That for good reasons shown to the City Council, the alley extending through Block 11 as platted on the city map, be and the name is hereby ordered closed; and , BE IT FURTHER RESOLVED: That the City accept the resubdivision of Block 11 of the Grooms Addition to the City of Austin, as filed with the City Clerk. The above resolution was adopted by the following vote: Ayes, l'ayor Yett, Councilmen Eyres, Haynes and Searight, 4; nayes, none, Councilman Copeland absent. The Council then adjourned. Acity ofirk REGULAR MEETING OF THE CITY COUNCIL: 11 i Austin, Texas, May 4, 1922. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; absent, none. The Minutes of the last meeting were read and upon motion of Councilman Copeland were adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, The petition of John A. Gracy, George S. Nalle, Glenn Shipe, Walter Bremond, et al., asking an ordinance fixing and levying municipal taxes for the and reducing rate from $2.20 to $2.00 on the $100.00 on all property within the limitsqu City of Austin, Texas, for the year 1921, 'repealing a prior ordinance, fixing penalty, etc., for non-payment of taxes, was received and filed. Q. C. Taylor and Dr. C. II. Brownlee appeared before the Council and requested that they be placed in charge of a celebration on Armistice Day, November 11, 1922. Councilman Eyres moved that the request be granted, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. D. A. Gregg appeared before the Council and asked that the City pay hie claim for damage to property north of 12th Street on Shoal Creek, Councilman Haynes moved that the City Attorney, City Engineer and Street Commissioner be instructed to investigate the matter and report bad: to the Council, Motion prevailed by the following vote: Ayes, l'ayor Vett, Councilmen Copeland, Tyres, Haynes and Searight, 5; nayen, none. Councilman Haynes introduced the following resolution: Whereas, the City Council on March 6, 1922, in considering appeals from the Board of Equalization agreed to reduce the valuation of $5,665.00 placed by the Board on improvements on Lots 4, 5 and 6, Block 161, rendered by Mrs. L. L. Griffitts for taxes of 1921, to $4,500.00, same as rendered by her, but failed to report said change to the Assessor and Collector, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: 12 That the Assessor and Collector be and he is hereby instructed to note such change on his rolls for 1921 and to take credit for $1,165.00, amount of reduction.. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following vote: Whereas, the Board of Equalization increased the valuation of the property assessed by Theodor Low from $6,275.00 to $9,040.00; and Whereas, Mr. Low, through his agent, paid the taxes on the valuation as filed by the Board, February 18th, 1922, and afterwards, to-wit, on the 22nd day of March, it was discovered that the Board of Equalization had agreed to reverse its action and accept valuations as originally given by Mr. Low, but failed to make proper entry on the tax record, as shown by attached statement of the Board; Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be and he is hereby instructed to draw a warrant against the General Fund in favor of Mr. Low for $60.82, the amount overpaid by him. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none, Councilman Copeland introduced the following resolution: Whereas, on February 8th, 1922, a cow belonging to T. B. Steinle was impounded by the City and sold to L. East on February 25th, 1922, for the sum of $27.50; and Whereas, from the attached affidavit of the said F. B. Steinle it appears that he had no knowledge that his cow had been so impounded until after same had been sold, Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of $22.00 be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin for the purpose of paying the said E. B. Steinle the amount due him from the sale of said cow, and BE IT FURTHER RESOLVED: That the City Clerk be and he is hereby authorized todraw City Warrant for said amount, payable to the said E. B. Steinle, The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: Whereas, the Board of Equalization, per statement herewith attached, admit error in placing the valuation of the improvements on the South one-half of Lots 5 and 6, Block 155, at $5,335.00 and request that the valuation be changed to $4,250.00 as fair and equitable, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to make the correction of said assessment on his rolls for 1921 and to take credit for $1,085.00, amount of reduction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: Whereas, on the protest of 'iss Katherine Lee Weatherford against the valuation of $935.00 placed by the Board of Equalization on her property, Lots 5 and Fast ; 1/3 of Lot 6, Outlot 72, Division "D" for taxes of 1921, the City Council by resolution reduced said valuation to $535.00 and made report of same to the Assessor and Collector; ειπά Whereas, Miss Weatherford had in the meantime paid the taxes on the valuation of $935.00 and is entitled to a refund of the taxes on the $400.00 reduction in valuation, amounting to $8.80, Thorefore, BF IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be and is hereby instructed to issue a warrant in favor of Miss Katherine Lee Weatherford against the General Fund of the City for $8.80. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Bearight, 5; nayes, none, Upon the recommendation of Sam D. Griffin, Chief of Police, Councilman Copeland nominated Dave Tuttle to be Special Policeman at the Base Ball Park on East Ist Street, to serve without pay from the city. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Eyres, Haynes and Searight, 4; nayes, none, Councilman Copeland present but not voting. Councilman Haynes introduced the following resolution: WHEREAS, the Board of Equalization having agreed with E. M. Scarbrough and Sons, per statement attached, to a reduction of the valuation of $100,000.00 placed by said Board on the stock and merchandise of said firm for taxes of 1921 to $90,000.00, same being an increase of $10,000.00 over the valuation for 1920, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby authorized to make such change on his rolls for 1921, and to take credit for the $10,000.00, amount of reduction in said assessment, The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. The monthly reports of Fred Sterzing, Assessor and Collector, A. S. Anderson, Fublic Weigher, Mrs. R. C. Walker, Fure Food Inspector, the Public Health Nursing Association, Robert Rockwood, Fire Marshal, Miss Rosa Lengfeld, Superintendent Nurses at City Hospital, and I. R. Miller, Mechanic for the Fire Department, were read and ordered filed. , Councilman Haynes introduced the following resolution: Whereas, F. W. Sternenberg, on January 12th 1922, made written protest against the action of the Board of Equalization in increasing the valuation of forty-nine lots, descrihed per attached statement, in Outlots 8, 9 and 62, Division "B", from $2450.00 as rendered by him for taxes of 1921, to $5,775.00, and requested that this valuation be reduced to the amount rendered by him; and Whereas, the Board states that the increase made by them placed the same valuation on the property described as 1920 and the same per lot as all other lots in the same section of the city, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That only a reduction in the assessment of the Board to approximately $100.00 per lot can in equity to owners of other lots in the same section 13 14 of the city be allowed and the Assessor and Collector is hereby instructed to reduce the valuation of $5,775.00 placed by the Board on said property to $4,850.00, and to take credit for $925.00 amount of reduction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The Council then adjourned, Callcomsey Filgtak. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, May 11, 1922, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; absent, none. Councilman Haynes moved that the reading of the Minutes be suspended until the afternoon session. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Tyres, Haynes and Searight, 5; nayes, none, John D. Miller appeared before the Council and presented a petition signed by R. C. Lambie, et al., protesting against the late hours of the Apostolic Church at the corner of 1st Street and Red River Street, Said petition was referred to Councilman Copeland by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. The application of Elbert Jones to repair an ice vault at the corner of 1 Fast 6th and Red River Streete was granted upon the recommendation of Robert Rockwood, City Fire Marshal, C. E. Leonard, City Engineer, and A. Y. MoWright, City Sanitary Inspector, same to be constructed under the supervision of the City Engineer, by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. W. E. Seaholm, City Electrician, , , The application of the Travis Motor Company, by Monroe A. Bergstrom Agent, to install a gas pump at 100 Fast 5th Street was, upon the recommendation of Robt. Rockwood, City Fire Marshal C. E. Leonard, City Engineer, and declined by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, The monthly reports of W. A. Alff, City Sexton, Sam D. Griffin, City Marshal, C. L. Woodward, Chief of the Fire Department, Nellie M. Hall, Seoretary of the United Charities Association, and Jas. H. Maxwell, Sealer of Weights and Measures, were read and ordered filed. Ralph Bickler, representing the Travis Post American Legion, appeared before the Council and tendered the services of said Legion at any hour of the day or night to do police duty during emergencies. Councilman Copeland moved that a vote of thanks of the City Council be extended for their offer of assistance. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Communication from the E. G. Hutchins Post 856 Veterans of Foreign Wars, through their representative, J. W. Whiteacre, tendered their servicев to the city in time of emergencies, other than labor troubles, that might i i endanger the lives and property of the citizens of Austin. Councilman Haynes moved that the Council tender their thanks and appreciation of the offer. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Hyres, Haynes and Searight, 5; nayes, none. Councilman Eyres moved that the alley between Congress Avenue and Colorado Street, from West 6th to West 7th Streets, be ordered closed May 18th, 1922, from six to eleven P. M. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Copeland introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Three Hundred Dollars ($300.00) be and the same is hereby transferred from the City Hospital Contingent Fund, as contained in the Budget of 1922, to the fund for Salary of Maids. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Tyres, Haynes and Searight, 5; nayes, none. Councilman Copeland introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of One Hundred Fifty Dollars ($150.00) be and the same is hereby transferred from the Hospital Contingent Fund to the Sub-Department of Public Health for the purpose of paying the salary of a dairy inspector. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The Council then recessed, SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, May 15, 1922, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Eyres, Haynen and Searight, 5; absent, none. Councilman Haynes presented a communication from James Belger, requesting that his name be withdrawn as a member of the Board of Equalization and declining to serve on said board.
