SPECIAL MEETING OF THE CITY COUNCIL: i ! Austin, Texas, October 21, 1925... The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, and Nolen, 4; absent, Councilman Searight. A committee composed of A. C. Bull, Geo. T. Wicker, T. L. Ziller, O. G. Hofheinz, and W. Gillespie Stacy, appeared before the Council and presented the following recommendations, together with tabulated statement of insurance attached: "Austin, Texas, October 21,1925. To the Honorable Mayor and City Council of Austin, Austin, Texas. Gentlemen: We, your committee composed of T. L. Ziller, G. T. Wicker, W. G. Stacy, 0. G. Hofheinz and A. O. Bull, appointed by your honorable Mayor for the purpose of making recommendations regarding the City's insurance problems here- with submit the following report: 1. We have made a personal inspection of all property owned by the City of Austin and have itemized the repla coment value of all buildings and contents, and believe that these values represent a fair estimate. A detail report is attached hereto for your inspection. 2. According to our estimate, the total replacement value of all buildings, contents and insurable equipment amounts to $1,150,950.00. On this valuation, the city is now carrying $72,900.00 Fire and $70,500.00 Tornado Insurance. This represents a ratio of 15.8% insurance to value on fire insurance and 16.3% on Tornado insurance. 3. We recommend that adequate insurance as outlined in the foregoing table be carried under a blanket form approved by the State Fire Insurence Commission. We further recommend that immediate steps be taken by the City Council toward the purchase of this insurance, as a large percent of the City property is without any protection whatsoever. This committee will be glad to draw up a blanket schedule covering the items listed above. In case such a blanket form is desired, we suggest that all existing fire and tornado policies be cancelled pro rata with the permission of the State Fire Insurance Commission and be included in the blanket form. 4. We have also made a survey regarding casualty insurance of the various departments, and herewith submit the attached report and our recommendations on same. You will note that neither the fire or police or sanitary departments are carrying Workmens Compensation Insurance. The State Workmens Compensation Law now makes it practically mandatory that all employers carry this form of protection and we would urge that the City immediately comply with this requirement. We also note that while the Street and Water and Light Departments carry Automobile Public Liability and Property Damage Insurance, neither the Sanitary nor the Fire Department are covered in this respect, and we would urge that both of these departments carry this coverage, especially in view of the fact that the Fire Department automobiles constitute the most hazardous riak of any of the automobiles operated by the City. 5. We also recommend that Safe Burglary policies be carried on the safes of the Water and Light Department and the Tax Collectors Office. 6. We further recommend that workmens Compensation policy be carried on the City Hospital. 7. In our opinion a. Fire Proof Vault should be provided both for the Water and Light office and the City Olerk's office in order that valuable recorda may be preserved. 8. After you have instructed this committee definitely as to forms and amounts that you desire written, we shall be glad to assist you in apportioning this business among the local agents of this City, if it is your desire. files. 9. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Avery, Haynes, and Nolen, 4; absent, Councilman Searight. E. C. McKinnon and Jno. Butler, representing the Kiwanis Club, appeared before the Council to ask that the headlight law be enforced. The petition of P. F. Walker and other merchants of East 6th Street, asking that parallel parking be abolished on East 6th Street was read and laid over. The petition of Frank Rios, asking permission to give a Mexican tent show on East 6th Street was read and Councilman Haynes moved that same be granted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes, 2; nayes, Councilman Nolen, absent, Councilmen Avery and Searight. The resignation of Miss Anna R. Fuchs, Public Health Nurse, was read and Councilman Haynes moved that the resignation be accepted. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes and Nolen, 3; nayes, none, Councilmen Avery and Searight absent. Mayor Yett nominated Miss Harriet V. Maxwell as Public Health Nurse to succeed Miss Anna Fuchs resigned. Nomination was confirmed by the following vote: Ayes, Councilmen. Avery, Haynes, and Nolen, 3; nayes, none, Mayor Yett present but not voting, Councilman Searight absent. Councilman Avery moved that the Mayor be authorized to execute for the City of Austin contracts with the Bastrop Lignite Coal Company, the Carr Coal Company and the Big Lump & Texas Coal Company, as follows: , "THE STATE OF TEXAS COUNTY OF TRAVIS. 1 KNOW ALL MEN BY THESE PRESENTS: That the Bastrop Lignite Coal Company, а Техав согporation, having its principal office at Temple, Bell County, Texas, hereinafter called Seller, and the CITY OF AUSTIN a municipal corporation, of Travis County, Texas, acting by its properly constituted and authorized city officials, hereinafter called Buyer, have made and entered into the following contract and agreement, to-wit: Ist. In consideration of the agreements of the Buyer, and of the stipulations hereinafter contained, the Seller agrees and obligates itself to mine and sell to the Buyer as much as four hundred and eighty (480) tons of mine run lignite coal each week during the currency of this contract, and to mine and ship such lignite from time to time as it may be ordered by the Buyer; such lignite to be delivered in carload lots f.o.b. railroad cars at the Seller's mines in Bastrop County, Texas; such lignite to be used as fuel for the operation of the Buyer's steam boiler plant located at Austin, Texas. 2nd: In consideration of the foregoing, the Buyer hereby purchases and agrees to order and take and receive from the Seller the said four hundred and eighty (480) tons of lignite coal per week during the currency of this contract, and to use the same as a fuel in the operation of its steam plant at
