Duke Clerk Mrs. Nellie Meyer Clerk John Sime Clerk, Councilman Haynes moved that the Council recess until ten o'clock A. Μ., Saturday, to consider an ordinance on charter amendments. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes, Nolen and Searight, 4; nayes, none, Councilman Avery absent. The Council then recessed, SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, September 15th. 1923. The Council met with the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. The following call of the Mayor for a special meeting of this date was read: "Austin, Texas, September 14,1923. Hon. C. N. Avery, Supt. of Parks & Public Property, Hon. H. L. Haynes, Supt. of Receipts, Disb. & Accounts, Hon. H. W. Nolen, Supt. of Police & Public Safety, and Hon. Geo. P. Searight, Supt. of Streets & Public Improvements. Gentlemen: The City Council is hereby called to meet in special session at 11 o'clock Saturday morning, September 15, 1923, for the purpose of considering and taking action on an ordinance ordering an election in the City of Austin, for the purpose of submitting to the qualified voters of said city, propositions to adopt certain amendments to the existing city charter. (Sgd) W. D. Yett, Mayor. Attest: (Sgd) Hallie McKellar, (Seal) A Assistant City Clerk. copy of the H. W. Nolen and Geo. set by the Mayor for above notice was served on C. N. Avery, H. L. Haynes, P. Searight, in person, respectively, prior to the hour the above special meeting. (Sgd) J. H. Rogers, City Marshal." The Mayor laid before the Council the following ordinance: AN ORDINANCE ORDERING AN ELECTION IN THE CITY OF AUSTIN, TEXAS, TO BE HELD ON THE 27TH DAY OF OCTOBER, A. D. 1923, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY, PROPOSITIONS TO ADOPT CERTAIN AMENDMENTS TO THE EXISTING CHARTER OF THE CITY OF AUSTIN. The ordinance was read the first time Upon motion of Mayor Yett, the rule was suspended and said ordinance was placed on its second reading by the following vote: Ayes, Layor Yett, Councilmen Avery, Haynes, Holen and Searight, 5; nayes, none. The ordinance was read the second time and upon motion of Mayor Yett, the rule was suspended and said ordinance was passed to its third reading and final passage, by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The ordinance was read the third time and passed finally by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, llolen and Searight, 5; nayes, i none. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Sea- right, 5; absent, none. Councilman Nolen moved that he be authorized to expend $200.00 out of the Public Health Appropriation in a mosquito destroying campaign. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Bearight, 5; nayes, none. The Council then adjourned. REGULAR MEETING OF THE CITY COUNCIL: bity Bar Austin, Texas, September 20, 1923. The Council was called to order by the Mayor. Roll call showed the following members present: Liayor Yett, Councilmen Avery, Haynes, Holen and Searight, 5; absent, none. Councilman Haynes moved that J. H. Freeman be granted a permit to establish a hamburger stand for one day during the Hagenbeck-Wallace Shows. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, and Nolen 4, Councilman Bearight present but not voting. Fred Wenzel appeared before the Council and complained of conditions at Eleventh Street east of Sabine Street. The Council then retired to the City Hall furnace room and destroyed by burning the following bonds, according to the certificate of the Mayor and Councilmen: "STATE OF TEXAS COUNTY OF TRAVIS CITY OF AUSTIN, 000 Austin, Texas, September 20, 1923. This certifies that the undersigned, all together and in the presence of one another, have this day destroyed by burning the following numbered and otherwise described bonds: We destroyed these bonds by burning them in the furnace at the City Hall in the City of Austin, Texas, on this 20th day of September, 1923: 191
