Voters Approve New City Charter

    The council formally adopted all 22 amendments to the City Charter, which voters approved in a special August election, enacting significant changes to city governance.

REGULAR MEETING OF THE CITY COUNCIL: : ! Austin, Texas, August 28.1924. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5, absent, none. The Minutes of the last meetings were read and Councilman Haynes moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The application of the Trades Council for permission to use certain streets for the Labor Day Parade was read and Councilman Haynes moved that same be granted Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes Nolen and Searight, 5; nayes, none. The petition of Rosa B. Robinson, Mother of Roy Robinson, asking that the balance of the fine, amounting to $10.80, assessed against said Roy Robinson in the Corporation Court be remitted, was read and Councilman Nolen moved that same be remitted, as recommended by J. N. Littlepage, City Marshal. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Mayor introduced the following resolution: WHEREAS, under and by virtue of the terms of an ordinance passed by the City Council of the City of Austin, and approved by the Mayor of said city on the 19th day of June, A. D. 1924, and thereafter published according to law, after notice of intention to pass such ordinance had been published according to law, a special election was held in said city on the 9th day of August, A. D. 1924, for the purpose of the adoption or rejection by the qualified voters of said city of either or all of twenty-two certain proposed amendments to the City Charter of the City of Austin, Texas; and WHEREAS, upon consideration of said election, it appears that due notice thereof had been given, and further, upon consideration of the returns of said election, it appears that the votes cast at said election have been counted and the returns thereof made, and it further appears from said returns that there were cast in said election 4956 votes, of which number there were cast for the various propositions, proposing the amendments respectively, the following: For First Proposition 2458 votes Against First Proposition 2423 votes Majority for First Proposition 35 votes. Councilman Avery moved that the above resolution be adopted as read. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Haynes introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Ten Hundred Eighty Dollars and Twenty-five Cents ($1080.25) be and the same is hereby appropriated out of the General Contingent Fund of the 333 334 City of Austin Texas, in payment of amount due and owing by the City Assessoг and Collector for the School Fund's share of interest and penalties collected on taxes from January 1st to September 30th, 1921, (after reduction of refunds in final settlement of sundry tax settlements allowed by the City Council, amounting to $83.08) and the said amount of $1,080.25 is hereby made payable to the Treasurer of the Austin Public Schools, an itemized statement of amounts under this appropriation certified as correct by Fred Sterzing, Assessor and Collector, being made the basis of this resolution, Councilman Nolen moved that the above resolution be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The petition of 0. L. Stone, Agent for the Alabama Minstrels, asking for permission to use East Avenue for shows September 1st and 2nd, was read and Councilman Avery moved that same be granted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. : The Council then adjourned, Somsby REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 4,1924. The Minutes of the last meeting were read and Councilman Haynes moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Mayor Yett moved that the bill rendered by J. C. Brodie, amounting to $212.50, for wood for the City Hospital be ordered approved and paid, Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Avery introduced the following resolution: RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE CONTRACT WITH J. F. JOHNSON FOR THE CONSTRUCTION OF AN ADDITIONAL SEDIMENTATION BASIN IN THE WORK OF CONSTRUCTION OF THE AUSTIN FILTRATION PLANT. Whereas, the City Council after due deliberation and investigation deeme it proper and best to construct a new sedimentation basin on the east side of Shoal Creek and adjoining the present basin; Whereas, J. F. Johnson, Contractor, has submitted a proposal to construct said sedimentation basin for the sum of $25045.68; Whereas, said proposal is recommended by Major John B. Hawley, Consulting Engineer, and C. E. Leonard, City Engineer; Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Mayor be authorized and instructed to enter into a contract with
