494 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, December 03, 1925. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor Yett, Councilmen Haynes, Nolen, and Searight, 4; absent, Councilman Avery. The Minutes of the last meeting were read and Councilman Haynes moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor Yett, Counoilmen Haynes, Nolen, and Searight, 4; nayes, none, Councilman Avery absent. J. H. W. Williams and L. L. Hogue presented a petition signed by a number of South Austin residents, asking the City Council to open at once a portion of Newning Avenue where it intersects with Turner Avenue, being the leading and longest street east of Congress Avenue in Fairview Park, and Councilman Haynes moved that same be referred to Councilman Searight. Councilman Searight introduced the following resolution: WHEREAS, by plat duly recorded in Plat Book No. 2, page 182, of the Plat Records of Travis County, Texas, and the dedication thereto attached, dated July 10th, 1909, W. K. Ward laid out and divided what is known as Ward's Addition to the City of Austin, consisting of Blocks 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10 of said addition, as shown by the aforesaid plat and dedication, and dedicated certain streets and alleys shown by said plat to the public, especially one twenty foot alley running in a northerly and southerly direction, bounded on the west side by blooks 7 and 8 and on the east side by Blocks 5 and 6 of said addition; and WHEREAS, by plat recorded in Book No. 3, page 47 of the Plat Records of Travis County, Texas, and dedication thereto annexed, dated October 16, 1916, W. Натреr laid out a re-subdivision of the aforesaid Blocks No. 5, 6, 7, and 8 and by the said re-subdivision the alley laid out in the Ward's Addition between Blocks No. 7 and 8 on the west side and 5 and 6 on the east side, was closed, and two new alleys running in easterly and westerly directions were opened up and dedicated to the public as shown by said last mentioned plat; and WHEREAS, the City of Austin has recognized the plat of said re-subdivision and certain lots have been sold with reference thereto, and no reason exists for the alleys as laid out in Ward's Addition between Lots 7 and 8, and 5 and 6, as aforesaid, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the mayor of Austin, Texas, W. D. Yett, be and he is hereby authorized and directed to execute and deliver to W. A. Harper, his heirs and assigns, a good and sufficient quitclaim deed to all interest which the City of Austin may have to the aforesaid alley twenty feet wide lying east of Blocks 7 and 8, and west of Blocks 5 and 6 of Ward's Addition to the City of Austin, as shown by plat recorded in Book 2, page 182 of the Plat Records of Travis County, Texas, except the part of such alley which underlies the alleys in Harper's re-subdivision of said blocks 5, 6, 7, and 8 as shown by plat recorded in Book 3, page 47 of the Plat Records of Travis County, Texas, and the aforesaid alley is hereby declared closed and it is further declared that said alley is no longer a part of the streets and alleys of the City of Austin, Texas. The above resolution was adopted by the following vote: Ayes, Mayor Yett, Councilmen Haynes, Nolen, and Searight, 4; nayes, none, Councilman Avery absent. The monthly reports of Fred Sterzing, Assessor and Collector, A. S. Anderson, Public Weigher, and Mrs. R. C. Walker, Pure Food Inspector, were read and ordered filed. , Councilman Searight moved that the City Engineer be instructed to notify C. S. Kirkpatrick Superintendent of construction of the Coast Lines, that a clearance of 14 feet above the street car rails under the railroad bridge at the extension of West 6th Street be required. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes, Nolen, and Searight, 4; nayes, none, Councilman Avery absent. Councilman Haynes laid before the Council the following communication: "Austin, Texas, December 3,1925. Hon. Mayor and Council, Gentlemen: I have pleasure in reporting assessed values, as shown by the records of the office, for the year 1925, as follows: Value of Real Estate --- Value of Personal Property ------ $30,782,284.00 8.502.372.00 Total Values $39,284,656.00 Respectfully submitted, (Sgd) Fred Sterzing, Assessor and Collector." The following communication of H. L. Haynes was read: To the Honorable Mayor and City Council, City of Austin, Texas. Gentlemen: "Austin, Texas, December 3, 1925. I respectfully submit for your consideration an ordinance fixing the tax rate of the city, for all purposes, for 1925 at $2.20 per $100.00 valuation, a reduction from $2.30 for 1924; the reduction being made in the Interest and Sinking Fund, which is made possible on account of the decrease in our bonded debt by redemption of bonds. I beg to call attention to the fact that by reason of overdrafts in several departments (beyond the appropriations made in the budget) being less than the previous year, the City is in fine financial condition, probably better than that of any other city in the State, and I congratulate the administration on being able to make the reduction in the tax rate suggested and ask the adoption of the ordinance. Respectfully submitted, (sgd) H. L. Haynes, Commissioner Receipts, Disbursements and Accounts." Councilman Haynes introduced the following ordinance: AN ORDINANCE FIXING AND LEVYING MUNICIPAL TAXES FOR THE CITY OF AUSTIN, TEXAS, FOR THE YEAR A. D. 1925. The ordinance was read the first time and Councilman Haynes moved that the 495 496 rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor Yett, Councilmen Haynes, Nolen, and Searight, 4; nayes, none, Councilman Avery absent. The ordinance was read the second time and Councilman Haynes moved a further suspension of the rule and the ordinance placed on its third reading and final равваде. The following ordinance was laid before the Council: AN ORDINANCE REGULATING THE INSPECTION, SALE AND DELIVERY OF MEAT, THE ESTABLISHMENT AND OPERATION OF MEAT ESTABLISHMENTS AND SLAUGHTERING ESTABLISHMENTS, AND PROVIDING FOR THE LICENSING THEREOF, PROVIDING FOR A MEAT INSPECTOR, SPECIFYING FEES FOR INSPECTION, PRESCRIBING A PENALTY FOR THE VIOLATION OF THE ORDINANCE, AND REPEALING ALL ORDINANCES IN CONFLICT. After a full public hearing upon the above ordinance, the Council took same under advisement. The Council then adjourned. Crawford and other residents of Hyde Park waв read and upon motion of Councilman Haynes was referred to the City Engineer for his report back to the Council.
