  • Property Tax Adjustments:

    The city addressed multiple errors in property tax valuations, including reducing assessments for land with "deep ravines" and correcting values for recent improvements. Penalties for the Lake Austin Transportation Company were also remitted.
  • Public Permits & Fines:

    Permits were granted for the Emancipation League's celebration and a temporary "medicine show." The council also remitted a fine for a business operating on Sunday and fees for impounded cows.
  • City Growth & Safety:

    Four new police officers were appointed to fill vacancies, and approval was given for the construction of a new gasoline filling station.

REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, May 31, 1923. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. The Minutes of the last meetings were read and Councilman Haynes moved that same be adopted. Motion prevailed by the following vote: Ayes Mayor Yett, Councilmen Avery, Haynes Nolen and Searight, 5; nayes, none. H. F. Kuehne presented a petition of the Lake Austin Transportation Company asking the remission of certain penalties due the City. Councilman Haynes moved that the Assessor and Collector be instructed upon receipt of payment of all taxes and interest due by said company, to remit the penalties against same. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The application of the Emancipation League to use part of East Avenue between Fifth and Sixth Streets for the purpose of holding their celebration from June 18th to June 23rd, 1923, was granted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The report of Milton Morris Auditor, for the month of April was read and ordered filed, Councilman Haynes introduced the following resolution: WHEREAS, according to statement herewith attached of A. W. Townsend, Deputy Аввessor, and former Chairman of the Board of Equalization, after a very careful personal inspection, an error was made in placing a valuation of $415.00 on each of Blocks 41-A and 41-B, and $260.00 on each of Blocks 41-E and 41-F, all in Fairview Park and owned by Guy A. Cannon, by reason of deep ravines and broken surface of the ground, and that in comparison with the valuation placed on surrounding blocks favorably located, a valuation of $120.00 for each of said blocks would be a full and fair valuation, the owner claiming that he has offered them for sale at even less and that he did not receive notice of the increase made in the valuation under the Unit System. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Searight introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be directed to draw a warrant against the Ceme tery Purchase (Annex) Fund in favor of the Cemetery (Oakwood) Fund for Two Hundred and Fifty Dollars ($250.00) for the purpose of reimbursing the Cemetery (Oakwood) Fund for warrant for said sum erroneously drawn against and paid out of said Cemetery (Oakwood) Fund, the said warrant to be delivered to the City Assessor and Collector and by him deposited with the City Treasurer to the credit of said Cemetery (Oakwood) Fund, The above resolution was adopted by the following vote: Ayes, Mayor Yett Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. 159 160 Councilman Nolen introduced the following resolution: WHEREAS, it has been shown to the satisfaction of the City Council that W. J. Kirk is not responsible for the running at large of his certain milch cows on May 10, 1923, which cows were impounded and pound fees amounting to Fifteen Dollars ($15.00) charged against same, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said pound fees, amounting to Fifteen Dollars ($15.00) be and the same are hereby remitted. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Bearight, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, according to statement of A. W. Townsend, Deputy Assessor and former Chairman of the Board of Equalization herewith attached, the records of the Unit System show that an error was made in transferring the amount of the assеввед value of Lote 1 and 2, Block 163, owned and assessed by Carrie A. J. Hall and Henry Wendlandt, which placed the value at $1575.00 while in fact the valuation on the original slip is only $1130.00, making an excess and error of $445.00; and WHEREAS, an error was also made in placing a valuation of $1225.00 on the improvements on said lots, which should have been only $200.00 as $1025.00 of the improvements were placed on the lots after January 1st, 1922, and therefore not taxable for said year, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Аввеssоr and Collector be and he is hereby instructed to correct said assessments on his rolls for 1922 to show the valuation of said lots at $1130.00 and the improvements as $200.00 and take credit for the difference, or errors in assessments, as above stated. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none, Upon the recommendation of Capt. J. H. Rogers, City Marshal, Councilman Nolen nominated for appointment as regular police officers of the City of Austin, Texas, said appointmente effective June lat, 1923, to fill vacancies in the Police Department, the following: Lawrence Mills, S. L. Brown, Joe Bratton, W. H. Hill. Nominations were confirmed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen present but not voting. Councilman Nolen introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That for good and sufficient reasons shown, the fine, amounting to Twenty Dollars ($20.00), together with costs of court, assessed against R. L. Routt in W the Corporation Court of the City of Austin, Cause No. 16984, on May 21st, 1923. for operating his gasoline filling station on Sunday, be and the same are hereby remitted. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then recessed, ADJOURNED MEETING OF THE CITY COUNCIL: Austin, Texas, June 5. 1923. ! The Council met with the following members present: Mayor Yett, Councilmen Haynes and Searight, 3; absent, Councilmen Avery and Nolen. The application of W. H. MoRae & Sons to erect a temporary platform on the north side of East 6th Street and East Avenue for the purpose of giving a free entertainment and selling and advertising medicine was read and Councilman Haynes moved that the petition be granted, provided same be conducted under the supervision of the Police Department and Superintendent of Streets and Public Improvements, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes and Searight, 3; nayes, none, Councilmen Avery and Nolen absent. The Minutes of the last meeting were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery Haynes and Searight, 4; nayes, none, Councilman Nolen absent. Councilman Avery moved that the contract of the City of Austin with the Lake Austin Transportation Company be extended for a period of thirty days from this date. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. The monthly reports of Fred Sterzing, Assessor and Collector, Mrs. R. C. Walker, Pure Food Inspector, and A. S. Anderson, Public Weigher, were read and ordered filed. The bonds of Fred Sterzing as Assessor and Collector and D. B. Gracy as City Treasurer, were approved and filed. The application of P. O. Wolf for permission to erect a gasoline filling station at the corner of 43rd and Duval Streets was granted by the following vote, upon the recommendation of the Safety Committee: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent.
