    Approved $850,000 in bonds to fund critical infrastructure projects, including a new water filtration system, a garbage incinerator, and school improvements.
  • Railroad Land Exchange:

    Finalized a unique agreement allowing the Houston & Texas Central Railroad to build over an alley in exchange for leaving another area open for public use.
  • Developing City Safety & Infrastructure:

    Began reviewing plans to extend fire safety limits to additional city blocks and to expand a railway spur on East 4th Street.
  • Addressing Taxpayer Concerns:

    Heard multiple appeals from citizens disputing property tax valuations, deferring action on these cases for future consideration.

REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, January 31, 1924, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none, The petition of Robins & Robins, Agents, to extend the fire limits to include Block 27 was read and Councilman Haynes moved that same be referred to the Chief of the Fire Department and the Safety Committee for their report back to the Council. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none, The application of the Austin Dam & Suburban Railway to extend their spur track on East 4th Street, was read and upon motion of Councilman Searight was referred to the City Attorney to frame proper ordinance covering same, by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Avery introduced the following ordinance: AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE WATER FILTRATION BONDS OF THE CITY OF AUSTIN, TEXAS, AS, TO THE AMOUNT OF THREE HUNDRED THOUSAND DOLLARS, AND PROVIDING FOR THE PAYMENT THEREOF. The ordinance was read the first time. On motion of Councilman Avery, the rule was suspended and said ordinance was passed to its second reading, by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The ordinance was read the second time, and on motion of Councilman Avery the rule was suspended and said ordinance was passed to its third reading and final passage, by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes Nolen and Searight, 5; nayes, none. The ordinance was read the third time and passed finally by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The ordinance was read the first time. Councilman Searight introduced the following ordinance: AUTHORIZING AND GRANTING TO THE HOUSTON & TEXAS CENTRAL RAILROAD COMPANY THE PERMISSIVE USE OF THE TWENTY-FOOT ALLEY, SITUATED EAST OF ITS PASSENGER DEPOT AND GROUNDS ON THIRD STREET, BY ERECTING OVER AND ACROSS SAID ALLEY A SHED AND CONCRETE FLOORING, IN CONSIDERATION FOR WHICH THE SAID RAILROAD COMPANY AGREES AND CONSENTS TO LEAVE OPEN FOR PUBLIC USE AN OPEN SPACE ON IT'S PROPERTY LYING BETWEEN ITS PASSENGER TRACK NORTH OF SAID DEPOT AND THE SPUR TRACK SOUTH OF SWIFT & COMPANY'S PROPERTY, AND REGULATING THE USE OF EACH. Rogers, City Marshal, and C. N. Avery, Superintendent of the Water, Light and Power Department, were read and ordered filed. Councilman Nolen moved that the balance of the fine assessed against Joe Casas in Cause No. 18577 for speeding be remitted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Upon the recommendation of J. H. Rogers, City Marshal, Councilman Nolen nominated Otto Stolle as special policeman of the City of Austin. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen present but not voting. Councilman Haynes introduced the following resolution: WHEREAS, on November 21, 1923, T. B. Walling petitioned against the valuation of $3550.00 placed on 4-43/100 acres, Outlot 10, Division "Z", by the Board of Equalization for 1922; and WHEREAS, the time has long since passed for changes under the law in valuations made by the Board of 1922, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the said petition of T. B. Walling be not granted. The above resolution was granted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then recessed.. SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, February 4, 1924, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Bearight, 5; absent, none. A number of written appeals of taxpayers against the valuations as fixed by the Board of Equalization were read and action upon same was deferred, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then adjourned. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, February 7, 1924. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. The Minutes of the last meetings were read and upon motion of Councilman Haynes were adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. A. F. Lamar appeared before the Council and presented a petition signed by Clinton Owsley and others, aksing that certain street improvements be made on San Pedro Street. Councilman Haynes moved that the petition be referred to Councilman Searight. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Upon the recommendation of Capt. J. H. Rogers, City Marshal, Councilman Nolen nominated W. A. Meredith as a regular plain clothes police officer of the City of Austin, to fill a vacancy in the Department such nomination to be effective February 2nd, 1924. Nomination was confirmed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen present but not voting. Councilman Nolen nominated A. P.
