SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, March 12,1921, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. Councilman Ward moved that the Street Commissioner be instructed to remove the limb of a tree from the sidewalk on West 8th Street between Rio Grande Street and West Avenue, in accordance with a former resolution passed by this Council. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none, Upon motion of Councilman Graham, the bid for furnishing election supplies for the City of Austin was awarded to Tobin's Book Store by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none, The Council then adjourned, nebn REGULAR MEETING OF THE CITY COUNCIL: Buy i Austin, Texas, March 17,1921, The Council met with the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read and upon notion of Councilman Ward were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none, Councilman Haynes moved that the regular order of business be suspended and that a committee be heard. Earl E. Simms, C. W. A. MacCormach and G. U. Lansdowne, representing the Kiwanis Club, asked permission to use West Ninth Street for one-half block west of Congress Avenue for the San Sam celebration. Permission was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. G. U. Lansdowne and A. G. Barrett appeared before the Council and asked permission to install a chrono-meter pedestal on the sidewalk in front of their place of business on Congress Avenue, Permission was granted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none, Councilman Haynes introduced the following resolution: Whereas, the affidavit of J. B. Benson herewith attached shows that he rendered for B. K. Benson $7,000.00 of Notes and Credits at full value for the taxes of 1920, and that the Assessor and Collector failed to make the usual deduction on the rolls of one-third from the face value, Therefore, 437 438 : BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby authorized to change the valuation of said $7,000.00 of Notes and Credits on his rolls to $4,665.00, and to accept the tax on same accordingly. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Upon the recommendation of C. L. Woodward, Chief of the Fire Department, the petition of P. G. Roach to erect two rooms in the rear of his dwelling on the west side of East Avenue between Nast Fifth Street and the alley on the north was granted subject to revocation, by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham Haynes and Ward, 5; nayes, none. Upon the recommendation of J. D. Copeland, Chief of Police, Councilman Alford nominated G. W. Lipscomb and W. T. Allen as special policemen of the City of Austin to act as watchmen for the I&GN Railway Company Yards. Nominations were confirmed by the following vote: Ayes, Mayor Yett, Councilmen Graham, Haynes and Ward, 4; nayes, none, Councilman Alford present but not voting. The petition of G. L. Cunningham, Agent of the C&F Tire Company, to erect a gasoline pump at #108 West 5th Street was granted with the understanding that same would be erected under the supervision of the City Engineer and Chief of the Fire Department in accordance with the provisions of the ordinance governing same, by the following vote: Ayes Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; Nayes, none. The February report of C. L. Woodward, Chief of the Fire Department, was read and ordered filed. The Mayor introduced the following ordinance: "AN ORDINANCE ESTABLISHING SAFETY ZONES IN THE CITY OF AUSTIN, REGULATING THE USE OF SAME, AND PROVIDING PENALTIES FOR THE VIOLATION OF SAID ORDINANCE," The ordinance was read the first time and Councilman Ward moved that the rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none, Councilman Ward moved that the rule be further suspended and the ordinance placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. 1 AFTERNOON SESSION The Mayor introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the municipal primary election on March 21st, 1921, and the regular biennial election on April 4th, 1921, in the City of Austin, Texas, shall be held at the following named places, and the following named person are hereby appointed officers of said election, to-wit: (1) For the First Ward, the place of election shall be at the South Austin Fire Hall, and the following named persons are hereby appointed officers of said election: William Jackson, Presiding Judge; Thos. F. Caldwell, Assisting Judge; J. D. Talley, Assisting Judge; W. H. Todd, Clerk; Geo. W. Wallace, Clerk; H. E. Townes, Olerk. (2) For the Second Ward, the place of election shall be at No. 612 Colorado Street, in the Elks Building, and the following named persons are hereby appointed officers of said election: W. W. Harris, Presiding Judge; F. M. Maddox, Assisting Judge; W. A. Pillow, Assisting Judge; F. W. Moores, Clerk; A. I. Haber, Clerk; Chas, Schwabb, Clerk, (3) For the Third Ward, the place of election shall be at the City Hall, and the following named persons are hereby appointed officers of said election: Harvey Harrell, Presiding Judge; G. The Minutes of the last meeting were read and upon motion of Councilman Ward were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes moved that the regular order of business be suspended and that a committee be heard, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. A committee composed of S. A. Glaser, et al., representing the Municipol Band, appeared before the Council and asked permission to use Protection Fire Hall for rehearsals. Councilman Haynes moved that said Municipal Band be allowed the use of Protection Hall for rehearsals during such days of the week as desired for the sum of Five Dollars ($5.00) per month, subject to revocation. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Grahea, Haynes and Ward, 5; nayes, none, Councilmen Graham introduced the following resolution: "Whereas, the City of Austin heretofore purchased certoin gravel on Lots Nos. 1 and 2 in Block No. 3, Outlot llo. 42, Division "B" of the City of Austin from C. E. Straub, who was at eaid time the owner of said lots; and Whereas, at the time that erid city took said gravel from seid lots, D. J. Piakle was the holder and owner of a vendor's lien against same; ard Werean, said Pickle has since said time been compelled to foreclose his lien and to take possession of said lots, which had been impaired in value by the act of the city in taking gravel therefrom os aforesaid; and Whereas, it is proper and just to compensate said Pickle for said damages, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of One Hundred and Twenty-five Dollars ($125.00) be and the came is hereby appropriated out of the General Street Fund of the City of Austin for the purpose of paying said Pickle, and the City Clerk is hereby
