REGULAR MEETING OF THE CITY COUNCIL: : Austin, Texas, February 24,1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Pannell, and Steck, 3; absent, Councilmen Barker and Reed. The Minutes of the last meeting were read and Councilman Pannell moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Pannell and Steck, 3; nayes, none, Councilmen Barker and Reed absent. Councilman Reed entered the Council Chamber. Mayor McFadden moved that City Manager Johnson be authorized to issue a permit to R. C. Stovall to connect his premises with the Penn Field Sewer Line. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Pannell Reed, and Steck, 4; nayes, none, Councilman Barker absent. Dr. L. L. Campbell, Chairman of Committee on Arrangements, appeared before the Council in the interest of the Colored Knights of Pythias Convention to be held in this City beginning June 5th, 1927, and requested the Council to grant them the use of Wooldridge Park on the night of June 6th for their Jubilee Concert, and also to request the Board of Control or the Legislature to grant them the use of the House of Representatives for their Memorial Service on the evening of June 5th.. Councilman Reed moved that the Council request the Board of Control or the Legislature to grant them the use of the House of Representatives on this occasion and that the Council co-operate with said Association in every way possible. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Pannell, Reed, and Steck, 4; nayes, none, Councilman Barker absent. , A committee representing the gasoline dealers of the City were heard with reference to the passage of a proposed gasoline ordinance. After a lengthy discussion of the same, the City Attorney was instructed to draw an ordinance that would meet all the requirements and be acceptable to all parties concerned. Councilman Barker entered the Council Chamber. Messrs. Page and Hewlett were heard with reference to the use of concrete sewer pipe in the City. After a discussion of the matter, the City Attorney was instructed to draw an ordinance covering the use of both concrete and vitrified clay sewer pipe and submit same to the Council at the earliest date possible. Mayor McFadden laid before the Council the following ordinance: An ORDINANCE ORDERING A GENERAL ELECTION FOR THE PURPOSE OF ELECTING FIVE COUNCILMEN OF THE CITY OF AUSTIN, FOR THE TERM OF TWO YEARS BEGINNING MAY 1, 1927, DESIGNATING THE POLLING PLACES IN THE VARIOUS WARDS, APPOINTING ELECTION JUDGES AND ELECTION CLERKS, AND PROVIDING THE PROCLAMATION OF SAID ELECTION. The ordinance was read the first time and Councilman Reed moved that the rule be suspended and the ordinance placed on its second reading. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none, The ordinance was read the second time and Councilman Reed moved a further suspension of the rule and the ordinance placed on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor 63 64 MoFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. The ordinance was read the third time and Councilman Reed moved that same be finally passed. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. Mayor McFadden, laid before the Council the following ordinance: AN ORDINANCE AMENDING SECTION 4 OF THE ORDINANCE ENTITLED, "AN ORDINANCE PRESCRIBING THE QUALIFICATION OF THE CITY MANAGER, REQUIRING AND DETERMINING HIS BOND, FIXING HIS SALARY, AND REQUIRING OF HIM THE PERFORMANCE OF OTHER DUTIES THAN EXPRESSLY PROVIDED BY THE CHARTER". The ordinance was read the first time and Councilman Reed moved a suspension of the rule and the placing of the ordinance on its second reading. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none, The ordinance was read the second time and Councilman Reed moved a further suspension of the rule and the placing of the ordinance on its third reading and final passage. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. The ordinance was read the third time and Councilman Reed moved that same be finally passed. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. Councilman Reed moved that the report of the Safety Committee on the application of Ewell Nalle to install a 1500 gallon fuel oil tank under the sidewalk in front of his building on Brazos Street just north of the Driskill Hotel, be approved, and that permit be granted under the conditions set forth in said report. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. City Manager Johnson laid before the Council the matter of purchasing a new pumper for the East Austin Fire station. No action was taken on the matter. City Manager Johnson laid before the Council communication from A. W. Griffith in behalf of the request of Little Theatre for free water and light at their building over Seventh Street and Congress Avenue. The communication was referred to the City Attorney for his report back at the next meeting of the Council. Austin City Manager Johnson laid before the Council request of the Public Library Association for free water and light service at the library building, 9th and Guadalupe Streets. Councilman Reed moved that the City Manager be authorized to grant this request. Motion prevailed by the following vote: Ayes, Kayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. City Manager Johnson laid before the Council the matter of installing a septic tank at the Tourist Camp Grounds at Barton Springs, the cost of same to be approximately $1700.00. The Council instructed City Manager Johnson to make such installation. , Councilman Reed moved that the Council recess subject to call of the Mayor. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nayes, none. The Council then recessed. Approvedy Layor.
