74 AN ORDINANCE PRESCRIBING AND ADOPTING SPECIFICATIONS FOR PIPE TO BE USED FOR SANITARY BEWERS IN THE CITY OF AUSTIN, REGULATING THE USE OF SUCH PIPE, AND PROVIDING PENALTIES. The above ordinance was read the first time and laid over. Councilman Barker moved that the City Manager and City Clerk be authorized to open the ballot boxes in order to prepare same for the municipal election to be held April 4th next. Motion was seconded by Councilman Reed and same prevailed by the following vote: Ayes, Mayor McFadden, Councilman Barker, Pannell, Reed, and Steck, 5; nays, none. City Manager Johnson laid before the Council expense account of Orin E. Metcalfe, City Engineer, in the amount of $23.72, incurred on his visits to San Antonio and Fort Worth in the investigation of the use of cement-concrete sewer pipe in said cities. Councilman Reed moved that the bill be ordered paid. Motion was seconded by Mayor McFadden and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. for Hyde Park Floral Company John Cofer, Attorney, presented a request to the Council for an adjustment in the assessment of the South one-half of Lot 5, Block 111, City of Austin. Councilman Barker moved that the matter be referred to the City Attorney for his report back to the Council. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. City Manager Johnson laid before the Council the application of A. P. Dobrowolski to install an underground gasoline storage tank at 1510 Rosewood Avenue, together with the report of the Safety Committee upon same. Councilman Reed moved that the permit be granted in accordance with the recommendations of the Safety Committee. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. Councilman Reed moved that the Council recess, subject to call of the Motion prevailed by the following vote: Ayes, Mayor KoFadden, CouncilMayor. men Barker, Pannell, Reed, and Steck, 5; nayes, none. The Council then recessed. O. V. M. Fadden SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, March 13,1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; absent, none. Mayor McFadden stated that the meeting was called for the purpose of selecting a temporary city manager to perform the duties of this office during the present disability of City Manager Johnson on account of illness; and also for the selection of a temporary public health officer. Councilman Reed moved that J. Bouldin Rector be appointed temporary City Manager. Councilman Barker seconded the motion, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; naye, none. Councilman Reed moved that Dr. Lee Edens be appointed temporarily to act as Public Health Officer for the City. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. Councilman Pannell moved that the Council recess, subject to call of the Mayor. M Fadden REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, March 17, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; absent, Councilman Reed. The Minutes of the last meeting were read and Councilman Barker moved that same be approved as read. Motion was seconded by Councilman Pannell and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden laid before the Council the following resolution: WHEREAS, Lot 23, Outlot 55, Division "B", City of Austin, Texas, together with the improvements thereon owned by John A. Gracy has been assessed for City taxes for the year 1926 at a valuation of $1,450.00; and , WHEREAS, it has been disclosed that said assessment included the improvements on said lot and said improvements have been shown to be worthless, and that $800.00 was a fair valuation of said property on January 1st, 1926; Therefore, BE IT RESOLVED BY THE CITY COUNCIL CITY OF AUSTIN, TEXAS: That said assessment be changed from $1,450.00 to $800.00, and that the City Tax Assessor and Collector be instructed to make such change on his rolls. Councilman Pannell moved the adoption of the above resolution. Motion was seconded by Councilman Barker and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; neys, none, Councilman Reed absent.. Mayor McFadden laid before the Council the following resolution: WHEREAS, the merchandise contained in "My Hat Shop", located at 914 Congress Avenue, Austin, Texas, was assessed for taxes for the year 1926; and WHEREAS, H. Segal, owner of said establishment has made an affidavit that said merchandise was not in the City of Austin, Texas, on January 1st, 75
