Phelps, Attorney for Dr. J. Phipps, appeared before the Council concerning the property of the said Dr. J. Phipps on East 13th and Ban Jacinto Streets. The monthly reports of Rosa Langefeld, Superintendent of Hurses at City Hospital, M. R. Miller, Machinist for Fire Department, Walter L.
