494 The Ordinance was read the third time, and a motion made that the ordinance do finally pass, which motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres and Searight, 4, nayes, none, Councilman Haynes absent. The Council then recessed, X SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, August 26th, 1921, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Eyres and Searight, 4; absent, Councilman Haynes, Councilman Searight reported that in company with City Engineer Leonard and State Inspector of Masonry, W. R. Hendrickson, he had carefully considered the bids of the Southwest Bitulithic Company and W. E. Dozier, respectively, for paving, submitted at the regular session of the City Council on August 25th, 1921, and recommended that all the bids of W. E. Dozier for paving the streets and alleys therein specified be accepted. Thereupon Councilman Copeland moved that the bid of W. E. Dozier for paving Colorado Street from the north line of Eleventh Street to where the north line of the alley extending east and west in Blocks 158 and 159 intersects Colorado Street, being approximately 5933-7/100 square yards, with Uvalde Rock Asphalt 14" thick, laid hot on 5" concrete base, including five year maintenance, at the price per square yard, including top, base and maintenance of $2.00; and that within said area on said street approximately 1186 cubic yards excavation and preparation of sub-grade, as per city specifications, at the price of 50% per cubic yard; and approximately 480 lineal feet of concrete curbing within said area on said street at 40 per lineal foot; and that the City Attorney be instructed to prepare the contract and bond with said W. E. Dozier and that the Mayor be authorized and instructed to execute said contract. Dozier for paving Brazos Street from the north line of Eleventh Street to where the south line of the alley extending east and west in Blocks 160 and 16l intersects Brazos Street, being approximately 4544-94/100 square yards, with Uvalde Rock Asphalt 1" thick, laid hot on 5" concrete base, including 5 year maintenance, at the price per square yard, including top, base and maintenance of $2.00; and that within said area on said street approximately 1136 cubic yards excavation and preparation of sub-grade as per specifications at the price of 50g per cubic yard; and approximately 1600 lineal feet of concrete curbing within 495 1 said area on said street at 40g por lineal foot; and that the City Altorney be instructed to prepare the contract and bond with the said W. E. Dozier and that the Mayor be authorized and instructed to execute said contract. E. Dozier and that the Mayor be authorized and instructed to execute said contract. E. Dozier and that the Mayor be authorized and instructed to execute said contract. Dozier for pav! 496 ing of the alley abutting the east and south sides of the New State Land Office Building and the abutting property on the east and south side of the New State Land Office Building, said alley being located in Block 122, Original City of Austin, and being approximately 590-52/100 square yards, one course concrete as specified, at the price per square yard of $1.65; and that within said area on said alley approximately 112 cubic yards excavation and preparation of sub-grade as specified at the price of 50g per cubic yard; and that the City Attorney be instructed to prepare the contract and bond with said W. E. Dozier and that the Mayor be authorized and instructed to execute said bond. Dozier for the paving of the alley abutting the north line of the State Capitol Grounds and the property on the north extending from Colorado to Brazos Street, being approximately 1116-84/100 square yards, one course concrete pavement as specified at the price per square yard of $1.65; and that within said area on said alley approximately 185 cubic yards excavation and preparation of sub-grade as specified at the price of 50% per cubic yard; and that the City Attorney be instructed to prepare the contract and bond with the said W. E. Dozier and that the Mayor be authorized and instructed to execute said contract. The following specifications were submitted as a part of the bid of the said W. E. Dozier and were accepted and included in said bid by the City Council: "SPECIFICATION COVERING 4 AND 5 INCH CONCRETE BASE SUBMITTED WITH BID OF W. E. DOZIER. Sand and gravel. The sand for concrete shall be composed of particles not softer than hard limestone, course and sharp, free from sticks, leaves, clay, loam, silt and all other organic matters. • For concrete base river gravel or its equal shall be used, and shall be finished in a mixture approximating one part clean sharp sand to two parts of gravel between the sizes of one-fourth and two inches. The concrete foundation or base course shall be of four or five inches in thickness (as may be selected) shall be laid on the finished sub-grade. This concrete foundation shall be composed of one part Portland cement to seven parts gravel, thoroughly mixed in a batch mixer. After being mixed the concrete shall be placed as rapidly as possible to the thickness called for in the contract. No concrete shall be used after showing evidence of setting, or stood 30 minutes after being mixed. The upper surface of the concrete shall be made exactly parallel to the finished surface of the pavement, and shall be left rough enough to secure a good and firm bond between it and the next course above. No carting or hauling will be allowed over green concrete until it shall have had at least 48 hours in which to set. If required by the Engineer, the concrete 1 shall be well sprinkled every 24 hours until completely set, ho binder or surface coat shall be placed upon the concrete base until the concrete has beem laid seven days, unless by express permission from the Engineer. No concrete shall be laid in freezing weather and concrete exposed to freezing temperature within 48 hours after it has been laid, to the option of the Engineer, by replacing by the contractor at his own cost." In addition to the bids of W. E. Dozier for the paving of the streets and alleys as above outlined, the following bids were also received from the Southwest Bi tulithic Company for the paving of the following streets and alleys, which bids were rejected by the City Council: Thirteenth Street from the east line of Lavaca Street to the west line of Colorado Street, containing approximately 627-85/100 square yarde Warrenite Bitulithic pavement 14" thick on a dense bituminous concrete foundation 3 inches in thickness after compression, together with 24" concrete gutters, all as specified in Austin city specifications and all necessary excavation and preparation of sub-grade to receive same, ali.complete for $2.60 per square yard. The alley abutting the north line of the State Capitol Grounds and property on the north extending from Colorado to Brazos Streets, containing approximately 1116-85/100 square yards, one course concrete pavement as specified, price per square yard of $2,15 Councilman Searight moved that the City Clerk be instructed to return the seven certified checks of the Southwest Bitulithic Company to G. V. Chasey Agent for the said Southwest Bitulithic Company. A. R. Watson and others, representatives from the Young Men's Business League, presented a petition proposing to lease the forty (40) odd acres omed by the City at Barton Springs. The petition was received, read and ordered filed.
