Councilman Barker moved that the Council recess, subject to call of the Mayor. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. The Council then recessed. REGULAR MEETING OF THE CITY COUNCIL: 107 Approved. W.M Fadden Mayor. Austin, Texas, May 5th, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; absent, Councilman Reed. The Minutes of the last meeting were read and Councilman Pannell moved that same be adopted. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Barker, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden announced that the Council would proceed with the oaths of office and organization of the new council. Judge Ed R. Kone, Judge of the Corporation Court, then administered the oath of office to P. W. McFadden, Leo O. Mueller, V. H. Pannell, and E. L. Steck. The roll was called for the new council and the following answered present: P. W. McFadden, Leo O. Mueller, V. H. Pannell, and E. L. Steck; absent, Dave C. Reed. Mayor McFadden then announced that nominations for mayor were in order. Councilman Pannell nominated P. W. McFadden as Mayor. The nomination was confirmed by the following vote: Ayes, Councilmen Mueller, Pannell, and Steck, 3; nays, none; Councilman Reed absent, Mayor McFadden present but not voting. Mayor McFadden nominated V. H. Pannell as Mayor Pro Tom. Nomination was confirmed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell and Steck,4; nays, none, Councilman Reed absent. Mayor McFadden nominated Adam R. Johnson as City Manager. Nomination was confirmed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden nominated Ed R. Kone as Judge of the Corporation Court. Nomination was confirmed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Councilman Mueller nominated Cal M. Browne as Clerk of the Corporation Court. Nomination was confirmed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Councilman Mueller moved that the Council defer the selection of a Health Officer until the Council could have a conference with the Health Advisory Board, and also hear the report of Ex-Councilman Barker, who was appointed by the Council as a committee of one to submit recommendations for such Health Officer. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden then nominated Dr. Lee Edens as Acting Health Officer until such time as a permanent Health Officer should be appointed by the Council. Nomination was confirmed by the following vote: Ayes, Mayor McFadden, Councilmen 0 : Gand, inadvertent y placed in Ordinance Book "G" Pages 108 Mueller, Pannell, and Steck, 4 ; nays, none, Councilman Reed absent. Mayor McFadden stated that the appointment of the Board of Equalization would be deferred until some future date. Joe Worsham, General Attorney for the Texas Power & Light Company, appeared before the Council in reply to request of the Council that the Texas Power & Light Company make available to the City its option on the Johnson Rights, and advised the Council of the reasons for such refusal on the part of the Texas Power & Light Company to comply with the request of the Council. A further discussion of the matter was postponed to a meeting to be called by the Mayor. Vap City Manager Johnson advised the Council that he had made the following ✓appointments: Fred Sterzing, Assessor and Collector; J. Bouldin Rector, City Attorney; Hallie McKellar, City Clerk; J. N. Littlepage, Chief of Police; John Woody, Fire Chief. City Attorney Rector was instructed by the Council to prepare an ordinance covering one hour parking on West Fifth Street from Colorado to Lavaca Streets; and also Lavaca Street from Sixth to Seventh Streets. The Council instructed City Manager Johnson to grant the request of the colored citizens of the City, asking that the City appropriate $150.00 for summer concerts for the colored people. , Mayor McFadden moved that the claim of The Terrell Bartlett Engineers, Inc., in the amount of $50.00 for additional services rendered in connection with the Barton Creek Bridge, be allowed. Motion was seconded by Councilman Steck and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. The Council directed City Manager Johnson to grant the request of the Colored Knights of Pythias to parade on Congress Avenue during their convention in this City in June next. The Council directed City Manager Johnson to advise Chas. Wendlandt, Owner, that his offer to sell to the City Lots 2, 3, and 4, Block 168, City of Austin, located at the corner of West Ist and Rio Grande Streets, for the sum of $250.00 per lot, was respectfully declined. The Council directed City Manager Johnson to authorize the Fire Chief and Fire Marshal to attend the Convention of the State Firemen's Association to be held in San Antonio on June 14th, 15th, and 16th; the expenses of such trip to be paid by the City. Councilman Steck moved that City Manager Johnson be authorized to proceed with negotiations with ". E. Dozier for the paving of the intersection of Nineteenth Street, Congress Avenue, and Speedway. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Councilman Steck moved that the Council recess, subject to call of the Mayor.
