REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, July 24, 1924. The Council was called to order by the Mayor Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. The petition of J. H. F. Wenzel, asking that certain street lines and grades be given was read and Councilman Haynes moved that same be referred to the Street Commissioner. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none Bids for pumping equipment to be used at the Water Filtration Plant of Walter Tips Company, Industrial Electric Company, Connor-Hudson Company, Smith & Whitney, Schubert-Christy Construction & Machinery Company and John L. Martin were opened and read and Councilman Avery moved that all bide be referred to C. E. Leonard, City Engineer and John B. Hawley, Consulting Engineer, to tabulate compare and report back to the Council at 3:00 o'clock P. M. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Nolen introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Mayor be and he is hereby authorized and instructed to execute on behalf of the City of Austin the certain contract with The Coppedge Company of Texas, for the furnishing and conditional purchase of certain equipment for the installation and operation of a traffic signal system for the City, which contract shall be in the following terms: "THE STATE OF TEXAS # COUNTY OF TRAVIS. # KNOW ALL MEN BY THESE PRESENTS: That this agreement made this the 24th day of July, A. D. 1924, by and between City of Austin, a municipal corporation, acting by its Mayor, W. D. Yett, hereinafter called City, and C. R. Coppedge, doing business under the trade name of The Coppedge Company of Texas, hereinafter called Company, Witnesseth: 1. That for the consideration hereinafter expressed, the Company agrees to ship to the City on or about August 1st, 1924, F. O. B. Peoria, Illinois, the following equipment and at the following prices, but subject to the conditions and limitations hereinafter expressed, to-wit: 20 R. One Color Type Signals, complete with Lamps to be mounted on 7 ft. Posts, Posts to be furnished by City, and wired for Fire Control, at $85.00 each Note Install 25 Watt lamps in Pedestrial Lights 1400 Watt Semi Automatic Controller with hand control, Motor A.C. 60 cycle 110 Volts, at 1 Set of Remote control Switches 50 Ampers, 110 Volt, A.C. to be housed in Galv. Iron Container, at 20 Brackets for mounting Signals, at $5.00 each $1700 195 75 100 $2070 2. That, whereas said equipment is being supplied by the Company to the City for the purpose of installing and operating for the trial period hereinafter stated an electric signal system, the City agrees to pay all freight charges thereon from Peoria, Illinois, to Austin, Texas, and to install said system ав quickly as possible, at its own expense, after the delivery of said equipment to it, and after complete installation to operate same for a period of sixty 319 320 days 3. That at the end of said period of sixty days, the City shall either accept finally or reject the equipment so furnished by the Company. 4. That if the City should accept finally said equipment, as provided above, it hereby obligates itself to make full payment for same to the Company of the sum of $2070 not later than January 31st, A. D. 1925. 5. That if the City should reject said equipment, as provided above, it hereby obligates itself to dismantle and ship same to the Essco Manufacturing Company at Peoria, Ill., in as good a condition as when received, ordinary wear excepted, and to pay all freight drayage charges connected with such deliver; and upon the performance of such obligations the City shall be under no further obligation to the Company. Councilman Avery moved that the above resolution be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Searight introduced the following resolution: RESOLUTION ESTABLISHING THE WIDTH OF SIDEWALK AND EAST CURB LINE ON SOUTH CONGRESS AVENUE BETWEEN MILTON STREET AND GIBSON STREET. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the width of the sidewalk on South Congress Avenue on the east side of South Congress Avenue between Milton and Gibson Streets be and the same is hereby established as 25 feet; also that the curb line in the above described area be and the same is hereby designated at 35 feet from the center of South Congress Avenu Councilman Haynes moved that the above resolution be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The communication of J. B. Rector, City Attorney, on absentee voting was read and ordered filed. Petition of G. S. Edwards, et al,, asking that the City Council protect them against competition from non-resident service car drivers was read and ordered filed A communication of D. A. Gregg asking the City to reimburse him to the amount of repairs to his cer damaged by running into the base of one of the beacon lights was read and Mayor Yett moved that the communication be referred to the City Attorney and Commissioner of Police and Public Safety for their report back to the Council. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The petition of the Cargill Company, together with the Safety Committee's report on same, for permission to erect an electric sign at the Traveler's Hotel was read and Councilman Searight moved that same be declined. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Wolen and Searight, 5; nayes, none. The petition of the Cargill Company for permission to hang an electric sign at the Coffee Shop at the Stephen F. Austin Hotel, together with the report of the Safety Committee on same, was read and Councilman Searight moved that same be granted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then recessed, AFTERNOON SESSION: Councilman Nolen moved that the City Clerk be instructed to furnish the County Clerk with 250 ballots for absentee voters in the Charter Amendment election to be held August 9th, 1924. Motion lost by the following vote: Nayes, Mayor Yett, Councilmen Avery, Haynes and Bearight, 4; ayes, Councilman Nolen, The Council then recessed, SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, July 28.1924. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Holen and Bearight, 5; absent, none. Councilman Avery moved that the bid of Walter Tips Company for four pumps and all necessary electrical equipment be accepted as the best bid, and that the City Attorney, J. Bouldin Rector, be instructed to draw up contract in accordance with the bid of said Walter Tips Company. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then adjourned.
