SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, September 07, 1922, The Council met with the following members present: Mayor Yett, Councilmen Fyres, Haynes and Searight, 4; absent, Councilman Copeland. Councilman Haynes moved that the John Robinson Circus be granted permit to show in the City of Austin on September 22, 1922, upon the payment of a license fee of One Hundred Dollars ($100.00). Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Tyres, Haynes and Searight, 4; nayes, none, Councilman Copeland absent. The Council then adjourned. Joer Horneby City Const REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 7.1922, The Council met with Mayor Pro tem Haynes presiding. Roll call showed the following members present: Mayor Pro Tem Haynes, Councilmen Eyres and Searight, 3; absent, Mayor Yett and Councilman Copeland. The Minutes of the last meetings were read and upon motion of Councilman Eyres were adopted by the following vote: Ayes, Mayor Pro tem Haynes, Councilmen Eyres and Searight, 3; nayes, none, Mayor Yett and Councilman Copeland absent. The application of Fred G. Haller, Jr., to erect an electric sign over #709 Congress Avenue was read and Councilman Eyres moved that same be referred to the Safety Committee. Motion prevailed by the following vote: Ayes, Mayor Pro tem Haynes, Councilmen Eyres and Searight, 3; nayes, none, Mayor Yett and Councilman Copeland absent. The application of the Texas Radio Corporation to erect a radio antenna was read and referred back to the applicant without action. The application of J. J. Mercer to erect a gasoline pump at #1112 Red River Street was read and Mayor Pro tem Haynes moved that same be granted, as per recommendation of the Safety Committee. Motion prevailed by the following vote: Ayes, Mayor Pro tem Haynes, Councilmen Tyres and Searight, 3; nayes none; absent, Councilman Copeland and Mayor Yett. The petition of James A. Baker, Receiver of the I&GN Railway Company for permission to make certain charges in its tracks at the intersection of Bowie and West Third Streets was read and Mayor Pro tem Haynes moved that same he referred to Councilman Searight and City Engineer, C. E. Leonard, for their report back to the Council. HONO Gent: bids for the on 1nc1 Councilman Eyres introduced the following resolution: WHEREAS, A111s-Chalmers Manufacturing Company has submitted ite written proposal, dated August 21st, 1922, to the City of Austin, for the sale and delivery to the City of Austin of, (1) One 5000 KW High Pressure Condensing Steam Turbo Alternator Unit, and (2) One 25 K.W. High Pressure Non-condensing Impulse Steam Turbine Direct Current Exciter Unit, the details of which are contained in said proposal, for the total price of $77,000, upon the certain terms of payment specified in said proposal, said proposal having attached thereto the said specifications specifications of said equipment, which are made a part of said proposal; and WHEREAS, the City Council, after considering said proposal, has determined that same should be accepted; therefore, BEIT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Mayor be and he is hereby authorized and instructed to accept said proposal in the name and behalf of the Uity of Austin, by affixing this official signature and causing the seal of the City: to be affixed thereto; and that upon such action by the Mayor, one of the copies of said proposal, as constituting the contract between the parties, shall be retained by the City Clerk for the files of the City. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Eyres, Haynes and Searight, 4; nayes, none. Councilman Copeland absent. WHEREAS, A. M. Lookett & Company, Ltd., has submitted, in duplicate its written proposal, dated August 28, 1922, to the City of Austin, for the sale and delivery to the City of Austin of One Surface Condensing Equipment for 5000 KW Turbo-Generator, the details of which are contained in said proposal, for the total price of $20,808.00, upon the certain terms of payment specified in said proposal, said proposal having attached thereto the specifications of said equipment, which are made a part of said proposal; and WHEREAS, the City Council after considering said proposal, has determined that same should be accepted; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Mayor be and he is hereby authorized and instructed to accept said proposal in the name of the City of Austin, by executing his official signature, in duplicate, and causing the seal of the City to be affixed thereto; and that thereupon the duplicate copies of said proposal shall be delivered to the representative of said A. 1. Lockett & Company, Ltd., for the approval of the President of said Company, and that upon such approval one of the copies of said proposal shall be returned to the City Clerk for the files of the City. Anderson, Public Weigher, was read and ordered filed, The Council then recessed, SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, September 13,1922 The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Fyres, Haynes and Searight, 4; absent, Councilman Copeland. Upon the recommendation of Sam D. Griffin, Chief of Police, Mayor Yett, nominated A. G. Nunez, R. C. Santa Anna, Louis Herrera, and Julian Gonzales as special policemen of the City of Austin to act as officers during the celebration of the Mexican Independence Day, September 14th, 15th and 16th. Nominations were confirmed by following vote: Ayes, Councilmen Tyres, Haynes and Searight, 3; nayes, none, Mayor Yett not voting, Councilman Copeland absent. Councilman Haynes nominated Hart McCormick as deputy tax assessor of the City of Austin at a salary of One Dollar per month. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Eyres and Searight, 3; nayes, none Councilman Haynes present but not voting, Councilman Copeland absent. The following report of the City Clerk was read and ordered recorded by the following vote: Ayes, Mayor Yett Councilmen Eyres, Haynes and Searight, 4; nayes, none, Councilman Copeland absent. I ber to say that I have carefully checked the work of Stoner, Gallagher & Groos, Inc., as specified in their contract with the City of Austin, dated June 19, 1922, and to the best of my knowledge and belief the several items specified in said contract have been complied with and same have all been tendered to the Assessor and Collector of Taxes of the City of Austin. iRespectfully submitted, (Sgd) Joe Hornsby, City Clerk". Councilman Haynes introduced the following resolution: 51 52 WHEREAS, on June 19, 1922, the City of Austin entered into a contract with Stoner, Gallagher & Groos, Inc., to install and establish for the City of Austin a. complete and accurate unit sistem of equalization of the values of all taxable real estate and improvements situated in the city nocording to the latest and best approved plan of scientific valuation and for said purpose and in the performance of such service to ascertain, fix and report to the City Council the valuation of all taxable lands and buildings located within the corporate limits of the City of Austin, and in such connection, to prepare or cause to be prepared and to furnish to the City of Austin certain records and data for the use of the Tax Assessor and Collector and the Board of Equalization and to do and perform the certain things specified in the certain ordinance passed by the City Council on June 8, 1922, which ordinance is recorded at length in Ordinance Book "G", at pages 99 to 102, both inclusive, of the City of Austin; and WHEREAS, said contract further obligated said Stoner, Gallagher & Groos, Inc. to render such service to the Tax Assessor and Collector in the compilation of the tax rolls for the year 1922 as may be required by the change in the method of ascertaining property values for the purpose of taxation and to furnish a competent man to sit with the Board of Equalization in the performance of its duties in the year 1922 for such time as may be necessary to familiarize said Board with the application of the Unit System and to give counsel, advice and testimony as to the value of any land or buildings; and WHEREAS, said Stoner, Gallagher & Groos, Inc., have completed the records and data specified in said contract and have tendered same to the City Council; Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said records and data be and they are hereby accepted from said Stoner, Gallagher & Groos, Inc., and the City Clerk be and he is hereby instructed to deliver same to the City Tax Assessor and Collector for his use in the making of tax assessments for the year 1922; and BE IT FURTHER RESOLVED that the City Tax Assessor and Collector be and he is hereby instructed to assess for the year 1922 all taxable real estate and improvements situated in the City of Austin in the manner and according to the said records and data furnished by said Stoner, Gallagher & Groos, Inc., and in making such assessments, the City Tax Assessor and Collector shall assess such property on a basis of two-thirds of the full value thereof; and BE IT RESOLVED FURTHER, that it is understood that said Stoner, Gallagher & Groos, Inc., has not fully completed its above mentioned contract until the services required therein to be furnished to the City Assessor and Collector of Taxes and the Board of Equalization for the year 1922 have been so rendered.
