The Minutes of the last meeting were read and same were adopted by the following vote: Aves, Mayor McFadden, Councilmen Barker and Pannell, 3; nayes, none, Councilmen Mueller and Reed absent. The Mayor introduced the following ordinance: AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE SCHOOL BONDS OF THE CITY OF AUSTIN, TEXAS, TO THE AMOUNT OF ONE HUNDRED AND FIFTY THOUSAND DOLLARS, AND PROVIDING FOR THE PAYMENT THEREOF. The ordinance was read the first time end laid over. Councilman Barker moved that the Council adjourn. Motion prevailed by the following vote: Ayes, Mayor YcFedden, Councilmen Barker and Pannell,3; neyes, none, Councilmen Mueller and Reed absent. The Council then adjourned. Councilman Reed entered the Council Chamber. A committee, composed of Judge Wilcox, representing the Austin Street Railway Company, and residents of Duval Street, appeared before the Council to protest against the character of pavement to be laid on Duval Street. They were advised by the Council to meet with them again at their next regular meeting. Veyor McFadden laid before the Council the following ordinance: AN ORDINANCE CREATING THE CITY PLAN COMMISSION AND DEFINING ITS MEMBERSHIP, PURPOSES AND FUNCTIONS. The ordinance was read first time and laid over. Mayor McFadden leid before the Council for its second reading the following ordinance: 6. 9 10 AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE SCHOOL BONDS OF THE CITY OF AUSTIN, TEXAS, TO THE AMOUNT OF ONE HUNDRED AND FIFTY THOUSAND DOLLARS, AND PROVIDING FOR THE PAYMENT THEFEOF. The ordinance was reed the second time and Councilman Mueller moved that the rule be suspended and the ordinance placed on its third reading. and final passage. Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Berker, Mueller, Pannell, and Reed, 5; nayes, none. The ordinance was read the third time and Councilman Yueller moved that same be finally passed. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, Pannell, and Reed, 5; nayes, none. Dr. Thomas 7. Currie, representing the Board of Directors of the University Young Men's Christian Association, appeared before the Council in the matter of having the assessment against their property for the year 1912, same being still unpaid, cancelled. Councilman Reed moved that the City Attorney be instructed to draw proper resolution covering the matter. Motion was seconded by Councilman Barker, and same carried by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Mueller, Pannell, and Reed, 5; nayes, none. City Manager Johnson laid before the Council an estimate of the cost of topping, with light asphalt paving, Laurel Lane from Speedway to Hemphil1 Street, together with petition of the residents along said street asking for such pavement. The Council instructed the City Attorney to prepare proper resolution covering this work. City Manager Johnson laid before the Council a communication from the colored people of the City asking that a playground be provided for them. The matter was referred to the City Manager and City Attorney to ascertain what arrangements could be made. The proposal of Mrs. Margaret Moore to deed one lot to the City in consideration of the City's paying the delinquent taxes assessed against her property, both State, County and City, was referred to the City Manager with instructions to ascertain the value of the lot and what kind of a trade could be made with the State and County with reference to their claim. Councilman Barker moved that the City Manager be authorized to employ e valuation expert to assist the Tex Department in revising the tax rolle of the City of Austin and making such improvement in the system of assessing and collecting as might be advisable. Motion was seconded by Councilman Connell Zerker and carried by the following vote: Ayes, Mayor MoFadden, Councilmen Barker, Mueller, Pannell, and Reed, 5; nayes, none. City Maneger Johnson advised the Council of the sale of a Buick car helonging to the City to C. J. Baldwin for the sum of $500.00, and that he had an offer of $250.00 on a Marmon car belonging to the City.
