SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, April 09, 1925. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. Councilman Avery moved that the Mayor be authorized and directed to execute, on behalf of the City, the contract between the City of Austin and The Terrell Bartlett Engineers, Inc., whereby The Terrell Bartlett Engineers, Inc. are to make detailed design and specifications for a bridge across Barton Creek near the present bridge, for which said The Terrell Bartlett Engineers, Inc. are to be paid $850.00, all in accordance with the terms and conditions of said contract as this day prepared and presented to the City Council. The Council then adjourned. Joe Comedy City lett REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, April 9,1925. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. The reading of the Minutes of the last meeting was suspended. The petition of P. W. McFadden and other merchants on Guadalupe Street between Twenty-first and Twenty-fourth Streets, asking the City Council to pass an ordinance eliminating parallel parking, was read and Councilman Haynes moved that the City Attorney be instructed to draw an ordinance to conform to said petition. Councilman Searight moved to amend the above motion by having an ordinance drawn to retain parallel parking and fixing an hour limit. Motion lost by the following vote: Ayes, Councilman Nolen and Secright, 2; nayes, Councilmen Avery and Haynes and Mayor Yett, 3. The motion of Councilman Haynes was carried by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynen und Nolen, 4; nuyes, Councilman Searicht, Council man Haynes introduced the following resolution: WHEREAS, it apneare from the tax rolle of the City of Austin that there was asceesed against Ed H. Taylor for city taxes for each of the years 1912, 1913, and 1914, the certain item of credit amounting to $7500.00; and WHEREAS, said Ed H. Taylor is now deceased, and Mrs. Zona Taylor, his surviving wife, has made and presented to the City Counc.l her sworn statement that within her personal knowledge said Ed H. Taylor owed the Austin National Bank and other parties more than $7500.00 during each of said years; and WHEREAS, it has become evident to te City Council from such facts 415 416 that said Ed H. Taylor was entitled in law to offset his debts in said amount against his credits as asseured for said years, and therefore, that such assessments as to such credit was erroneous, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessmento against said item of credit of $7500.00 for each of said years against said Ed H. Taylor be stricken from the tax rolls for the respective years, and the City Assessor and Collector of Taxes is hereby instructed to correct said rolle in each of said respects, upon the condition, however, that the estate of Ed H. Taylor, decoused, pay all taxes otherwise due the City of Austin for the years of 1912, 1913, 1914, 1915, 1916, 1917 and 1919, together with all interest and penalties that has accrued thereon. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The monthly reports of Fred Sterzing, Assessor and Collector, C. N. Avery, Superintendent of Water, Light and Power Department, A. S. Anderson, Public Weigher, W. R. Davis, Bookkeeper Sewer Department, J. N. Littlepage, City Marshal, and Mrs. E. Schulz, Superintendent of Nurses of City Hospital, were read and ordered filed. The communication of Mrs. J. A. Wilson and other residents of Neches and Tenth Streets, complaining of the condition of the streets, was read and Councilman Avery moved that same be referred to the Street Commissioner. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The petition of J. H. Harris and others, protesting against a skating rink being erected at 1106 East 13th Street was read. Councilman Haynes introduced the following resolution: WHEREAS, it appears from the records of the Assessor and Collector's office that the improvements, consisting of a small box house built in 1885 on 50x122 feet of Outlot 61, Division "D", were rendered by the owner, Green Alexander, at a valuation of $50.00, and notwithstanding the Unit System slip does not show any improvements on said lot, the Board of Equalization placed the valuation at $395.00; and WHEREAS, said improvements, as per statement of the owner, are in a dipalidated condition and have not been occupied for any purpose for the past five years and are fully assessed at the value of $50.00, as rendered by him, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Assessor and Collector be and he is hereby instructed to correct the uscessment on his rolle for 1924 and take credit for amount of reduction. The above resolution was adopted cy the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Seari ht, 5; nayes, none. Councilman Haynes introduced the following resolution: WHEREAS, it appears from the records of the Tax Assessor and Collector's office that a clerical error was made in transcribing from the Unit slip to the Register the unit valuation of $185.00 for toxes of 1924 on Lot 1, Block 7, Outlot 47, Division "O" Riverside Addition, owned cy Mrs. L. P. Clark and erroneously placing same at $325.00, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: : That the Assessor and Collector be and he is hereby instructed to correct said assessment on his records and to take credit for $140.00, amount of reduction in the valuation, to accord with Unit System figures and correct value of the property in line with valuation placed on surrounding lots. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. The Council then adjourned. City Cafe REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, April 16,1925. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; absent, none. Councilman Haynes moved that the reading of the Minutes of the last meeting be suspended. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes, Nolen and Searight, 5; nayes, none. Superintendent A. N. McCallum and Dr. George Decherd appeared before the Council and asked that the Council include One Hundred Thousand Dollars for School Bonds in the event a bond election is called. Councilman Nolen nominated T. C. Haynes and T. P. Lock as police officers of the City of Austin, said appointments to be effective from March 12th, 1925, and April 1st, 1925, respectively. Nominations were confirmed by the following vote: Ayes, Mayor Yett, Councilmen Avery, Haynes and Searight, 4; nayes, none, Councilman Nolen present but not voting. The petition of the Austin Cattle Company and others, asking that the City Attorney file a brief at once in the meat ordinance case, was read and same was referred to the City Attorney. Commissioner Haynes, Superintendent of Receipts, Disbursements and Accounts, submitted his annual report for the year 1924 covering the General Fund, Interest and Sinking Fund, Incinerator Bond Fund and Hospital Bond Fund. 417
