REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, February 17.1921. The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read and same were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes moved that the regular order of business be suspended and a committee from the Seventh Ward be heard. Lyman J. Bailey presented a petition signed by J. S. Sanders and other residents of Seventh Ward, petitioning the City Council to cause the dances being held at Tenth Ward Fire Hall to cease. After a lengthy discussion of the matter, Councilman Ward introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That from and after this date no permits shall be issued for public balls in the fire halls of this city. Upon motion of Councilman Haynes, the above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. A committee, composed of A. C. Baldwin, J. R. Reed and Mrs. George Begg, representing the United Charities Association, appeared before the Council and asked that the salary of the Secretary of that Association be increased from $110.00 to $125.00 per month. After a discussion of the matter, the Council agreed to the raise in salary and the City Attorney was instructed to draw up a proper resolution granting same, by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes introduced the following resolution, with attached statement: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Four Hundred and Sixty-one Dollars and Fifty-eight Cents ($461.58) be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin, Texas, in payment of the amount due and owing by the City Assessor and Collector for the School Fund's share of interest and penalties collected on taxes during the months of October, November and December; 1920, and the said amount is hereby made payable to the Treasurer of the Austin Public Schools, itemized statements of amounts under this appropriation being attached hereto, same being certified as correct by Fred Sterzing, Assessor and Collector, and made the basis of this resolution. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The petition of D. A. Gregg, asking damages of the City was referred to the City Attorney by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The application of H. F. Cook to install a gasoline tank was referred to the City Engineer and the Chief of the Fire Department. The reports of Miss Nellie K. Hall, Secretary of the United 431 432 .. Charities, James H. Maxwell, Sealer of Weights and Measures, and "J. D. Copeland, Chief of Police, were read and ordered filed. Upon the recommendation of City Marshal, J. D. Copeland, Councilman Alford nominated the following as special policemen: B. B. Neans, J. F. Martin, George W. Patterson, and O. M. Roberts, special watchmen at State University; S. M. Foster, watchman at Dam for Guy Collett; Bob Rockwood, special policeman at picture shows; J. A. Nelson, R. L. Ziller, A. H. Pool, C. W. Barker, Frederick J. Bohn, A. W. Von Struve and H. C. Edgar, special policemen to enforce traffic laws; S. C. Loomis and J. K. Rambo, city park policemen; W. H. Maddox, J. A. Woody, Joe Smith, S. J. Kelly, Joe Amstead, John Hawkins and T. A. Stone, to assist in police work on special occasions; and 3. A. Works, city prisoner guard. The above nominations were confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none, Councilman Alford not voting. The application of Joe Oyervides to operateas service cars Reo 12546 and Cadillac 162 , was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Roll call showed the following members present: Mayor Pro Tem Haynes, Councilmen Alford, Graham and Ward, 4; absent, Mayor Yett. The application of James Thompson to operate Ford 132290 as a service car was granted by the following vote: Ayes, Mayor Pro Tem Haynes, Councilmen Alford, Graham and Ward, 4; nayes, none, Mayor Yett absent. Upon the recommendation of J. D. Copeland, City Marshal, Councilman Alford nominated Walter Banks as a special policeman at the Lincoln Trinity Church, Nomination was confirmed by the following vote: Mayor Pro Tem Haynes, Councilmen Graham and Ward, 3; nayes, none, Councilman Alford not voting, Mayor Yett, absent. Councilman Graham moved that the bid of Maufrais Bros. for excavation and concrete work at the city public scales be accepted as the best bid. Motion prevailed by the following vote: Ayes, Mayor Pro Tem Haynes, Councilmen Alford, Graham and Ward, 4; nayes, none, Mayor Yett absent.
