  • Traffic Fines & Utility Negotiations:

    Many citizens had court costs remitted after paying traffic fines. The city also approved revised compensation for consultants advising on negotiations with the Texas Power & Light Company, funded from the Water and Light Fund.
  • Major Infrastructure Upgrades:

    Resolutions were passed to accept the newly completed Barton Creek Bridge and to approve improvements for several key streets, including Rio Grande, West 5th, West Avenue, Red River, and East 1st Streets.
  • Property Tax Corrections & Refunds:

    The city addressed multiple cases of erroneous or excessive property tax assessments, approving refunds and corrections for several property owners.
  • Public Space & Advocacy:

    Two alleys were officially closed, one after citizen protests were withdrawn. Additionally, a council member was excused to protest a proposed increase in fire insurance rates for Austin.

88 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the alley traversing Block No. 39 in the City of Austin, Travis County, Texas, be and the same is hereby vacated and closed. Councilman Barker moved the adoption of the above resolution. Motion was seconded by Councilman Steck and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Aoting City Manager Rector laid before the Council letter from City Engineer Metcalfe recommending the acceptance by the City of the Barton Oreek Bridge, and also letter from Terrell Bartlett Engineers, Inc., Designers of said structure, stating that same has been completed in accordance with specifications. Acting City Manager Rector was instructed to draw proper resolution accepting said work and present. same to the Council at its next meeting. Acting City Manager Rector was instructed to draw resolution granting to M. R. Crockett temporary use of the ground in front of his filling station at the corner of Riverside Drive and South Congress Avenue, same being the theoretical line of the sidewalk on South Congress Avenue, and present same to the City Council. Councilman Barker moved that the Council recess, subject to call of the Mayor. Motion prevailed by the following vote: Ayes, Mayor Mofadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. The Council then recessed. REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, March 31, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor KoFadden, Councilmen Barker, Pannell, and Steck; 4, absent, Councilman Reed. Councilman Reed entered the Council Chamber. The Minutes of the last meeting were read and Councilman Barker moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. B. F. Logan presented to the Council a petition signed by residents of Aldridge Place, requesting that North Guadalupe Street be opened up for one blook north from Twenty-ninth Street. Councilman Barker moved that the matter be referred to the City Engineer and City Manager for report to the Council, with recommendations, at the next regular meeting. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. Acting A communication from the Becker Lumber Company, requesting permission to lay a spur track to their property facing south on East 4th Street, was read and Councilman Barker moved that the request be referred to the City Engineer and Acting City Manager for report back to the Council at its next regular meeting. The Mayor laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That Section Two of the certain resolution passed by the City Council March 24, 1927, to employ R. A. Thompson and G. R. Kenny to advise with the City of Austin on negotiations with the Texas Power & Light Company, which resolution is recorded in Minute Book 10, page 67, be and the same is hereby amended to read as follows: That the said G. R. Kenny be paid for his services the sum of $100.00 per day of actual work and expenses incurred in behalf of said employment, provided that the said compensation and expenses shall not exceed the sum of $2,000.00; and the said R. A. Thompson shall be paid for actual expenses in connection with said employment, but shall receive no further compensation; and such amounts as may be necessary to pay the compensation and expenses of said Kenny, as above provided, and the expenses of said Thompson, as above provided, shall be appropriated from time to time out of the Water and Light Fund of the City of Austin, Texas. The above resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. A communication from Burt Brydson, asking for an adjustment of the taxes on Lot 5, Block 2, Outlot 70, Division "D", owned by him, was read and Councilman Barker moved that the matter be referred to the City Attorney for report to the Council at its next regular meeting. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, Reed, and Steck, 5; nays, none. Councilman Barker moved that in view of the written withdrawal of the protest of citizens in Hyde Park against the closing of a certain alley, the resolution introduced at the last meeting of the City Council on March 24, 1927, and recorded in the Minutes hereof, at page 78, be adopted. Councilman Reed was then excused from the Council Chamber in order to appear before the State Fire Insurance Commission to protest against a contemplated raise in the fire insurance rates for the City of Austin. Mayor HoFadden laid before the Council the following resolution: WHEREAS, Lots Nos. 7 and 8 in Block 82 in the City of Austin, Texas, was assessed in the name of Albert S. Grant and others for City taxes for the years 1922 and 1923, in the sum of $14,155.00; and WHEREAS, according to the Unit System applied by the City at the time of such assessment, said lots showed an actual full value of only $13,320.00; and WHEREAS, said lots should have been assessed for said years at two-thirds of $13,320.00, the full value thereof, which two-thirds is $8,880.00, making a difference of $5,275.00 excessive assessment for each year; and WHEREAS, the amount of excessive taxes for the year 1922, at $2.15 on the $100.00 on $5,275.00 18 $113.41, and the amount of excessive taxes for the year 1923, at $2.35 on the $100.00 on $5,275.00 is $123.96, and these amounts should be refunded to the owners of said property on account of said errors; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the amount of $237.37 be refunded to the said Albert S. Grant and others for said excessive payments, and the City Manager is instructed to execute a warrant for said amount. Councilman Steck moved the adoption of the above resolution. Motion was seconded by Councilman Barker and same prevailed by the following vote: Ayes, Mayor Mofadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden laid before the Council the following resolution: WHEREAS, the improvements on Lot No. 9, Block 172, City of Austin, Texas, owned by J. G. Knape, were assessed for taxes for the year 1926; and WHEREAS, it appears from the affidavit of said J. G. Knape, the owner of said property, that there were no improvements on said property January 1st, 1926, and the City Council so finds; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Tax Assessor and Collector be instructed to strike said assessment as to said improvements from the rolls. Councilman Barker moved the adoption of the above resolution. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden laid before the Council the following resolution: WHEREAS, Lot No. 1 in the subdivision of 24 acres off the West side , , of Outlot No. 8 in Division "0" City of Austin, Texas, together with the improvements thereon, owned by G. L. Peterson was assessed for City taxes for the year 1926, in the aggregate sum of $1,950.00; and WHEREAS, it is shown that said assessment is excessive and that same should be corrected; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: THAT said assessment on said lot and improvements be corrected and changed to the sum of $1,480.00, and the City Tax Assessor and Collector is instructed to change his rolls accordingly. Councilman Pannell moved the adoption of the foregoing resolution. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden laid before the Council the following resolution: WHEREAS, there was assessed for City Taxes for the year 1926 against certain improvements alleged to have been situated on 20 feet East side of Lot No. 4 and 50 feet East side of Lot 3, Block 1, Outlot 74, Division "D", University Heights Addition, City of Austin, Texas, in the name of Jack P. Padgett at the sum of $3,850.00; and WHEREAS, it has been estimated that on January 1st, 1926, there were no improvements on said property of substantial and definite value, and for said reason the assessment should be corrected in said particular; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said assessment be stricken from the rolls and the City Tax Assessor and Collector is instructed to correct his rolls accordingly. Councilman Barker moved the adoption of the above resolution. Motion prevailed by the following vote: Ayes, Mayor Hofadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden laid before the Council the following resolution: WHEREAS, Lot No. 10, Block 2, Outlot 77, Division "D" in the Simms Subdivision, together with the improvements thereon, owned by R. F. Rogers was assessed for City taxes for the year 1926; and WHEREAS, it is shown that said assessment is excessive regarding the improvements thereon, and that same should be corrected; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT said assessment on said improvements be corrected as follows: Said improvements were assessed at $1,900,00 when they should have been $1,100.00, which amount they are changed to, and the City Assessor and Collector is instructed to change his rolls accordingly. Councilman Barker moved the adoption of the above resolution.
