28 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, January 20, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Pannell, and Reed, 3; absent, Councilman Barker. The Minutes of the last meeting were read and Councilman Reed moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Pannell, and Reed, 3; nayes, none, Councilman Barker absent. City Manager Johnson laid before the Council the Budget of the City of Austin for the year 1927. Mayor NoFadden asked that its acceptance and approval be deferred until the return of Councilman Barker. Mayor McFadden laid before the Council for its second reading the following ordinance: AN ORDINANCE PROHIBITING THE SALE, DELIVERY, OR PURCHASE OF GASOLINE FROM TANK WAGONS OR OTHER NOVABLE TANKS, EXCEPT AS PROVIDED IN THIS ORDINANCE, PRESCRIBING PENALTIES, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH. The above ordinance was read the second time and laid over. amounting to $22.80, Councilman Reed moved that the fine and costs'assessed by a former administration against W. H. Todd for speeding, Cause No. 20712, in the Corporation Court, be remitted; in view of the evidence presented by said W. H. Todd showing that Ex-Commissioner Geo. P. Searight had repeatedly assured him that this fine would be remitted, for the reason that there was some doubt as to whether it was really a violation of the law, or just a personal spite on the part of the officer who arrested him. Motion was seconded by Councilman Pannell and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Pannell, and Reed, 3; nayes, none, Councilman Barker absent. , The Council was asked to open the specifications for sanitary sewer pipe and include concrete pipe as well as vitrified clay pipe. A lengthy discussion was had on this subject. Messrs. Chas. Page and Dave Hewlett representing the concrete pipe industry, and Mr. Uel Stephens the vitrified clay pipe. After both sides had been heard, Councilman Reed moved that the gentlemen giving this information be thanked, and the matter laid over until a more complete study and test could be made by the City Engineer. Motion was seconded by Councilman Pannell and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Pannell and Reed, 3; nayes, none, Councilman Barker absent.
