REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, August 11.1931. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; absent, nane. Councilman Haynes moved that the reading of the Liinutes of the last meetings be suspended until the next regular meeting. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, Constable Chas, Hamby appeared before the Council and asked that the Council install a drinking fountain for negroes on East Sixth Street. Upon motion of Councilman Haynes, the matter was referred to Councilman Eyres by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, A committee from the Chamber of Commerce appeared before the Council, asking that certain changes be made in the safety zone ordinance. After a discussion of the same at length, Councilman Haynes moved that same be referred to Councilmen Copeland and Searight. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The bond of D. B. Gracy, City Treasurer, was referred to the Mayor for his approval. Councilman Haynes introduced the following resolution: Whereas, H. C. Smith rendered for taxes of 1921 the following described property: 110 x 150 foot fronting on Guadalupe Street and 56 x 60 foot in rear of same, being a part of Outlet 62, Division "D", at a valuation of the ground of $3600.00 and for improvements thereon, $2500.00, a total valuation of $6,100.00, and the same as heretofore rendered; and Whereas, the Board of Equalization having increased the valuation of the improvements $1,000.00, making a total valuation of $7,100.00, which appears to be in excess of the valuation of surrounding properties, and he having filed his appeal within the thirty days after the adjournment of the Board, as required by law, with evidence of the assessment of adjoining properties, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby authorized to reduce the said assessment $1,000.00 and to take credit therefor. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Searight introduced the following resolution: Whereas, a public necessity exists for the paving of the following streets and alleys, to-wit: West 13th Street from the east line of Lavaca Street to the west line of Colorado Street, Colorado Street from the north line of Eleventh Street to where the south line of the alley extending east and west in Blocks 158 and 159 485 486 ! interseats Colorado Street. Brasos Street from the north line of Eleventh Street to where the south line of the alley extending east and west in Blocks 160 and 161 intersects Brazos Street; Tenth Street from the west line of Colorado Street to the east line of Lavaca Street; First Street from the east line of Trinity Street to the west line of Neches Street; The alley abutting the north line of the State Capitol Grounds and property on the north and extending from Colorado Street to Brazos Street; The alley abutting the east and south sides of the New State Land Office Building and the abutting property on the east and south of the New Land Office Building, said alley being located in Block 122, Original City of Austin, Texas. Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the City Engineer be and is hereby instructed to prepare plans and specifications for the paving of said streets and alleys above described and submit same to the City Council. Councilman Eyres moved that the above resolution be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Searight introduced the following communication: : "Austin, Texas, August 11,1921. TO THE HONORABLE MAYOR W. D. YETT AND CITY COUNCIL, CITY OF AUSTIN, TEXAS. Gentlemen: • In compliance with resolution of even date instructing me to prepare plans and specifications for the following streets and alleys, to-wit: West 13th Street from the east line of Lavaca Street to the west line of Colorado Street; Colorado Street from the north line of Eleventh Street to where the south line of the alley extending east and west in Blocks 158 and 159 intersects Colorado Street; Brazos Street from the north line of Eleventh Street to where the south line of the alley extending east and west in Blocks 160 and 161 intersects Brazos Street; Tenth Street from the west line of Colorado Street to the east line of Lavaca Street; First Street from the east line of irinity Street to the west line of Neches Street; The alley abutting the north line of the State Capitol Grounds and property on the north and extending from Colorado Street to Brazos Street; The alley abutting the east and south sides of the New State Land Office Building and the abutting properties on the east and south of the New Land Office Building; said alley being located in Block 122, Original City of Austin, I beg to submit the attached plans and specifications covering the streets and alleys as above referred to. Leonard, City Engineer." ! .:: Councilman Searight introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That Whereas the City Engineer has on this day submitted plans and specifications for the paving of the following streets and alleys, to-wit: West 13th Street from the east line of Lavaca Street to the west line of Colorado Street; Colorado Street from the north line of Eleventh Street where the south line of the alley extending east and west in Blocks 158 and 159 intersects Colorado Street; Brazos Street from the north line of Eleventh Street to where the south line of the alley extending east and west in Blocks 160 and 161 intersects Brazos Street; Tenth Street from the west line of Colorado Street to the east line of Lavace Street; First Street from the east line of Trinity Street to the west line of Neches Street; The alley abutting the north line of the State Capitol Grounds and property on the north and extending from Colorado Street to Brazos Street; The alley abutting the east and south sides of the Now State Land Office Building and the abutting properties on the east and south of the New Land Office Building; said alley being located in Block 122, Original City of Austin, Texas; and Whereas, the City Council has carefully examined said plans and specifications; and Whereas, said plans and specifications meet its approval, Therefore, BE IT RESOLVED BY THE CITY COUNCIL: That said plans and specifications be and same are hereby adopted; and BE IT FURTHER RESOLVED: That the Superintendent of Streets and Public Improvements be and he is hereby instructed to advertise for sealed bids for the paving of the above named streets and alleys, said bids to be in compliance with said plans and specifications; and, further, that sealed bids and specifications on other types of pavements be received, subject to the approval of the City Council, other than those included in the specifications prepared by the City Engineer and adopted by the City Council and that all bids be received by the City Clerk prior to ten o'olook A. M., August 25th, 1921, The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, The monthly reports of Sam D.
