Councilman Avery moved that the bid of Kirkwood & Wharton be accepted as the lowest and best bid, as recommended by the City Engineer, and that the City Clerk be instructed to return certified check to unsuccessful bidder, John L. Martin. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The petition of T. E. Thrasher and other residents of East Austin, asking that certain streets be improved, was read and Councilman Avery moved that the petition be referred to Geo. P. Searight, for action. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then adjourned. The Minutes of the last meeting were read and Councilman Haynes moved that the same be adopted. Kenan, General Chairman of the Armistice Day Parade Program of Travis Post No. 76, asking permission to use Congress Avenue and side streets for a parade on Armistice Day was read and Councilman Haynes moved that same be granted. A petition by the business men in the four hundredth block on Congress Avenue, asking for an extension of the parking ordinance, was read and Counoilman Haynes moved that said petition be laid over until the next regular meeting. Schulz, Superintendent of Nurses at the City Hospital, were read and ordered filed, The report of C. N. Avery, Superintendent, covering the Sewer and Plumbing Departments from January 1st, 1924, to September 30, 1924, was read and ordered filed, The financial statement of the Sewer Department for the month of September, 1924, was read and ordered filed. The report of R. E. Nitschke, City Sexton, and C. L. Woodward, Chief of the Fire Department, were read and ordered filed. Councilman Searight introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Superintendent of Streets and Public Improvements be and he is hereby authorized to purchase from the Walter Tips Company one 10-Ton 349 350 gasoline-operated road roller, with cab and curtains, according to the specifications attached to the proposal of said Company, for the price of $5400.00, f. o. b. Frankfort, New York, the payment of which shall be made out of the 1925 budget, and the City Attorney is instructed to draw a contract in accordance with the terms of this resolution. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Bearight introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Superintendent of Streets and Public Improvements be and he is hereby authorized to purchase from Fromme Motor Company one Ford touring car with Hassler shock-absorbers for the total price of Four Hundred Eighty-nine Dollars and Thirty Cents ($489.30) and to deliver to said Company one used Ford car, taking therefor credit for $159.00, making the net sum due said Company by the City, $330.30. 1 The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Councilman Searight moved that the Cuban Shows be granted permission to use one block on East Avenue south of 6th Street for one week, conditioned that a deposit of Fifty Dollars cash be made with Councilman H. L. Haynes, Superintendent of the Sanitary Department, as a guarantee that the streets would be left in as sanitary condition as they were found. AFTERNOON SESSION: Councilman Searight moved that the pay roll for guards enforcing the quarantine at the State Lunatic Asylum from September 29th to October 14th, inclusive, amounting to $1452.50, be ordered approved and paid.
