O.W.MFanden Mayor SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, September 14, 126 The Council was called to order by the Mayor Roll call showed the following members present: Mayor McFadden, Councilmen Barker, Mueller, and Pannell, 4; absent, Councilman Reed. Mayor McFadden stated that the meeting was called for the purpose of opening bide for the construction of a city jail and vault, heating of same, etc. The following bids were opened and read: A. A. Wattinger, lowest bidder, said bid being in the sum of $4300.00, in accordance with contract to be executed by City Manager Johnson and Architect Kuehne, and hold in abeyance to some indefinite future date the bids for the construction of a city jail. The Minutes of the last meetings were read and Councilman Barker moved that same be adopted, with the following amendment: That the word, "certified" be stricken from the ninth line of the tabulation of bids in the Minutes of the special meeting of September 14th. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, and-Pannett, 3; nayes, none, Councilmen Reed and Pannell absent. Councilman Barker moved that the Council defer further consideration of the letting of the contract for the building of a jail until the next regular meeting of the Council. Councilman Barker moved that the City Manager be authorized and directed to execute a contract between H. E. Wattinger and the City of Austin for the construction of a fire-proof vault for the housing of the records of the City according to the form as presented by the architect and subject to certain changes recommended by the City Attorney, said contract as revised to be approved by the City Attorney. Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Barker and Mueller, 3; nayes, none, Councilmen Pannell and Reed absent. Mayor McFadden introduced the following ordinance: AN ORDINANCE PROHIBITING THE SALE, DELIVERY OR PURCHASE OF GASOLINE FROM TANK WAGONS OR OTHER MOVABLE TANKS EXCEPT AS PROVIDED IN SAID ORDINANCE, PRESORIBING PENALTIES AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH. The ordinance was read the first time and laid on the table. Councilman Pannell entered the Council Chamber. Councilman Mueller moved that the bill of H. F. Kuehne, Architect, in the sum of $645.00 for 3% commissions for plans and specifications for vault and jail costing $21,504.12, be ordered paid. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, and Pannell, 4; nayes, none, Councilman Reed absent. Councilman Mueller moved that the Council comply with the request of the Texas State Exposition for fire protection at Camp Mabry during the Ехровіtion, from October 4th to 10th, inclusive, and that the City Manager be directed to cooperate in every way possible for the success of the Exposition.
