442 SPECIAL LETING OF THE CITY COUNCIL: Auntin, Texan, March 201221 The Council met with the following members present: Mayor Yett, Councilmon Alford, Graham and Haynes, 4; absent. Councilman Ward. The Mayor moved that the City Clerk be instructed to have a set of election boxes made, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham and Haynes, 4; nayes, none, Councilman Ward absent. The Council then adjourned. Jarsforeby Bily Blerk REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, March 31, 1921, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; absent, none. The Minutes of the last meeting were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none, Councilman Alford moved that the regular order of business be suspended and that a committee be heard. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Geo. S. Dowell, Attorney representing G. L. Cunningham, Agent for the C&E Tire Company, appeared before the Council and asked that they be allowed to install a gasoline pump at #108 West 5th Street. Councilman Graham moved that this matter be re-submitted to the Board composed of C. E. Leonard, City Engineer, L. A. Palmer, Plumbing Inspector, and C. L. Woodward, Chief of the Fire Department, for their report back to the Council. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The Council then recessed. AFTERNOON SESSION: The following report from the Board in control of Inspection of Gasoline Pumps, submitted the following communication: To the Honorable W. D. Yett, Mayor, and City Council, City of Austin, Texas, Gentlemen: "Austin, Texas, March 31,1921. We, your Board in control of the inspection of gasoline pumps, filling stations, etc., beg leave to report that the city ordinance should be amended so as to permit the installation of any standard pump that has the stamp of approval of the National Board of Fire Underwriters, and in reference to the particular application of G. L. Cunningham, 108 West 5th Street, we recommend that same be granted. -- i 443 We, also, would recommend that the ordinance be so amended as not to permit the installation of any pump or appliance which does not bear the stamp of approval of the National Board of Fire Underwriters, as approved by the State Fire Insurance Commission. Respectfully submitted, (Sgd) C. E. Leonard, L. A. Palmer. " After the reading of the above report, Councilman Graham moved that a permit be granted, with the understanding that same be erected under the supervision of the City Engineer, City Electrician, Chief of the Fire Department and Banitary Inspector, subject to revocation. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The resignation of Miguel G. Oyervides as policeman of the City of Austin was tendered and accepted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. Councilman Haynes introduced the following resolution: Whereas, according to the affidavit of Mr. Frank Rieger, herewith attached, the Board of Equalization in passing on the assessment of his property, Lot No. 1, Block 28, Swisher's Addition, increased the valuation of the improvements on same from $250.00 to $1000.00. Mr. Belger, the Chairman of the Board, explaining the increase by reference to a building permit issued to Mr.Riegler in 1919, for $12.00 for repairs, etc., to a gallery, which the Board by mistake read as $1200.00. Therefore, Mr. Riegler makes this affidavit and asks that the valuation be placed at $250.00 on this property as rendered by him, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: In view of the facts as stated, the Assessor and Collector be and is hereby authorized to make the proper correction on his rolls and take credit therefor, The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, lHaynes and Ward, 5; nayes, none. Councilman Haynes introduced the following resolution: Whereas, Mr. R. H. Thomson, has made affidavit that in December, 1919, he conveyed to the University of Texas, Outlot 3, Division "D" in the City of Austin, Texas, which lot was assessed to him at $3000.00 for the taxes of 1920, amounting to $23.50, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That as this property did not belong to the said Thomson on the 1st day of January, 1920, he cannot be assessed for the taxes, and the City Assessor and Collector is hereby authorized to strike said assessment from his rolls and to take credit for the amount of said tax. The above resolution was adopted by the following vote: Ayes, Layor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. : : i 444 The monthly reports of Dr. A. A. Biebel, went and Dairy Inspector, J. A. Warren, Cashier and Bookkeeper of the Street and Sewer Department, were read and ordered filed, The Council then adjourned. The Minutes of the last meeting were read and adopted by the following vote: Ayes, Mayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. The regular order of business was suspended and Messrs. Houghton Brownlee and A. O. Watson appeared before the Council and asked that certain improvements be made, The matter was referred to the Street Commissioner. A committee composed of A. P. Watson' R. F. Bacon, Woodie Gilbert and Robert Deen appeared before the Council in behalf of the San Sam Committee and asked permission to use Congress Avenue on the morning of April 21st from ten o'clock to twelve o'clock for the purpose of holding the University parade, and also to use East 6th Street from Red River Street to Congrens Avenue and the whole of Congress Avenue on the efternoon of April 22nd from two o'clock to five-thirty o'clock for the purpose of holding the San Sam parede, and that the Chief of Police be instructed to clear Congress Avenue and also two blocks on Mast Sixth Street for the parade during the above stated hours. The above committee also requested that Congress Avenue be cleared of all vehicles from the hours of seven o'clock to nine o'clock P, M., April 20th, and that permission be grunted for the use of such part of the fire equipment we the Chief of the Fire Department may direct. The use of Colorado Street between Fifth und Sixth Streets for a street dance from seven to twelve o'clock, P. M., was clso requested, Councilmen Alford moved that each and all of the above requests be granted, Motion prevailed by the following vote: Ayes, Hayor Yett, Councilmen Alford, Graham, Haynes and Ward, 5; nayes, none. A. P. Watson, President of the Young Men's Business League invited the members of the old as well as the new Council to take part in the San Sam parade. The invitation was accepted with thanks.
