McFadden. Austin, Texas, January 13, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Barker, Pannell, and Reed, 4; absent, Councilman Mueller, deceased. Councilman Pannell moved that the Council recess until 11:00 o'clock Friday morning out of respect to the memory of their late Councilman, Robt. Mueller, deceased, and in order that the Council might attend the funeral of said Councilman. Councilman Reed entered the Council Chamber. Mayor McFadden laid before the Council the following resolution: 23 24 RESOLUTION. WHEREAS, In the wisdom of our Heavenly Father, who doeth all things well, it has pleased Him to call our friend and co-worker, ROBERT MUELLER, from this life to the higher life with Him; and WHEREAS, In the passing of our friend, we, the City Council of the City of Austin, are conscious of having sustained a loss well nigh irreparable; for in the life and service of Robert Mueller were exhibited a character so noble, strong and steadfast; a spirit so gentle, sweet, yet courageous; a nature so tender, reserved and trustworthy, that to have been associated with him, to have labored with him was a blessing and a benediction, , Therefore, BE IT RESOLVED BY THE CITY COUNCIL ASSEMBLED: That we reverently express: FIRST: Our profound gratitude to God for his exemplary life and generous service; SECOND: Our deep sense of personal loss of a friend and associate; THIRD: Our City's overwhelming loss of a wise councillor, a loyal and devoted worker for its best interests; FOURTH: Our sincere sympathy to his well beloved family and friends in their great bereavement; and BE IT FURTHER RESOLVED: That a page of our Minutes be set aside for the proper recording of this resolution, and that copies be sent to the family and the press. ..... *** The foregoing resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Reed, 4; nayes, none. Councilman Pannell moved that the Council accept the invitation of the Library Association to visit its new building at twelve o'clock noon, Monday, January 17th, and that said Association be notified of the acceptance by the Council of this invitation. Head appeared before the Council with reference to the contemplated contract of the Texas Power & Light Company with the City of Austin. After a discussion of same, Councilman Reed moved that the committee appointed by the Council be requested to continue its negotiations with the Texas Power and Light Company and submit their recommendations to the Council, to be used as a basis for a contract with said company. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Reed, 4; nayes, none. Mayor McFadden laid before the Council the following resolution: WHEREAS, improvements shown on Lots No. 6 and 7, Block 4, Outlot 14, Division "C", Ideal Place, for the year 1926 at a valuation of $1,300.00; and WHEREAS, it has been made known to the City Council that the improvements shown thereon did not exist on January 1st, 1926, and that the assessment thereof for taxing purposes was in error; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessment of said property be eliminated from the rolls of the City Tax Assessor & Collector and he is hereby instructed to change his rolls accordingly, and to take credit therefor. The above resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Reed, 4; nayes, none. H. West for the year 1926 include taxes on personal property of an assessed value of $350.00; and WHEREAS, it has been made known to the City Council that said personal property was not located within the City of Austin January 1st, 1926; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessment of such said personal property of a valuation of $350.00 be stricken from the rolls of the City Tax Assessor & Collector and he 25 26 is hereby instructed to change his rolls accordingly and to take credit therefor. Councilman Reed moved the adoption of the above resolution. Motion was seconded by Councilman Reed and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Reed, 4; nayes, none. Councilman Reed moved that the application of Pierce Petroleum Company to install an underground gasoline tank and pump at Test 31st and Speedway, be granted. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker and Reed; Councilman Pannell voting aye,conditionally. Mayor McFadden laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the following areas in the following streets in the City of Austin be paved with permanent pavement at the earliest practicable time, of such material as the City Council may hereafter determine, to-wit: (1) Abutting the west side of the S.W. 1/4 of Outlot 26, in Division "E", on Rio Grande Street; Block 77, on West Avenue; (2) Abutting Lot 8, (3) Abutting Lot 4, Block 9, on East lst Street; (4) Abutting Lot 5, Block 164, on Red River Street; and (5) West 5th Street, from the west line of Lavaca Street to the west line of Guadalupe Street. BE IT FURTHER RESOLVED: That the City Manager be and he is hereby authorized and instructed to at once issue and advertise a proposal for bids to pave the above mentioned areas, of various material, said bids to be opened and considered on January 27, 1927, and the materials for such pavement to be hereafter determined upon in the action of the City Council upon said bids. Mayor NoFadden laid before the Council the following resolution: WHEREAS, there was assessed on Lots 5 and 6, Block 107, against J. L. Hunter for city taxes for the year 1926, certain improvements at the value of $5000.00; and WHEREAS, on the 1st day of January, 1926, there were no improvements on said premises of any taxable value, same having been practically destroyed by fire; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Assessor & Collector of Taxes be instructed to charge off said improvements on his rolls.
