  • Community Development & Parks:

    Permission was granted for the Boy Scouts, Girl Scouts, and YMCA to erect buildings and improvements at Barton Springs, pending final approval of location and construction.
  • Public Safety Overhaul:

    The Fire Department prepared for a significant staffing increase, hiring 17 new members as it transitioned to a "double platoon system" for improved service.
  • Urban Infrastructure & Regulation:

    New rules were established for the use of city streets and sidewalks during building construction. Separately, the International & Great Northern Railway received approval to relocate a track on Third Street.
  • City Departmental Restructuring:

    Key administrative changes included transferring the Sanitary Sewer Department to the Department of Parks and Public Property, and reallocating public grounds, cemeteries, and city buildings to the Department of Streets and Public Improvements.

The reading of the Minutes of the last meetings, upon motion of Councilman Haynes, was suspended, by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. The protest of V. O. Wedd and other residents on West 3rd Street near the intersection of Bowie and Fannin Streets, protesting against the I&GN Railway Company being allowed to encroach upon private property in that vicinity, was read, and after a lengthy discussion of the same by representatives of the I&GN Railway Company and property owners, a settlement of the matter was deferred Councilman Haynes introduced the following resolution: WHEREAS, according to statement of A. W. Townsend, Chairman of the Board of Equalization, an error was made under the Unit System in figuring the depreciation on the improvements situated on Lot 1, Block 5, Outlot 36, Division "5", owned and assessed by W. A. Shannonhouse, thereby placing a value for assessment of $1,490.00, while it should have been $900.00, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct the error on his rolle for 1922 and place the valuation at $900.00, taking oredit for the $490.00 reduction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none. 139 140 Councilman Haynes introduced the following resolution: WHEREAS, after a personal inspection of improvements situated on parts of Lots 44 and 46 Aldridge Place owned by Mrs. C. M. Crawford and assessed as unknown for taxes of 1922, A. W. Townsend, Chairman of the Board of Equalization, makes recommendation that the correct valuation of said improvements is not more than $1,700.00, error having been made by placing the value of improvements situated on adjoining lots on the lots of Mrs. Crawford, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct the valuation on his rolls for 1922 and to take credit for $890.00, amount of reduction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Byres, Haynes and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, according to statement of A. W. Townsend, Chairman of the Board of Equalization herewith attached, an error was made by the Unit System experts in first placing a valuation of $4850.00 on the improvements situated on part of Outlot 54, Division "E" assessed to Mrs. Litten and afterwards changed the valuation to $6,000.00; and WHEREAS, Mrs. Litten is willing for the valuation to be placed at $5,300.00 on said improvements as fair and equitable and is willing to pay the taxes on said valuation, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to change the valuation on his rolls for 1922 and to take credit for $700.00, amount of reduction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Searight, 5; nayes, none, The application of Guy A. Collett, et al., officers of the Austin Council of Boy Scouts, Austin Council of Girl Scouts of America, and the Young Women's Christian Association of Austin was read, and Councilman Eyres moved that said application for permission to erect buildings and other improvements on the grounds at Barton Springs be granted, subject to the approval of the City Council as to location and type of construction. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Copeland, Eyres, Haynes and Bearight, 5; nayes, none. The reports for March of W. A. Alff, City Sexton, W. L. Eyres, Superintendent Parks and Public Property, Miss Nellie M, Hall, Secretary United Charities, and C. L. Woodward, Chief of the Fire Department, were read and ordered filed. Upon the recommendation of C. L. Woodward, Councilman Copeland nominated F. D. MoClain for a position on the regular force in the Fire Department to take the place of E. W. Bargesly, who refused to accept the position for which he applied. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Eyres, Haynes and Searight, 4; nayes, none, Couricilman Copeland present but not voting. Upon the recommendation of C. L. The Council then recessed. SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, April 20, 1923. The Council met with the following members present: Mayor Yett, Councilmen Haynes and Searight, 3; absent, Councilmen Copeland and Eyres. Councilman Searight introduced the following ordinance: AN ORDINANCE REGULATING THE USE OF THE STREETS AND SIDEWALKS IN THE CONSTRUCTION OF BUILDING IN THE CITY OF AUSTIN, AND PROVIDING PENALTIES. The ordinance was read the first time and Councilman Haynes moved that the rule be suspended and the ordinance be placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes and Searight, 3; nayes, none, Councilman Copeland and Eyres absent. The ordinance was read the second time and Councilman Haynes moved a further suspension of the rule and the ordinance placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes and Searight, 3; nayes, none, Councilmen Copeland and Eyres absent. The ordinance was read the third time and Councilman Haynes moved that same do now finally pass. Councilman Searight introduced the following resolution: WHEREAS, by application duly filed with the City Council the International and Great Northern Railroad Company has requested permission to take up and relocate its certain track in Third Street next to and adjoining its passenger depot, the proposed change more fully appearing from said application; and WHEREAS, said application has been considered and the City Council is of the opinion that the contemplated change will not be detrimental to the best interests of the City, but that such change will prove beneficial to the said 141 142 Railroad Company, the travelling public, and the City; Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That permission be granted, and same is hereby given to the InternationalGreat Northern Railroad Company to relocate its said track as in its said applica- tion prayed for, and said Company is hereby authorized to proceed with the work of relocating its said track subject to the supervision of the Superintendent of Streets and Public Improvements. Councilman Searight introduced the following ordinance: AN ORDINANCE TRANSFERRING THE SANITARY SEVER DEPARTMENT FROM THE DEPARTMENT OF STREETS AND PUBLIC IMPROVEMENTS TO THE DEPARTMENT OF PARKS AND PUBLIC PROPERTY, AND OTHERWISE AMENDING AND REPEALING CERTAIN PARTS OF THE ORDINANCE CREATING AND ESTABLISHING THE SANITARY SEVER DEPARTMENT, PASSED AND APPROVED FEBRUARY 20, 1914. The ordinance was read the first time and Councilman Searight moved that the rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes and Searight, 3; nayes, none, absent, Councilmen Copeland and Eyres.
