REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 9,1926, The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Barker, Mueller, and Pannell, 4; absent, Councilman Reed. Councilman Pannell moved that the Council proceed with the consideration of the milk ordinance. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. Mayor McFadden then laid before the Council the following ordinance: AN ORDINANCE REVISING CHAPTER TITLE OF THE REVISED ORDINANCES OF THE CITY OF AUSTIN, TEXAS, RELATING TO DAIRIES AND MILK, ADOPTED BY THE CITY COUNCIL ON THE DAY OF 1926, DEFINING "MILK AND CERTAIN MILK PRODUCTS","MILK PRODUCER," "PASTEURIZATION", ETC. PROHIBITING THE SALE OF ADULTERATED AND MISBRANDED MILK AND MILK PRODUCTS, REQUIRING PERMITS FOR THE SALE OF MILK AND MILK PRODUCTS, RÉGULATING THE INSPECTION OF DAIRY FARMS AND MILK PLANTS, THE TESTING, ORADING, LABELING, PLACARDING, PASTEURIZATION, REGRADING, DISTRIBUTION, SALE AND DENÁTURING OF MILK AND MILK PRODUCTS, PROVIDING FOR THE PUBLISHING OF MILK GRADES, THE CONSTRUCTION OF FUTURE DAIRIES AND MILK PLANTS, THE ENFORCEMENT OF THIS ORDINANCE, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. The ordinance was read the first time and Councilman Barker moved that the Mayor appoint a special time for the further consideration of said milk ordinance. Motion prevailed by the following vote: Ayes, Mayor McFadde, Councilmen Barker, Mueller, Pannell, 4; nayes, none, Councilman Reed absent. Mayor MoFadden introduced the following ordinance: AN ORDINANCE PRESCRIBING THE REGULATIONS UNDER WHICH AUSTIN STREET RAILWAY COMPANY, A STREET RAILWAY CORPORATION, IS AUTHORIZED TO OPERATE MOTOR BUSES FOR CARRIAGE OF PASSENGERS FOR HIRE IN CONNECTION WITH ITS STREET RAILWAY SYSTEM. The ordinance was read the first time and Councilman Pannell moved that the rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. The ordinance was read the second time and Councilman Pannell moved a further suspension of the rule and the ordinance placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. The ordinance was read the third time and Councilman Pannell moved that same be finally passed. Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. Councilman Pannell moved that City Manager Johnson be authorized to charge off of the City's books as uncollectible all fines imposed in the Corporation Court prior to January 1, 1925. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. Councilman Pannell moved that the City Manager be authorized to enter into a contract for the purchase of water meters at such price upon such terms, and for such duration of time as will be most advantageous , to the City. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. 605 606 Councilman Barker moved that the Council adjourn subject to the call of the Mayor.
