68 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, November 09, 1922, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; absent, none. The Minutes of the last meeting were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5 ; nayes, none, Upon the recommendation of the Safety Committee, Councilman Copeland moved that the application of the 1.0.0.F. to erect an electric sign at #103 East Seventh Street be refused. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Upon the recommendation of the Safety Committee, Councilman Searight moved that the application of Morris Levy to erect an iron clad garage on Lot 6, Block 66 be refused. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The following communication of the Board of Equalization was read and ordered filed: "Austin, Texas, November 7,1922. Honorable Mayor and City Council, Austin, Texas. Gentlemen: The Board of Equalization has placed the following easements on the trackage of the property owned by the following railroad companies operating tracks on the streets of the City of Austin: I&GN Railway Company Main Track -------- $56,590.00 Southern Pacific Lines, H&TC ------------------------44,427.00 Austin Dam & Suburban Railway Company --------------- 21,445.00 You will please issue instructions to the Assessor and Collector to assess this property as outlined above on the rolls for taxes of 1922. Avery, Secretary," Councilman Haynes moved that the above recommendations of the Board of Equalization be approved and that the Assessor and Collector be instructed to place said properties on the tax rolls as recommended. Councilman Copeland introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Two Hundred Dollars ($200.00) be and the same is hereby transferred from the fund appropriated for "Miscellaneous Expenses" under the head of Special Appropriations for the Fire Department in the budget for the year 1922 to the "Police Department", under said budget, for the purpose of paying the salaries of patrolmen, and such additional sum is hereby appropriated for said purpose. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, 144 Councilman Copeland introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Two Hundred Dollars ($200.00) be and the same is hereby transferred from the fund appropriated for "Miscellaneous Expenses" under the head of Special Appropriations for the Fire Department in the budget for the year 1922 to the "City Hospital", under said budget, and said budget is amended so as to contain the following item under said last named head: Salary of Accountant ---- ---------------$200.00 and said sum is hereby appropriated for said purpose, The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, The following monthly reports were read and ordered filed: Sam D. Hall as Special Policeman to assist the Police Department in broadcasting descriptions of stolen articles by radio. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Tyres, Haynes and Searight, 4; nayes, none, Councilman Copeland present but not voting. The petition of Louis M. Turner and others, students of the University of Texas, asking that Detective Lathe Young be discharged from the police force of the City of Austin, was read and Councilman Searight moved that the request of the petitioners be declined for the reason that the matter in question had been thoroughly investigated and adjusted by Councilman Copeland. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Fyres, Haynes and Searight, 5; nayes, none. The monthly reports of A. S. Anderson, Public Weigher, and Jas. H. Maxwell, Sealer of Weights and Measures, were read and ordered filed. Councilman Haynes introduced the following resolution: WHEREAS, the City of Austin has heretofore employed Stoner, Gallagher & Groos, Inc. to install a uniform system for the assessment of real property in the City, and assigned Mr. Hart McCormack, representative of said company, to assist the City Assessor and Collector of Taxes, and the Board of Equalization in assessing and equalizing said property; and 69
