REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, November 01, 1923. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. Councilman Haynes moved that the reading of the Minutes of the last meetings be suspended. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Bearight, 5; nayes, none. Mayor Yett introduced the following resolution: WHEREAS, the transportation problem of the entire country is one of the most important to be considered of all problems now before the people; and WHEREAS, it is conceded that the railroad facilities at the present time are entirely inadequate to meet the demands of the government along transportation lines, notwithstanding the high rates charged; and WHEREAS, the Intracoastal Canal from New Orleans, Louisiana, to Brownsville, Texas, is now being planned by the Southern States, as well as the National Government, and surveys of the same being made by competent engineers; and WHEREAS, the importance of this great inland waterway is of vital concern not only to Louisiana and Texas, but far up the Mississippi River to the inland territory of many great cities as well; and WHEREAS, this question will be placed before the coming Congress in its next regular session, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That we do hereby heartily commend the effort in the construction of this great inland waterway and request our Representatives and Senators in Congress to give their hearty support to the project as now being planned and worked out to secure a canal 9 feet deep and 100 foot bottom, as presented to Congress by the Board of Water Engineers. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The following communication of Guy A. Collett was read and ordered filed; "October 31, 1923. Hon. Mayor and City Council, Austin, Texas. Gentlemen: At a meeting of the water Committee at the Chamber of Commerce, the procedure was discussed for the bond issues, for the filtration plant and for the public schools, The Water Committee is of the opinion that the issues should be presented to the public separately, and the school board finally agreed that they would make that request of the Council. This information is conveyed to you for your consideration, merely to indicate the judgment of the members of the committee, which has previously been allowed to consult and co-operate with the Council in the negotiations regarding the development of the filtration plant. Collett." 201 202 The application of the Gulf Refining Company to erect two electric signs was read and referred to the Safety Committee by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none, The communication of George Mendell, Attorney for C. L. Joyce, offering to lease space near railroad tracks north of Third Street adjoining the depot was read and ordered filed. The Board of Trustees of the Austin Public Schools appeared before the Council and asked that the Council call an election for the purpose of submitting to the tax payers of Austin the question of a school bond issue in the amount of $500,000.00 Councilman Haynes moved that the petition be received and filed and action upon same deferred and that the School Board be notified as soon as action could be 'had, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Bonds Sam Sparks appeared before the Council and asked that the Water Filtration the Garbage Incinerator Bonds and School Bonds be submitted at the same time Councilman Avery moved that Councilman Nolen be authorized to purchase a new boiler for the City Hospital, to be paid for out of the Hospital Bond Fund, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Bearight, 5; nayes, none, The application of Hughes Brothers to install a gasoline tank inside of the building at 107 Congress Avenue was read and referred to the Safety Committee by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; пауев, пone. The monthly reports of C. N. Avery, Superintendent Water, Light and Power Department, J. H. Rogers, City Marshal, Jas. H. Maxwell, Sealer of Weights and Measures, were read and ordered filed. Councilman Haynes moved that the City Attorney be instructed to draw an ordinance submitting the Water Filtration Bonde, Garbage Incinerator Bonds and School Bonde at one election. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then recessed to meet November 2nd, 1923. SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Austin, Texas. November 2nd, 1923. The Council met in pursuance to the following call issued by the Mayor. "SUMMONS FOR SPECIAL MEETING OF THE CITY COUNCIL. Austin, Texas, November 2nd, 1923. Hon. C. N. Avery, Supt. of Parks and Public Property, Hon. H. L. Haynes, Supt. of Receipts, Disbursements and Accounts, Hon. H. W. Nolen, Supt. of Police and Public Safety and Hon, Geo. P. Searight, Supt. of Streets and Public Improvements. Gentlemen: The City Council is hereby called to meet in special session at 7:50 o'clock, .. this day, Friday, November 2nd, 1923, for the purposes of considering and taking action on an ordinance ordering an election to obtain the consent of the qualified voters of the City of Austin, Texas, to the issuance of bonds by the City Council for the purposes of: (1) The Construction of a Water Filtration Plant and the *purchase of equipment, and sites therefor; (2) The construction and equipment of a garbage incinerator plant and the purchase of site therefor; and (3) the construction and improvement of public free school buildings and the purchase of sites and equipment therefor.
