sealer of Weights and Measures; and J. E. Woody, Fire Marshal.
Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:
After considering the appeal of the Austin Saengerrunde Home Company, per S. J. Von Kennerritz, Secretary, from the assessment of the Bowling Alley of said organization by the Board of Equalization for the taxes of 1920, we consider the assessment by the Board just and legal, in that the said alley is an entirely separate building from the home of the organization and should be taxed as all other taxable property. Therefore, the action of the Board is hereby approved.
The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none.
Councilman Haynes introduced the following resolution: After considering the appeal of Mr. H. C. Steussy from the assessment made by the Board of Equalization of his property in Outlot One, Division "Z", of the City of Austin for taxes of 1920, it is the sense of this Council that the assessment is equitable and should be allowed to stand as fixed by the Board.
The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none.
Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:
That, after considering the appeal of Mrs. Lewis Hancock from the assessment made by the Board of Equalization against the property of Lewis Hancock Estate for the taxes of 1920, it is the sense of the Council that the following reductions be made from the assessments made by the Board, to-wit:
Lot 1, Lot 5 (less 14 feet), Lot 7, Lot 9 (less 5 feet), Lot 13 (less 10 feet), Lots 15, 21, 23, 25, 27 and 29, of Block 1, Outlots 73 and 74, of Division "D", assessed by the Board at $10,900.00, be reduced to $10,225.00 ----------------------------------------------------$675.00
Lots 48, 58 and 59 (less 1/6) and all of Lots 60, 62, 64, 66 and 68 in Block 6 of Outlots 73 and 74, Division "D", assessed by the Board at $5,600.00 be and is hereby reduced to $4,900.00------------------$700.00 Making a total reduction of ---------------------------------------$1375.00

Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That on the appeals of the following parties from the assessments made against them for taxes for 1920 by the Board of Equalization, the Assessor and Collector be and he is hereby authorized to make the following changes from the assessments made by the Board, to-wit: Frank L. Reed, one Dodge car assessed by Board at $300.00, reduced to ----------------------------------------------$200.00 Carl Belisch, one Ford truck assessed by Board at $400.00, reduced to ----------------------------------------------$200.00 South 1/2 of Lot 3, Block 97, improvements assessed by the Board at $750.00, reduced to ------------------------------$500.00 E. A. The following ordinance was introduced: " AN ORDINANCE AMENDING THE CERTAIN ORDINANCE ENTITLED 'AN ORDINANCE AUTHORIZING THE MACKEY TELEGRAPH AND CABLE COMPANY TO CONSTRUCT AND MAINTAIN CERTAIN POLE LINES AND UNDERGROUND CONDUITS IN CERTAIN STREETS AND ALLEYS IN THE CITY OF AUSTIN', PASSED BY THE CITY COUNCIL ON SEPTEMBER 6, 1913." The Ordinance was read the first time and Councilman Haynes moved that the rule be suspended and the ordinance be placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The Ordinance was read the second time and Councilman Haynes moved that the rule be further suspended and the ordinance placed on its third reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The Ordinance was read the third time and Councilman Haynes moved that same be now passed. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The bids of the Howe Scale Company and the Walter Tips Company for a 20-ton truck scale were opened and read, and Councilman Haynes moved that the bid for the 20-ton truck scale of the Walter Tips Company be accepted as the best bid and that the old scale be sold to said Walter Tips Company for $100.00, making the cost of the new scale, $1,080.00. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes introduced the following certificate and ordered that the same be spread upon the Minutes of the City Council:

The following nominations were made: L. H. Kreisle, Presiding Judge of Fifth Ward; Gus Urbantke, Assisting Judge of Fifth Ward; W. H. Thaxton, Clerk of Fifth Ward; G. K. McMordie, Clerk of Fifth Ward. Wm. G. Franklin, Presiding Judge Fourth Ward; Geo. Begg, Assisting Judge Fourth Ward; C. G. Wukasch, Assisting Judge Fourth Ward.
The above nominations were confirmed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes; 4, nayes, none, Councilman Ward absent.
The Council then recessed.
