REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, May 18,1923, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. The Minutes of the meetings of May 3rd and 10th were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Bearight, 5; nayes, none. The application of the Capital Petroleum Products Company for permission to erect a drive-in gasoline filling station on Lot 1, Block 50, was read and Councilman Searight moved that permit be granted as recommended by the Safety Committee. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none, The official bond of Geo. P. Searight, as Councilman, was approved and ordered filed, Councilman Haynes introduced the following resolution: WHEREAS, according to statement of A. W. Townsend, Deputy Assessor, herewith attached, an error was made under the Unit System in transferring the value placed on the improvemente situated on part of Lot 34, Outlot 41, Division "B", owned by L. F. Bradley from the assessment slip to the records, placing the value at $825.00 when in fact it should have been only $500.00, as shown by the original assessment slip, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby authorized and instructed to correct the assessment on his rolls for 1922, and take credit for the difference. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none, Councilman Haynes introduced the following resolution: WHEREAS, from statement of A. W. Townsend, Deputy Tax Assessor, formerly Chairman of the Board of Equalization, herewith attached, an error was made under the Unit System in the valuation placed on the improvements situated on 100x150 feet of Lot 2, Block 8, Outlot 11, Division "Z", same being placed at $880.00, assessed with one-third off, at $585.00; and WHEREAS, the full value of the improvements was $410.00, with one-third off should have been $275.00 for taxation, clerical error having been made in transferring to inventory, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct the assessment on his rolls for 1922, reducing the valuation of said improvements from $585.00 to $275.00, and take credit for the difference. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. 123 124 Councilman Haynes introduced the following resolution: WHEREAS, it has been shown to the satisfaction of the City Council that Lots Nos. 10 and 11 in Block 15 of Whitis Addition, Outlot 11, Division "D", City of Austin, is owned by the Austin Presbyterian Theological Seminary and was on January 1st, 1923, used exclusively by said Seminary for educational purposes, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said property be and the same is hereby declared to be exempt from city taxes for the year 1923, and the City Assessor and Collector of Taxes is instructed to strike said property from the tax rolls for said year, and BE IT FURTHER RESOLVED: That the Assessor and Collector of Taxes be instructed to omit said property from the tax rolls in future years so long as same is used exclusively for educational purposes. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, in placing a valuation of $1965.00 on improvements situated on parts of Lots 12 and 13 of Lewis Hancock Addition owned by P. S. Dickens, the Unit System experts made an error by including other improvements belonging to Mrs. C. A. Peterson on adjoining property at a valuation of $960.00, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct said error on his tax rolls for 1922 by reducing the valuation of improvements assessed against said Dickens to $1,000.00 and take credit for $960.00 reduction, which amount should be assessed to Mrs. C. A. Peterson for taxes of 1922. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Nolen introduced the following resolution: WHEREAS, the certain Seagrave Centrifugal Pumping Engine Model 76, heretofore contracted for by the City of Austin, has been delivered to the City and inspected and tested by the Chief of the Fire Department, who reports that same is satisfactory according to the specifications thereof, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said apparatus is hereby accepted, and the City acknowledges its obligation to pay for same according to the terms of the contract. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Haynes laid before the Council the following bids: "Austin, Tехав, May 11, 1923. Hon. H. L. Haynes, Supt. of Receipts, Disbursements & Accounts, City of Austin, Austin, Texas. Dear Sir: In accordance with your notice of May 5th, 1923, beg to submit the following as a bid to the City of Austin as City Treasurer for funds for the ensuing period, I will pay the City for its funde .0250% on average daily deposits, said interest to be paid monthly by crediting the account of the City to its various funds as the balances may appear during the month. In reference to the exchange on payments of interest on bonded debt and for bond of the City and other payments which may be necessary to be made for the city, we will charge you one-tenth of one per cent on all amounts remitted, Interest at the rate of 7% will be charged on account of purchase of City Warrants on the several funds where the cash has been exhausted. Said Warrants so purchased not to exceed the amount of the budget in any fund, as made by your counc11. Yours very truly, (Sgd) D. B. Gracy." "Austin, Texas, May 17,1923. Mr. Harry L. Haynes, Supt. of Receipts, Disbursements & Accounts, Dear Sir: City of Austin. In conformity with the published request of the City of Austin for bide for the funds of the City, rates of exchange, etc., I offer to pay interest on daily balances at the rate of 2.1/4%, and to supply its needs in the way of exchange and transfers of funds at the rate of 1/8 of 1%. Yours very truly, (Sgd) C. M. Bartholomew," It being shown that the bid of D. B. Gracy is the highest and best bid, Councilman Haynes moved that said bid be accepted, and nominated D. B. Gracy as City Treasurer for a term ending May 1st, 1925, in accordance with the terms of his said b1d. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Nolen and Searight, 4; nayes, none, Councilman Haynes present but not voting. The Council then adjourned.
