Austin Votes In New Mayor, Fixes Property Tax

REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, April 5,1923. The Council met with the following members present: Mayor Yett, Councilmen Copeland, Eyres, Haynes and Bearight, 5; absent, none. Councilman Haynes moved that the reading of the Minutes of the last meetings be suspended. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Copeland nominated J. J. Hildinger as fireman of Hose Company No. 3. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Eyres, Haynes and Searight, 4; nayes, none, Councilman Copeland not voting. The following certificate of Joe Hornsby, City Clerk, was read and ordered recorded: To the Honorable Mayor and City Council, * City of Austin, Texas. Gentlemen: "Austin, Texas, April 5, 1923. In accordance with the provisions of the City Charter, I beg to report that I have carefully canvassed the official returns of the general election held in the City of Austin, Texas, on April 2nd, 1923, and hereby certify the total results thereof as follows: FOR MAYOR: G. Councilman Haynes introduced the following resolution: WHEREAS, the Board of Equalization, per statement of A. W. Townsend, Secretary, herewith attached, explain that under the Unit System an evident error has been made in placing an assessment of $785.00 on the improvements situated on Lot 21, Block B-5, Sweetman's Addition, and recommend that the valuation be made $530.00 and that the valuation of $225.00 placed on the improvements situated on Lot 19, Block 5, Sweetman's Addition (being a one room box house) should also be reduced to $175.00 as fair and equitable, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct both of above assessments of Aaron Piper on his rolls for 1922 in accordance with the recommendation of the Board of Equalization and to take credit for 133 134 $305.00, amount of reduction on the improvements on said lots. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Senright, 5; nayes, none, Councilman Haynes introduced the following resolution: WHEREAS, in transcribing the records of the Unit System valuation of $650.00 placed on the improvements situated on 130x149 feet of Block 12, Division 45-B, assessed in the name of H. J. Gardner, a clerical error was made in placing the valuation on the rolls of the Assessor and Collector for 1922 at $1970.00, as per statement of the Board of Equalization herewith attached, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to make the correction on his rolls and to take credit for the difference of $1320.00. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, the Unit System placed a valuation for assessment on parts of Lots 1 and 2, Outlot 31, Division "D", assessed by J. S. Koening for 1922, now owned by Taylor Sanders, improvements valued at $2,810.00, which was an error owing to the fact that house on adjoining lot was included in said improvements; and WHEREAS, owing to said error the assessed valuation should be $1730.00 instead of $2810.00, as shown, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector is hereby authorized to make change on his records to read"value of improvements reduced from $2810.00 to $1730.00, and to take credit for the difference. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, it appears from the records of the Unit System that the valuation for improvements placed on Lots 4, 5 and 6, Block 2, Outlot 2, Division "o", owned by J. W. Daugherty at $960.00 was an error, caused by including improvements amounting to $560.00 which were made in July, 1922, Therefore, owing to above facts, said improvements should be reduced from $960.00 to $400.00 as assessed by Mr. Daugherty and the Assessor and Collector be authorized to make change on his rolls to conform to above and to take credit for the difference. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, the Unit System tax experts placed a valuation for assessment on improvements situated on Lot 8, Block 23, Glenwood Addition, owned by J. D. Scheumack at $385.00, which was an error for the reason there were no improvements on said Lot 8, Block 23, on January 1, 1922, as stated by the owner and verified by Mr. Ulit, from whom the lot was purchased, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: : That the amount of assessment on improvements be stricken off and the Assessor and Collector be and he is hereby authorized to take credit for same, being $385.00. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyгes, Haynes and Searight, 5; nayes, none, Councilman Haynes introduced the following resolution: WHEREAS, it appears from the records of the Unit System that the valuation for assessment on improvements situated on Lot 1, Block 12, F, Fairview Park, owned and assessed by S. C. Adrian at the sum of $2375.00 was excessive and erroneous; and WHEREAS, it is shown that an error was made in placing the number of square feet at 2640, while in fact it should have been 1760 square feet, which would make correct amount for assessment $1665.00 instead of $2375.00, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby authorized to make correction on his records so as to read value for аввеssment be changed from $2375.00 to $1665.00, and to take credit for the difference. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Bearight, 5; nayes, none. Councilman Haynes introduced the following resolution : WHEREAS, it appears that the Unit System placed a valuation for assessment on improvements situated on Abstract 397, Geo. W. Spear Grant, owned by H. E. Seakatz, at $1,000.00, which is an old rock house built about forty-five years ago and should not be assessed for more than $600.00, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby authorized to make correction on his records showing reduction on said improvements from $1,000.00 to $600.00, and to take credit for the difference, The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. Councilman Searight introduced the following ordinance: AN ORDINANCE TO CLOSE THE STREET OR ROADWAY DESCRIBED IN THIS ORDINANCE, UPON THE PERFORMANCE. OF THE CONDITIONS STATED IN THIS ORDINANCE. The ordinance was read the first time and Councilman Haynes moved that the rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The ordinance was read the second time and Councilman Haynes moved that the rule be further suspended and the ordinance placed on its third reading and final passage. Roll call showed the following members present: Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; absent, none. Councilman Haynes moved that the reading of the Minutes of the last meetings be further suspended. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The application of G. A. Bahn to make certain repairs at 207 East 7th Street was read and upon motion of Councilman Haynes was granted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, The December, 1922, and January and February, 1923, reports of W. L. Eyres, Superintendent of Parks and Public Property, and the March reports of Sam D. Griffin, Chief of Police, Robert Rockwood, City Fire Marshal, A. S. Anderson, Public Weigher, M. R. Miller, Mechanic for the Fire Department, Mrs. R. C. Walker, Pure Food Inspector, and Miss Anna R. Fuchs, Public Health Nurse, were read and ordered filed. Councilman Searight introduced the following resolution: RESOLUTION ESTABLISHING THE CURB LINE ON THE DAM BOULEVARD. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That all ourbing hereafter constructed on the Dam Boulevard shall be as follows: The outside edge of the curb on the south side of the street, or boulevard, shall be thirty (30) feet from the center of the boulevard as defined by the center of the I&GN Railway track. The outside edge of the curb on the north side of the street or boulevard shall be thirty-three (33) feet from the center of the boulevard as defined by the center of the I&GN Railway track.
