REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, April 27,1922, Roll call showed the fol- The Council was called to order by the Mayor. lowing members present: Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; absent, none. The Minutes of the last meeting were read and upon motion of Councilman Copeland were adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. Upon the recommendation of Sam D. Griffin, Chief of Police, Councilman Copeland nominated Howard Charles Gabes, Tr., as special policeman at Deep 0 Eddy Bathing Beach, to serve without compensation from the city. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Fyres, Haynes and Searight, 4; nayes, none, Councilman Copeland present but not voting. Upon the recommendation of Robert Rockwood, City Fire Marshal, and C. E. Leonard, City Engineer, J. J. Hildinger was granted a permit to install a gasoline Bowser tank and pump at 3000 Guadalupe Street, same to be in compliance with the city ordinance regulating installation of gasoline tanks, by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Copeland nominated Pleas Jackson, colored, as special officer at the Lincoln Baptist Church. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Fyres, Haynes and Searight, 4; nayes, none, Councilman Copeland present but not voting. Councilman Haynes introduced the following resolution: Whereas, Otto Ebeling, Fresident of the Board of Equalization, makes the statement per copy attached, that the Board made an error in placing a valuation of $300.00 improvements on the property of Mrs. Daisy Blackford, South 52x108 feet of Lot 9, Block 4, Division "2", in that it has since developed that there are no improvements on said lot; and Whereas, the taxes for 1921 having been paid on the valuation made on improvements as $300.00, Therefore, DE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be and he is hereby instructed to issue a warrant against the General Fund of the City in favor of Mrs. Daisy Blackford for $6.60, taxes paid on said erroneous assessment, and that the Assessor and Collector be instructed to correct the assessment on his roll for 1921. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. Upon the recommendation of Robert Rockwood, Fire Marshal, Dan J. Fallon was granted a permit to place an electric sign in front of the building located at 4806 Congress Avenue, by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. Councilman Copeland introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of One Hundred and Fifty Dollars ($150.00) be and the same is hereby transferred from the funds of the Police Department, of the Department of Police and Public Safety, heretofore appropriated for the salaries of motorcycle men in the city budget for the year 1922, to the Sub-Department of 9 10 / Public Health, for the purpose of paying the expenses of the diptheria survey, as recently undertaken by the City of Austin. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. Councilman Haynes moved that the Mayor be instructed to appoint as a committee three members of the City Council to consult with two committeemen to be selected by the University authorities to recommend rules regulating parking and traffic on the streets adjacent to the University Campus. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight; 5, nayes, none. Mayor Yett then appointed Councilmen Copeland, Eyres and Searight as a committee from the City Council.. Councilman Searight introduced the following ordinance: AN ORDINANCE MAKING FINAL ASSESSMENTS AGAINST ABUTTING PROPERTY OWNERS AND THEIR PROPERTY FOR IMPROVEMENT, BY PAVING, OF CERTAIN NAMED STREETS AND ALLEYS WITHIN THE CITY OF AUSTIN, TEXAS, PROVIDING FOR THE TIME OF PAYMENT, METHOD OF ENFORCING PAYMENTS, THE ISSUANCE OF ASSIGNABLE CERTIFICATES, AND COLLECTION AND ATTORNEY'S FEES. The ordinance was read the first time and Councilman Fyres moved that the rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Tyres, Haynes and Searight, 5; nayes, none. The ordinance was read the second time and Councilman Copeland moved that the ordinance be placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. The ordinance was read the third time and Councilman Searight moved that the ordinance do now finally pass. Roll call showed the following members present: Mayor Yett, Councilmen Eyres, Haynes and Searight, 4; absent, Councilman Copeland, Councilman Searight introduced the following resolution: RESOLUTION AUTHORIZING THE CLOSING OF AN ALLEY IN BLOCK 11 OF THE GROOMS ADDITION TO THE CITY OF AUSTIN, TEXAS, AND ALSO, ACCEFTING THE NEW RE-SURDIVISION OF SAID BLOCK 11 OF THE GROOMS ADDITION. Whereas, petition has been made to the City Council by W. A. Harper, the owner of all lots in Block ll of Grooms Addition to the City of Austin, Texas, for permission to close said alley in Block 1l of the cited addition, and to substitute therefor a new resubdivision of said Block 11, according to plat of said new resubdivision of Block on file with the City Clerk, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:
