The Council then adjourned. REGULAR MEETING OF THE CITY COUNCIL: Ja Austin, Texas, March 26,1925 The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, and Searight, 4; absent, Councilman Nolen. The Minutes of the lust meeting were read and Councilman Haynes moved that same be adopted: Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 5; 4, nayes, none, Councilman Nolen absent. George Mendell, Jr., appeared before the City Council in behalf of the Volunteer Firemen's Association and asked permission for use of the City's fire apparatus for a water display on the night of April 21st, 1925. Councilman Searight moved that the Mayor be authorized to execute a contract on behalf of the City with M. G. Eckhardt, Jr., and Robert M. Turpin, Attorneys, for the purpose of collecting City Hospital accounts now due and owing up to January 1, 1925. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. The monthly reports of C. L. Woodward, Chief of the Fire Department, and W. R. Davis, Cashier of the Sewer Department, were read and ordered filed. Councilman Haynes introduced the following resolution: WHEREAS, according to attached statement from the Assessor and Collector's office, the improvements on Lots 9 and 10, Block 42, owned by Mrs. Martha W. Bloor were valued by the Unit System expert for the year 1922 at $9400.00, said improvements being one old two-story frame house assessed at $1800.00 and one brick store, 46x160 feet, assessed at a value of $7,600.00, or a total of $9,400.00, and that during the year 1923 the frame house was torn down and an additional one-story brick building, 46x160 feet, was erected on same ground, for which no permit was taken out by owned. An estimated value of $9000.00 one-third off for assessment, or a tax valuation of $6000.00 was placed on this building by the Board of Equalization and in view of the facts as stated, the owner is entitled to a reduction of the valuation of the old building, $1800.00, which, as stated, was torn down in 1923 and the total value of $15,400.00 placed on the improvements for 1924 should be $13600.00, a difference of $1800.00, Therefore, BE IT RESOLVED BY THE CITY COUCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct said assesament on his rolls and to take credit for $1800.00, amount of the correction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. Councilman Haynes introduced the following resolution: WHEREAS, the attached statement of W. A. Pillow, Member of the Board of 411 412 Equalization, acknowledges error of the Board in raising the valuation of the automobile of Mr. Taylor Saunders from $500.00, as rendered by Mr. Sanders, to $700.00, on account of misunderstanding as to the size und actual value of the car, same being a small, two-seated cor, and recommends a correction in the valuation placed on the car from $700.00 to $500.00, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to make the correction on his rolls in accordance with the recommendation. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; Nayes, none, Councilman Nolen absent. Councilman Haynes introduced the following resolution: WHEREAS, the Board of Equalization, per letter attached, explain that an error was made in raising the valuation of the improvements on Lot 7, Block 4, Outlot 32/33, Division "B", Glenwood Addition, owned by Jane Moore, from $150.00 to $300.00, said improvements consisting only of a small two room shack over thirty years old, and the value as rendered, $150.00, is deemed equitable, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct the valuation accordingly on the rolls for 1924 and take credit for the amount of reduction. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. Councilman Haynes introduced the following resolution: WHEREAS, it is shown by the records of the Assessor and Collector that the West One-half of Lot 13, Carleton's Sub-division of Outlot 1, Division "B" wаs авѕеввed in the name of Joseph W. Cloud for the year 1912 and the taxes paid on said assessment and the same property was erroneously assessed for said year in the name of "Unknown Owner" and the taxes paid by H.A.Yerwood January 24, 1925, thereby making a double payment on said West One-half of Lot 13 for the year 1912, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Olerk be instructed to draw a warrant against the General Fund in favor of H. A. Yerwood for Ten Dollars and Fifteen Cente $10.15), the amount paid by him on said erroneous assessment and the Assessor and Collector be instructed to cancel said double assessent. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. The report of the Safety Committee upon the application of Thos. W. Wilkerson for permission to erect an electric sign in the 1700 block on West 6th Street was read and same was granted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. The application of Chas. Koch to erect an electric sign at 405 West 6th Street was read and referred to the Safety Committee by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searicht, 4; nayes, none, Councilman Nolen absent. Councilman Haynes moved that the resolution dated March 19th, 1925, approving the Mayor's budget for the year 1925 be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen absent. The Council then adjourned. Griffin and other residents of the Seventh Ward, protesting against certain residents was read and no action upon same was taken. , F. C. Von Rosenberg, Attorney for the Ed H. Taylor Estate, appeared before the Council and asked that certain person property taxes on the Ed H. Taylor Estate be remitted. Councilman Haynes moved that the matter be referred to the City Attorney, for his report back to the Council. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Jas. H. Hart, Attorney for owners of gasoline curb pumps and tanks appeared before the Council and asked that the enforcement of the ordinance be withheld for the present. No action upon same was taken. The report of the Safety Committee upon the application of C. L. Solomon to erect a gasoline tank in the rear of %117 West 7th Street was read and Counoilman Avery moved that same be granted, as recommended by the Safety Committee. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Heynes, Nolen and Searight, 5; nayes, none. Will J. Dill appeared before the Council and asked that the City re-inforce the wall on Shoul Creek adjoining his property. The same was referred to the Street Commissioner. Councilmen Nolen moved that the fine assesned against H. G. Woodruff for speeding, in the amount of $12.80, be remitted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; neyes, none. Councilman Haynes introduced the following resolution: WHEREAS, it appears from the statement of the Board of Equalization herewith attached that the protest of the Pierce Petroleum Corporation against the valuation placed on property assessed to said Company for taxes of 1924 was made to said Board within the required time and that the assessment should now be corrected in accord: 410
